1. Brief Description of Services:

The the VA Office of Rural Health’s (ORH) Veterans Rural Health Resource Center (VRHRC), Gainesville, Florida, and the VHA Rehabilitation and Prosthetics Service Program Office (RPS), the Rural Veterans Tele-Rehabilitation Initiative Enterprise-Wide Initiative (RVTRI-EWI) leverages technology to bring under-represented rehabilitation therapies into the homes of rural Veterans, champions innovations in telerehabilitation technologies, and leads efforts to bridge those therapy outcomes in Veterans lives by fostering opportunities for their community engagement in the creative arts following therapy.

RVTRI maintains collaborative partnerships with a number of arts in medicine innovator organizations including the Creative Forces Military Healing Arts Network of the Henry Jackson Foundation and the National Endowment for the Arts, Americans for the Arts, The University of Florida Center for Arts in Medicine, and the North Florida Foundation for Education and Research.

VA ORH will provide funding through the VRHRC and RVTRI for the contractor to conduct a total of thirteen (13) virtual Music Therapy retreats across eight (8) sites with the goal of providing Veteran participants access to music therapy.

2. Reason for Sole Source:

This activity proposes to make a non-competitive award (sole source) to Challenge America, Non-Profit Business for music therapy services to RVTRI.

In accordance with FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements: Authority Citations: 10 U.S.C.2304(c)(1) or 41 U.S.C.3304(a)(1). When the supplies or services required by the agency are available from only one responsible source, or, for DoD, NASA, and the Coast Guard, from only one or a limited number of responsible sources, and no other type of supplies or services will satisfy agency requirements, full and open competition need not be provided for.

The contracting officer may do so in accordance with FAR 6.304 if the following criteria are met:

(1) For a proposed contract not exceeding $750,000, the contracting officer’s certification required by 6.303-2(b)(12) will serve as approval unless a higher approving level is established in agency procedures.

In accordance with FAR 6.305(a) the justification supporting this action will be made publicly available within 14 days after contract award.
