Introduction.
The Department of Veterans Affairs (VA), Office of Information Technology (OIT) by directive of the Transformation Planning Team (TPT) a steering committee under the Digital Modernization Council, has been asked to conduct a training event to bring together delivery leaders from across OIT for training focused on how OIT can become the best software product delivery organization in government. The Software Factory (SWF) Model is an effort to fully revamp the way VA delivers software. The model seeks to create standard, repeatable processes that result in OIT delivering secure, high-quality solutions to its customers as quickly as possible. By directive of the Transformation Planning Team (TPT) a steering committee under the Digital Modernization Council, this training event will target product line managers, portfolio directors, and key IT product stakeholders to increase SWF awareness and understanding and build up the application and utilization of core product management practices. When the CO determines formal written communication is required, the COR shall prepare a Contract Discrepancy Report (CDR) and present it to the Contractor's program manager.
The Contractor shall acknowledge receipt of the CDR in writing to the CO. The CDR will state how long after receipt the Contractor has to take corrective action. The CDR will also specify if the Contractor is required to prepare a corrective action plan to document how the Contractor shall correct the unacceptable performance and avoid a recurrence.
