(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

(ii) The solicitation number is 36C24120Q0414 and is issued as a request for quotation (RFQ).

(iii) A statement that the solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-100.

(iv) This requirement is being issued as a Large Business Open Market solicitation. The associated NAICS code is 561613 – Transportation/Travel/Relocation – Transportation: Security Vehicle with a small business size standard of $22.0 million.

(v) The Government intends to award an indefinite delivery, indefinite quantity contract with a period of five years for Armored Car Services for the Agent Cashiers and Veterans Canteen Services throughout VISN 01, to include locations: Togus, ME; White River Junction, VT; Bedford, MA; Boston, MA- includes Brockton, Jamaica Plain and West Roxbury; Manchester, NH; Northampton, MA; Providence, RI; Connecticut- Newington and West Haven. See the attached Performance Work Statement (PWS) for full requirement details. Individual task orders will be written for each location and may include:

(vi) The Contractor shall provide all resources necessary to provide Armored Car Services for the Agent Cashiers and Veterans Canteen Services in accordance with the attached Performance Work Statement. Please see the attached PWS for full requirement details.

(vii) The Place of Performance are cashier and canteen offices of VISN 01- includes Togus, ME; White River Junction, VT; Bedford, MA; Boston, MA- includes Brockton, Jamaica Plain and West Roxbury; Manchester, NH; Northampton, MA; Providence, RI; Connecticut- Newington and West Haven.

(viii) Provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition in addition to the following addenda’s to the provision: 52.252-1 Solicitation Provisions Incorporated by Reference (FEB 1998); 852.215-70 Service Disabled Veteran Owned Small Business Evaluation Factors (JUL 2016) (DEVIATION); 852.252-70 Solicitation Provisions or Clauses Incorporated by Reference (JAN 2008).

(ix) Provision at 52.212-2, Evaluation -- Commercial Items, applies to this requirement.

(x) Options: Except when it is determined in accordance with FAR 17.206(b) not to be in the Government’s best interests, the Government shall evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. Evaluation of options shall not obligate the Government to exercise the option(s).

(xi) Please include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications – Commercial Items, with your offer via the SAM.gov website or a written copy.

(xiv) All contract requirement(s) and/or terms and conditions are stated above.

(xv) The Defense Priorities and Allocations System (DPAS) and assigned rating are not applicable to this requirement.

(xvi) RFQ responses are due 07/15/2020 at 5:00 PM EST. RFQ responses must be submitted via email to: Monica.Acosta@va.gov. Hand deliveries shall not be accepted.

(xvii) The POC of this solicitation is Monica Acosta (Monica.Acosta@va.gov).

Submission of Quotes:

(1) Quotes shall be received on or before the date and time specified in Section (xv) of this solicitation. Note: Offers received after the due date and time shall not be considered.

(2) Offerors shall submit their quotes electronically via email to Monica.Acosta@va.gov.

(3) Questions: Questions shall be submitted to the Contracting Officer in writing via e-mail. Oral questions are not acceptable due to the possibility of misunderstanding or misinterpretation. The cut-off date and time for receipt of questions is 2 days prior to the expiration date of this solicitation by 8:00 AM EST. Questions received after this date and time may not be answered. Questions shall be answered in a formal amendment to the solicitation so all interested parties can see the answers.

(4) Quote Format: The submission shall be clearly indexed and logically assembled in order of the evaluation criteria below. All pages of the quote shall be appropriately numbered and identified by the complete company name, date and solicitation number in the header and/or footer.

Evaluation Process:

Award shall be made to the best value, as determined to be the most beneficial to the Government. Please read each section below carefully for the submittals and information required as part of the evaluation. Failure to provide the requested information below shall be considered non-compliant and your quote could be removed from the evaluation process.

Offeror quotes shall be evaluated under FAR Part 13.106-2(b) -- Evaluation of Quotations or Offers. Therefore, the Government will not determine a competitive range, conduct discussions with all contractors, solicit final revised quotes, and use other techniques associated with FAR Part 15.

The Government shall award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation shall be most advantageous to the Government, when combined, past performance and technical capabilities are more important than price.

Ensure your representations and certifications are complete in the System for Award Management (SAM)( https://www.sam.gov). Otherwise, you will need to fill out solicitation Clause 52.212-3 "Offeror Representation and Certifications -Commercial Items,” and submit with the quote. Federal Acquisition Regulations require that federal contractors register in the SAM database at http://www.sam.gov and enter all mandatory information into the system. Award cannot be made until the contractor has registered. Offerors are encouraged to ensure that they are registered in SAM prior to submitting their quotation.

The following factors shall be used to evaluate offers:

1. Past Performance:

1. Provide (3) references of work, similar in scope and size with the requirements detailed in the Performance Work Statement. References must include contact information; brief description of work completed and contract # (if relevant). Use Attachment 2 – Past Performance Worksheet for your references and submit as part of your quote submission. References may be checked by the Contracting Officer to ensure your company can perform the services required in the Performance Work Statement. The Government also reserves the right to obtain information for use in the evaluation of past performance from any and all sources.

3. Technical: The offeror’s quote shall be evaluated to determine if the organization has the experience and capabilities to provide the requested services in accordance with the PWS in a timely efficient manner.

a. Contractor shall demonstrate their corporate experience and approach to meet all requirements stated in the PWS.

b. Contractor shall demonstrate that their technicians meet the qualification standards stated in the PWS.

c.Contractor shall provide a quality control plan, which explains the offerors approach to quality control and methodologies.
d.Contractor shall provide all current and relevant licenses and/or certifications for the States of Maine, Vermont, Massachusetts, New Hampshire, Rhode Island, and Connecticut.

PERFORMANCE WORK STATEMENT

ARMORED CAR SERVICES FOR VISN 01

AGENT CASHIERS AND VETERANS CANTEEN SERVICES

TITLE OF PROJECT: Armored Car Services for Department of Veterans Affairs, VISN 01.

SCOPE OF WORK: Provide Armored Car Services in support of the Veterans Affairs Medical Centers in VISN 01- includes Togus, ME; White River Junction, VT; Bedford, MA; Boston, MA- includes Brockton, Jamaica Plain and West Roxbury; Manchester, NH; Northampton, MA; Providence, RI; Connecticut- Newington and West Haven; in accordance with the performance work statement, applicable wage rates, terms and conditions incorporated herein, and regulations, codes and laws established by local, State and/or Federal agencies. Throughout the life of the contract changes in locations for armored car services may be added and/or removed and shall be modified accordingly.

SPECIFICATIONS:

Contractor shall provide all labor, supplies, materials, equipment, supervision, tolls and transportation necessary to provide armored car service for Canteen and/or Agent Cashier for the period of August 1, 2020 through July 31, 2025, in accordance with the following terms and conditions:

2. Contractor shall provide emergency pickup service as needed when requested by the Government’s Point of Contact (POC). If a normal pickup day coincides with the federal or bank holiday, the VA has the option to request an additional pickup that holiday week.

3. Agent Cashier and the Canteen from the VA will telephone specified bank on individual Task Order prior to the armored car pickup at the specified location on individual Task Order and make arrangements for the needed cash and coin. Contractor will pick up the locked bag of money from the bank, then safely store and deliver to the VA Agent Cashier or Canteen with the next scheduled pickup.

4. Contractor shall check in with VA Police upon arrival on station. Driver shall provide picture IDs provided by the armored car company for pickups and deliveries.

5. When making deliveries and pickups to and from the specified VA location, Contractor’s personnel are required to proceed directly to and from the pickup points with no deviations in route.

6. Contractor is required to make pickups from the specified VA location and then deliver to the VA’s Depository on the same day.

7. Pick-up and delivery log procedures will be established within individual Task Order.

8. Contractor shall provide a copy of signed and dated receipt for each pick-up. A receipt signed by the consignee shall be conclusive evidence that the shipment was received securely sealed and that the package(s) were free from any cuts, holes, or other defects that could permit loss of contents.

9. Shipments shall be securely and distinctly sealed and/or locked and tagged. The contractor will be liable for the loss of shipments from the time of pick-up until delivered to the consignee.

10. Maximum liability to the contractor is $150,000. Contractor must provide evidence of insurance coverage to the Contracting Officer.

11. Contractor shall be liable for the security of all its property once received into its possession.

12. Upon request by the Government, Contractor must demonstrate evidence of responsibility and provide the following information to the Contracting Officer:

a. List of names and profile experience of personnel who will be performing under the contract

b. Company experience: list of three references of similar type of service.

13. Rolled change orders will be returned with rolls intact.

ARMED DELIVERY

Individual Task Orders will identify specific requirements regarding escorts for each facility. All armored car guards will be allowed to carry their weapons. Contractors shall communicate with the Contracting Officer’s Representative and VABHS Police of each facility prior to starting.

All armed car guards shall have attained the legal age (the age of 21 years) and shall maintain neat, clean and professional appearance. All armed car guards shall have a firearm license in accordance with the applicable local regulations. A copy of the firearm license shall be accessible through performance of service.

FEDERAL HOLIDAYS:

The contractor will not perform pick-ups on any federal holiday:

New Year’s Day Martin Luther King Jr.’s Birthday George Washington’s Birthday Memorial Day Independence Day Labor Day Columbus Day Veteran’s Day Thanksgiving Day Christmas Day Any day specifically declared by the President of the United States to be a Federal/National holiday.

EMERGENCY PICKUPS AND DELIVERIES

On occasion and with short notice, the contractor may be asked to make a special pickup or delivery. The runs would normally be during the Monday – Friday work week but may extend into the evening hours. The contractor will be expected to respond to a call for an emergency run within 2 hours. The contractor shall invoice all emergencies separately. The contractor shall have the ability to accept credit card orders. Payment for emergency runs only shall be submitted from this contract on a separate invoice, payment will be provided via credit card and/or Purchase Order.

DRIVERS AND/OR ATTENDENTS

There shall be two employees making pick-ups and deliveries at all times. The drivers and/or attendants are required to wear identification (ID) badges during the entire time they are on the VAMC grounds. ID badges must have an identification picture, name of the individual and the represented company depicted on it. A photograph shall be submitted to the participating services of the driver and/or attendants, which shall be posted at delivery points.

Employees shall be able to communicate with tact and courtesy. Employees shall be technically proficient in the skills necessary to fulfill the Government’s requirements, to include the ability to speak, understand, read and write English fluently.

All drivers and attendants shall have attained legal age (the age of 21 years) and shall maintain neat, clean and professional appearance. Drivers shall be licensed in accordance with the State of Massachusetts. A copy of the drivers and/or attendants license shall be accessible throughout performance of service.

VEHICLES

Vehicles used in the performance of this contract shall be registered and inspected and meet all minimum vehicle requirements as mandated by the State specified on individual Task Order.

INSURANCE

Contractor must provide proof of liability insurance, workers compensation and vehicle insurance before performance of Task Order begins.

TRAVEL

Travel expenses are not authorized.

CONTRACT TYPE

The daily rate in the schedule is a firm fixed-price, all-inclusive rate. Throughout the life of the contract, the locations of the banks used by each facility are subject to change. Therefore, alternate locations for the banks designated in the statement of work are limited to a (10) mile radius. The alternate location of the bank for the purpose of relocation and designation of such change is limited to appropriate state or approximately an (10) mile radius.

The Government may unilaterally designate up to four (4) such relocations in the course of the contract.

This contract has no Economic Price Adjustment (EPA) clause, therefore, offerors should account for any and all increased costs such as, but not limited to: fuel, preventive maintenance, tolls, parking insurance, etc.

MISCELLANEOUS

Toll Charges: It is agreed and understood that the price quoted in the contractor's proposal includes any bridge or road toll charges.

CHANGES TO STATEMENT OF WORK

Changes to this original statement of work shall be authorized and approved by the VA Contracting Officer.
