About this file

This document is a Standard Form 30 (SF 30) amendment to solicitation RFQ 36C10X26Q0069 issued by the Department of Veterans Affairs' Strategic Acquisition Center in Frederick, Maryland. The amendment, numbered 0001 and effective March 12, 2026, provides Government responses to questions submitted by potential offerors regarding waste management services at a VA facility (HITC).

The responses clarify key requirements: this is not a new contract but a follow-on to the incumbent contractor under previous Contract No. 36C10X21P0043; substitution of equipment for cardboard disposal is not permitted; the contractor provides all necessary totes per the Performance Work Statement rather than Government-owned totes; cardboard waste must be disposed via pallets rather than open-top roll-offs; electrical waste disposal covers common non-hazardous materials excluding batteries; cardboard bales are 3x5 in dimension; historical tonnage and weight data are not available as VA requirements are based on container size with service as-needed to prevent overflow; and the contractor is responsible for managing disposal to ensure containers are serviced to prevent overflow. Offerors must acknowledge receipt of this amendment prior to the deadline specified in the solicitation through completion of amendment items, acknowledgment on offer copies, or separate written communication referencing both solicitation and amendment numbers, with failure to acknowledge potentially resulting in offer rejection.

RFQ 36C10X26Q0069 Waste Management HITC – Government Responses

1. We are performing independent research on the Combined Synopsis/Solicitation (36C10X26Q0069). We would like to know if this is a brand-new contract OR if there is (was) an incumbent performing these services. If not brand new, could you please provide the current / previous contract number and what the total contract value was?

Response - This requirement is not a new effort. The previous contract for these services was Contract No. 36C10X21P0043. As with all VA contract actions, the award details for this contract are publicly available.

2. To clarify, for CLIN 0002 can we substitute another piece of equipment for cardboard disposal?

Response - No, the VA requires existing conditions to be met.

3. GOV Owned Totes:

a. With the Unit of Measure being EACH, Does the GOV want offerors to price per single/flat rate to haul/dump all (20) totes or does the GOV prefer a rate per tote serviced? If the latter, the QTY would need to be increased to reflect the requirement (20 totes x 12 months = 240 Total Hauls). Please note, by having a single/flat rate to haul/dump all (20), the GOV will be charged for service of all (20) Totes regardless of if any totes may be empty.

b. Please confirm if the GOV requires the offeror to service/dump these totes directly or will the GOV be dumping these totes into other containers that are then respectively serviced?

c. Please verify the # of totes required for service as historically the GOV has

(12) Totes at BLDG 215 instead of (20)?

Response - There are no government owned totes. The contractor provides the number of totes per PWS.

4. Cardboard: Is the GOV amenable to having cardboard waste disposed of in an open top/roll off instead of via pallets (e.g., 30 CY)?

Response - No

5. Electrical Waste: What types of electrical waste are projected to be required for disposal under this contract?

Response - Disposal of common electrical materials, excluding any hazardous materials, i.e batteries.

6. Is this a new requirement or an existing requirement? If this is an existing requirement, will you please provide the contract number?

Response - See response #1.

7. Would the VA please provide historical tonnages for the 30-yard roll-off dumpster?

Response - Historically, our requirement has been based on dumpster size rather than weight. We only require the contractor manage disposal and to ensure that the dumpster is serviced as needed to prevent overflow.

8. Would the VA please provide historical quantities and weights for the tri-wall container on a pallet for electrical waste?

Response - Historically, our requirement has been based on container size rather than weight. We only require the contractor manage disposal and to ensure that the container is serviced as needed to prevent overflow.

9. Would the VA please provide the dimensions for the cardboard bales?

Response - 3x5

10. Would the VA please provide historical quantities and weights for the baled cardboard service?

Response - This information is not available.

11. Would the VA please indicate the exact contents of the electrical waste container? We need to know this so we can ensure we source an appropriate recycling outlet for these items.

Response - Disposal of common electrical materials, excluding any hazardous materials, i.e batteries.
