X x x 9/30/2018, 11:59pm eastern x This amendment serves to answer vendor questions and to extend the response due date to Sunday, September 30, 2018 at 11:59 pm eastern time.

Please see below for questions and answers.

Lorrie Baines Supervisory Contracting Officer Q: Page 5 of the RFQ states that there are 180 spaces reserved for valet. It explains that there are 60 spaces in lot F and 130 in lot 10 which equates to 190 spaces. Can you confirm the # of spaces and the parking lots reserved for valet and valet overflow? Also, the map provided does not have lot F shown and any overflow.

A: Valet currently uses 188 spaces, these are divided between lot 4, and lot 6. It is approximately 75-80 in lot 4, rest are in lot 6.

Q: Can we segregate the valet overflow in lot 10, from the public self-parkers? If so what location of the lot and how will it be segregated?

A: Lot 10 is now used as the overflow. The valet areas are segregated by barriers provided and maintained by the valet company.

Q: On the campus map lot 6 is marked as “valet lot” but there is no mention of this lot being used for operations. Can you confirm if this permitted for valet use, if so the space count?

A: Valet currently uses 188 spaces, these are divided between lot 4, and lot 6. It is approximately 75-80 in lot 4, rest are in lot 6.

Q: There is a parking lot adjacent to lot 4 that was offline and seems to be in the finishing stages of construction. What is the future for this parking lot?

A: As it stands right now the lot will be used for patient parking but depending on demand, we could potentially move Valet into this lot.

Q: Is it a requirement to staff an “fixed” attendant under or at the shelter station in the main drive in addition to the main valet entrance at lot 4?

A: The gate must be staffed; no tickets are given there. The podium also needs to be staffed, that is where people go to get their vehicles returned.

Q: Can we number the parking spaces?

A: Can be determined as needed.

Q: The RFQ states the number of passengers for the shuttles. Does this include the internal and external shuttles? If so can you provide a break out for each?

A: That number reflects internal and external shuttles.

Q: What type of GPS are you currently using in the shuttle? Is this GPS system adequate to continue to use?

A: We do not currently have GPS in our shuttles.

Q: Can you describe “favorite routes” pertaining to GPS programming and provide detail on this?

A: This would be in the programing of GPS selected by Contractor.

Q: Are you requiring proof of certification to meet the state of CT shuttle driver requirements prior to takeover or with the RFQ? If it is for the RFQ this puts all the bidders at a disadvantage as we do not keep a potential CT employee labor pool ready for a potential RFQ in the future.

A: Proof must be provided within 30 days of award.

Q: Is there a manager shed or office on site? If not, can one be permitted? If so where and what are the size limitations?

A: There is not office or shed provided. Placement of a shed would need to be coordinated and approved by the Chief of Facilities Management Service.

Q: Will the VA provide electricity for charging and power to operational supplies such as GPS’s, radios, etc. If not, is there electricity available for a contractor to access? Will the VA also provide electric to the manager office and or shed?

A: Yes.

Q: It is requested that the valet attendants ask the customer for their name and appointment information. Is this currently in practice and required? Is this violation for HIPPA? Will the VA also provide an accurate daily list of patients to reconcile this with the requirement?

A: Valet should ask for the patient’s ID card to qualify them for the service. Without an ID they should simply ask if they are there for an appointment, they do not need the specific appointment location or reason.

Q: Page 10 explains the after operating hour procedures for leftover keys and transfer of vehicles to lot A and K. Lot A and K are not visible on the campus map. Can this this be provided?

A: This simply means left vehicles are moved to the closer lot before turning in the keys to Triage. Believe it might have been a typo, Valet uses the term Lot A and Lot B.

Q: What is the cutoff time to stop accepting valet vehicles?

A: 6 PM

Q: Can a five-year history of the special events including operating hours, number of valet vehicles, staffing levels and procedures be provided?

A: Valet has only been used once for a special event. It was for two hours and they only parked a handful of vehicles.

Q: Is the current operator meeting the “10-minute rule”? How often is this verified?

A: Yes, it is checked at random times by the COR to get an ample sampling.

Q: When and where does the time for the “10-minute rule” begin?

A: When queued in a line, or waiting to have their car returned.

Q: Does the “30-minute rule” pertaining to the shuttles include stop time for passenger pick up/delivery as well as assistance?

Q: Is there a time “rule” for the interior shuttle? If so, please detail.

A: There would be a set schedule for the interior shuttle to follow as determined.

Q: Can you provide the shuttle and peak rider report that you are receiving now?

A: Peak rider time is usually 7 AM - 9:30 AM and again 3 pm - 5 pm

Q: Why is the PPD test required as we not be considered non-essential hospital employees and contractors?

A: Due to interaction with patients.

Q: How long is the pre-work orientation? This is important as there is an hourly cost for us as we must pay our employees to attend.

A: Approximately 8 hours.

Q: Who does the background checks? The contractor or the VA? If the VA what is the cost per employee?

A: Background checks are the responsibility of the contractor.

Q: Can you provide a one-year number on how times random drug and alcohol tests were implemented?

A: Drug testing is the responsibility of the contractor.

Q: Page 54 asks for a signed “Business Associate Agreement” however there was no attachment. Can this be provided?

A: This will be provided in the contract.

Q: Is the OSHA safety report still a requirement? There may be a time restraint with the time frame between the walkthrough and submission of proposal deadline.

A: Yes. Awardee must provide this within 30 days of award.

Q: Where is the equipment stored? Outdoors or Indoors?

A: Outdoors.

Q: What is the rate for wage and determination for each position? Is the internal shuttle driver rate the same as the shuttle driver rate?

A: Found in page 40 of the solicitation. Shuttle driver rates are the same for all routes.

Q: What is the current Option Year cost/price for the current parking operator (last 12 months)?

A: This is public information that can be found in the Federal Procurement Data System (FPDS).

Q: What is the average number of overnight keys (Keys turned in after 6PM)?

A: We do not track this, but the number is low; usually less than 5.

Q: Who is responsible for lot maintenance? I.e. striping, paving, fixing pot holes, etc.?

A: Facilities Management Service is responsible for lot maintenance.

Q: Does the hospital have public WIFI available? If not, can it be provided?

No.

Q: How many times per day/week does the current operator resort to using the overflow. This information will have implications on staffing.

A: Daily.

Q: The RFQ states that the valet and shuttle drivers must have 1-year experience. This will limit the labor pool greatly-can this requirement be changed?

A: No, that cannot be changed.

Q: The RFQ states that there is “no violation” for the shuttle and driver. Is this for their lifetime, 1 year, etc.? This will limit the labor pool greatly-can this requirement be changed?

A: One year free of issues.

Q: The RFQ asks for a business certification in the state of CT. This is an unnecessary cost for small businesses to have this prior to submitting a proposal if not awarded the proposal. Is it acceptable to have this if awarded the contract?

A: Awardee must supply within 30 days of award.

Q: Does the pricing sheet for the shuttle service includes the total cost of both the internal and external shuttle services?

Q: The 15-day implementation requirement seems unrealistic.

A: Strike the language referring to starting operations 15-days after award. Quotes must include an implementation plan indicating, among other things, any timelines.
