About this file
This is a Vendor Questions and Answers document for federal contract 36C10X26R0011, addressing clarifications on low temperature sterilization equipment procurement for Veterans Health Administration (VHA) facilities.
The document covers ten vendor inquiries with Contract Specialist responses regarding delivery locations, equipment configuration requirements, facility modifications, field service coverage, training delivery methods, and pricing methodology. Key clarifications include: delivery to VHA facilities throughout the Continental United States (CONUS) and Outside Continental United States (OCONUS), including Alaska, Hawaii, Puerto Rico, Virgin Islands, Guam, Philippines, American Samoa, and Northern Mariana Islands, with specific locations to be detailed in individual orders; pass-through configuration is mandatory; the VA will accept systems requiring facility modifications; nationwide field service coverage with OEM-certified technicians is required; onsite training is preferred but virtual/hybrid options are acceptable as an evaluation subfactor; expected delivery lead times are 30-60 days; no equipment trade-in is included; both clinical user training and biomedical service training must be provided separately; items included as standard with equipment should be priced at $0 with notation that they are included in the unit price; and service training programs for biomedical/engineering personnel differ from customized onsite clinical user training. The guidance specifies how vendors should handle pricing when product offerings include standard components that differ from reference equipment specifications.

36C10X26R0011 Vendor Questions
Contract Specialist answers are in red font
1. Could you please provide an estimated list of delivery locations with complete address? Delivery locations include VHA facilities throughout the Continental United States (CONUS) and Outside of the Continental United States (OCONUS) (OCONUS includes locations of Alaska, Hawaii, Puerto Rico, Virgin Islands, Guam, Philippines, American Samoa, and Northern Mariana Islands).
Delivery requirements shall be specified under each individual order.
2. Does the “multiple doors” requirement in SC #5 mean pass-through configuration is mandatory, or merely optional? We have to have a pass-through configuration option.
3. Will the VA accept systems requiring facility modifications (electrical/HVAC/plumbing), or must equipment fit existing infrastructure without modification? The VA will accept systems requiring facility modifications.
4. Does the VA require nationwide field service coverage with OEM-certified technicians? Yes
5. Is onsite training mandatory, or will virtual/hybrid training be acceptable? Onsite is preferred but virtual/hybrid training is acceptable. Training options are an evaluation subfactor per Attachment D.
6. Can the VA clarify expected delivery lead times for nationwide deployments? 30-60 days
7. The RFQ identifies low temperature sterilizers as a candidate for the Equipment Life Cycle
Management Program (ELCM). Should we assume there will be a trade-in of existing equipment for each Task Order or does this RFQ include additional equipment as well? There is no trade-in.
8. Is The Training to be provided Clinical User Training or Biomed Service Training? Both, please list them out separately.
9. [redacted] product offering does not match up exactly with Steris'. For example, the [redacted] sterilizer comes with all 5 sterilization cycles factory installed (not "Field Installed"). For CLINs that are included as standard with the [redacted] sterilizer, how should we indicate that on the Price Cost Schedule? Input $0 in the Proposed Unit Price column/cell and note that the CLIN is included in the Proposed Unit Price for the [redacted] sterilizer? If any offered items are non-priced due to being included in the Proposed Unit Price of the unit and/or standard with the unit, please mark it as $0 in the cell.
10. What is the difference between "SERVICE TRAINING PROGRAM FOR V-PRO LOW TEMPERATURE, MENTOR, OH and CUSTOMIZED TRAINING - 1- 5 DAYS/ UP TO 5 TRAINEES"? Is the "Service Training Program" offered at the headquarters and the "Customized Training" is at the facility or on-site? The Service training program is for the Biomed/engineering personnel to learn the service requirements for the unit and the customized training is any onsite clinical user training that is offered. (double check with clinical SME)
