| Question |
Question: *4. Place of Performance is stipulated as 5000 S. 5th St, Building 215, and in addition, outdoor VSS attached to #48… and #3. Are these the only physical locations to be covered under the PWS? (The inventory of PACS devices seems very extensive for one building).
Response: Yes. Due to facility DHS Levels of Protection (LOP) for Mission Critical Facilities. All common office space doors, communication/electrical closets, for this facility have PACS card readers. All critical infrastructures within the facilities have PACS card readers for both entering/exiting those locations.
| Question: *2. SCOPE requires “24/7 support, maintenance, & repairs of existing Lenel OnGuard PACS, Avigilon VSS, and Pedestrian Vehicular Gates installed at HITC” and subsequently in 6.2.1, 6.3.1, 6.4.1- The Scope of Work requires “support, maintenance, & repair… furnish all labor, supervision, equipment…” but then clauses 6.2.5, 6.3.5, 6.4.5 discuss “unforeseen or contingency related…” and then 6.2.7.e, 6.3.7.e, and 6.4.7.e “The CO will approve all emergency services and/or repairs above the micro-purchase ($10,000) and the COR can approve all emergency services and/or repairs below the micro-purchase”. |
| *Can the COR provide any estimate of the # of service calls expected during normal business hours? During off hours? Holiday and weekends? |
Response:
During this POP (i.e., 09/25/2021 until current), the numbers of service calls:
Normal business hours: 15 After business hours: 2 Holiday and weekends: 0
*If “24/7 support….” is required what would be the nature of “emergency services and/or repairs…”? One possible interpretation would be that only “Deliverables” are required as Base Bid and any “repair” would be quoted -approved-executed. Contractor(s) could more accurately estimate labor requirements based on such an interpretation.
Response: 1) Emergency services and/or repairs would consist of repair/replace deflected equipment for PACS and VSS. 2) If PACS/VSS goes off-line, bring both systems back online This is a Firm Fixed Contract. There is also an Emergency CLIN dedicated
*Will after hour Emergency calls be considered as ‘Billable” above and beyond the contract price?
Response: No. This is a Firm Fixed Contract. There is also an Emergency CLIN dedicated additional labor and parts replacement that the vendor can use.
Question: * EQUIPMENT LIST- (Pg 17) “The Contractor shall supply attic stock….”; a list is supplied. It is understood that this material cost should be included in Contractor’s proposal. Is the sentence in 6.2.2, 6.2.5, 6.3.5 that includes “Government furnished replacement parts” to be considered this list of attic stock and if/when exhausted the Government will replenish the supply?
Response: The Government has CLINs dedicated within the contract for the procurement/replenishing of the attic stock supplies.
| Question: * | Page 19- Paragraph 2; “… VA System Security Controls”, and VA IAM enterprise requirements for direct, assertion-based authentication, and/or trust-based authentication…” | |
| o | Are both types of authentications in application at HITC? |
Response: Yes. Both types of authentications are VA wide standards.
Question: * Under Deliverables on page 10, Serial Numbers are being asked for on a per device basis in reporting. Does the VA have an existing list that will be provided? If not, gathering this information for all equipment is time intensive. Please confirm that this is a requirement.
Response: When ordering “Commercial Off-The-Shelf” part(s), serial numbers of the deflected item is required to ensure the proper part(s) are procured when ordering/replacing deflected part(s).
Question: * Please provide system ID’s of Lenel, PIV CHECK PLUS (HID) and Avigilon in order to obtain Software Service agreements from Manufacturer. Or failing that, an allowance amount as placeholder.
Response: System ID’s will be provided after contract is awarded to vendor.
Question: * Does HITC have a complete and accurate set of Drawings showing the location of all equipment that is to be maintained?
Response: HITC does have complete and accurate set of drawings for the VSS. Drawing for the PACS card readers does not exist.
Question: * 6.2.8. The Contractor shall supply two (2) annual Lenel Software Support Agreement, two (2) annual Lenel PIV-Class Factory Support Agreement, and two (2) annual PIV-HID Software Support Agreement per each POP. The Contractor shall be Lenel OnGuard certified. Please explain the quantities requested as they are confusing. Why 2?
Response: There are two (2) client workstations at HITC and Lenel requires licensing/support agreement for each client workstations.
Is this an existing contract? If so, who is the incumbent etc.)
Response: This is a new contract, there is no incumbent.
Question: Will the VA provide interior and exterior cameras and PACS card readers counts for all locations identified in the SOW?
Response: Yes. Upon award of contract, all interior and exterior cameras and PACS card readers will be provided.
Question: Will the contractor/vendor be able to respond to service calls remotely in some circumstances (i.e., troubleshooting, etc., if we have VA zero accounts)?
Response: No. All service calls will require on-site support as there is no remote connections into VA operating systems.
Question: Are the security (Lenel OnGuard and Avigilon) systems currently at the latest software/firmware? What versions are they currently running?
Response:
Lenel: Yes. Version - 7.6.382.271 Avigilon: No. Version - ACC 6.6
Question: Is the VA aware of the transition to the Version 8.1 USAccess PIV credential and associated impacts (i.e., does all or some users have the 8.1 credential)?
Response: Yes. 50% of current users has migrated to Version 8.1 USAccess PIV cards.
Question: What vendor currently services your Lenel OnGuard PACS?
Response: Water Treatment Services / First Defense.
