About this file
This solicitation is for biomedical contractor support services for the Department of Veterans Affairs. The purpose of the contract is to provide technical and professional support to Biomedical Engineering departments at VA medical centers, outpatient clinics, VISN offices, and the HTM Program Office. Services include corrective and planned maintenance, professional Biomedical Engineering services, project management work, and support for routine operational tasks as well as unexpected tasks such as pandemic support and operational readiness for system deployments. When support is required by a VA facility, a local contracting officer representative will monitor contractors. Successful offerors may need to execute a Business Associate Agreement, and services provided are non-personal. Contractors will serve in a support role only while VA personnel make final decisions. Supervision of contractors will be technical oversight of services provided, not direct supervision, and inherently governmental functions will not be performed.

PWS REFERENCE
(Paragraph/Page Number) ISSUE or CLARIFICATION Requested
PWS 14. Contractor Key Personnel, Section 14.2, Role Specific Qualifications, paragraphs a., b., c., d., and e
Issue: The Contractor personnel identified below are considered key personnel and shall meet the following role-specific qualifications based on the core functions and services each will be providing under this contract.
Clarification: Does this mean every FTE serving on all task orders in every labor category is “Key”?
Will resumes of “Key” personnel be required for the IDIQ?
Having all FTEs as “Key” will require VA approval of every individual hired and or replaced during the life of the contract.
RESPONSE:
Yes, all people serving on all task orders in every labor category are considered “Key” personnel. The resumes required as part of this package are those of the “Key” personnel being used to fulfil the sample task order. Resumes of “Key” personnel used for future task orders will be reviewed at the time of the future task order solicitation.
PWS 14. Contractor Key Personnel, Section 14.2, Role Specific Qualifications, paragraphs a., b., c., d., and e
Issue: VA Experience for all contract personnel.
Clarification: Will the VA consider equivalent experience in lieu VA experience for all contract personnel. Finding all FTEs with VA experience may lead to recruitment issues.
RESPONSE:
The contract personnel can have equivalent healthcare experience in lieu of VA experience. The basic qualifications section was modified to only require one of the three options listed, but at a minimum the contract personnel must have a basic understanding of the VA structure and a Biomedical Engineering department. Please see revised section 14.1.
PWS Sample Resumes Page 72
Issue: Definition of Sample Resume.
Clarification: Will the VA define “sample resume”? Does this require we submit an example of the type of contractor personnel, we will fill each Labor Category with or does is represent an actual individual we intend to fill the position with?
Does the VA require a “sample” resume for each Labor Category?
RESPONSE:
A resume is required for each person being used in each labor category to fulfil the sample task order.
