The Department of Veterans Affairs (VA) Strategic Acquisition Center - Frederick intends to award a sole-source, firm-fixed-price commercial services contract to Craig Hospital in Englewood, Colorado under solicitation number 36C10X26R0059. The contract will provide continued support for the VA Traumatic Brain Injury (TBI) Veterans Health Registry and the VA Polytrauma Rehabilitation Center/TBI Model Systems (TBIMS) Longitudinal Research Database. Required services include program management; secure database administration; longitudinal data processing, validation, and quality assurance; statistical and epidemiological consultation; technical assistance to VA Polytrauma Rehabilitation Centers; recurring and ad hoc reporting; research methodology support; knowledge translation; database modernization; and harmonization of VA data with the national TBIMS database. The anticipated period of performance consists of one 12-month base period and four 12-month option periods.

Market research determined no other responsible source could satisfy the complete requirement without material transition, performance, data-integrity, and continuity risks. Interested parties may submit capability statements, proposals, or quotations demonstrating ability to perform the complete requirement without interruption by September 18, 2026, at 3:00 p.m. Eastern Time to LaShawn Knight, Contracting Officer, at lashawn.knight@va.gov. REQUIREMENT

The contractor shall provide continued support for the VA Traumatic Brain Injury (TBI) Veterans Health Registry and the VA Polytrauma Rehabilitation Center/TBI Model Systems (TBIMS) Longitudinal Research Database. Required services include program management; secure administration of both databases; longitudinal-data processing, validation, quality assurance, and governance; advanced statistical and epidemiological consultation; technical assistance to VA Polytrauma Rehabilitation Centers; recurring and ad hoc reporting; research-methodology support; knowledge translation; database modernization; and harmonization of VA data with the national TBIMS database. The anticipated period of performance consists of one 12-month base period and four 12-month option periods.

INTENDED SOURCE AND BASIS FOR SOLE SOURCE

Craig Hospital is the current TBIMS National Data and Statistical Center and maintains the national TBIMS database. It provides the centralized data coordination, statistical methodology, quality assurance, research support, and technical leadership required for the national program.

Craig Hospital has supported VA's TBIMS collaboration since 2008 and maintains the existing VA-to-national-TBIMS data harmonization, database architecture, validated controls, secure workflows, procedures, and institutional knowledge required for immediate and uninterrupted performance. Market research did not identify another responsible source capable of satisfying the complete requirement within the required schedule without material transition, performance, data-integrity, and continuity risks.

The signed and approved Justification and Approval for Other Than Full and Open Competition is attached to this notice and provides the Government's complete rationale for the intended sole-source acquisition.

This notice is not a request for competitive proposals. However, in accordance with FAR 5.207(c)(16)(ii), all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. A submission must demonstrate the source's ability to perform the complete requirement without interruption and should address relevant national longitudinal rehabilitation-research database experience; authority and ability to coordinate with the national TBIMS database and participating centers; VA-specific data harmonization experience; existing secure systems, authorizations, controls, and workflows;

preservation of historical data integrity and validated methodologies; and a transition approach that supports timely commencement of performance.

Responses must include the respondent's legal business name, address, Unique Entity Identifier, CAGE code, business size and socioeconomic status under NAICS code 622310, point of contact, relevant contract references, and supporting capability information. Responses shall be submitted electronically to LaShawn Knight, Contracting Officer, at lashawn.knight@va.gov no later than September 18, 2026, at 3:00 p.m. Eastern Time. The subject line shall state: Capability Response - 36C10X26R0059 - VA TBI Registry and TBIMS Support. Telephone inquiries will not be accepted.

A determination not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. The Government will not reimburse respondents for costs incurred in preparing or submitting a response. This notice does not obligate the Government to issue a competitive solicitation or award a contract.
