X Amendment A00004 is issued to 1. change delivery date for Contract Line Item Number CLIN 0001 and 0002 and 2. post responses to industry questions:

1. The delivery date for CLINs 0001 and 0002 is hereby changed to 24-weeks after award

2. Please see Continuation pages for responses to industry questions.

Wanda Y. Edwards Contracting Officer

RESPONSE TO INDUSTRY QUESTIONS:

1. Line items 0001 and 0002 on B-4 Price/Cost Schedule indicate a 12-week performance schedule for these items. We do not believe that this is sufficient time for completion of these tasks particularly for the fuel tank portion. The state permit process for the fuel tank cleaning and inspection will take upwards of 12 weeks for permits based on previous experience. We are requesting that the performance schedule be extended to 24 weeks to allow for a proper study and completion of the fuel tank cleaning, inspection and reliability report.

PITC Response: The delivery is changed to “no more than 24 weeks”.

1. Will space be allotted on site for a temporary fuel storage container to drain the fuel from the installed underground fuel tank? This tank will be on site for the duration of the process to clean, inspect and recertify the tank.

PITC Response: Yes, this request can be accommodated, but the contractor must take appropriate measures safe guard the tank (i.e. temporary fencing around the unit with caution signage).

1. Should the underground fuel tank fail inspection and be required to be replaced will the temporary fuel tank be allowed to remain on site or should the contractor plan on removing from the site. Shall the bid form also include a per month charge for the rental of the fuel tank beyond the inspection phase in the event the fuel tank fails inspection and requires replacement?

PITC Response: No, the temporary tank will no remain on site. The quote should not include a per month charge for rental equipment.

1. There is no request for a short circuit and coordination study in the SOW. Does the owner plan on supplying correct and updated settings for all over current protective devices?

PITC Response: Currently a short circuit analysis, overcurrent protection and arc flash study is being performed at the facility. The PITC will provide the correct settings once available.

1. The SOW requires the contractor to complete a study then return in 12 months to perform recommissioning of the power system. As the system study results could involve new equipment and other changes should the contractor include time and monies to provide corrective action specifications and drawings if required per the study results? If no specifications are provided what standard should the contractor perform commissioning to?

PITC Response: Per the Performance Work Statement Scope of Work, “Upon completion of the study the contractor shall provide the VA with a comprehensive report of findings identifying any vulnerability discovered within the Emergency Power Generation/Distribution System. The comprehensive report shall include a corrective action plan with a cost estimate to repair/resolve all deficiencies.” Also, the contractor will return to perform the recommissioning “no more than 12-months after award”.

1. The currently installed GE Fanuc 90/30 PLC code for review will need to be supplied to the contractor. This code will need to be in the annotated format (notes and designations for the ladder logic) along with an updated and complete set of wiring diagrams for the system. These requirements are to allow inspection and evaluation of the currently installed PLC code.

PITC Response: The PITC will provide this information after award of the contract.

1. The SOW does not mention a payment schedule for the project. Is a mutually agreed upon Schedule of Values for progress payments acceptable to the owner?

PITC Response: Progress payments are not approved for this effort.

Site Visit Questions:

1. How does the system work? – The PITC explained the system operation. (Upon loss of utility power to the ATS Units, a start signal is initiated by the ATS to the generator system. All four generators start and close onto the emergency bus to support the load demand whether it is 1 kW load or 1,200kW load – all four generators close onto the bus and support the load.)

1. Has the ATS Units Transfer to Emergency relay timers been adjusted to eliminate the 1,000kW load jumping onto a 700kW generator? – The PITC reported that the timers were adjusted and the information can be obtained by formally requesting through the CO.

1. What is the relay timer settings for the ATS Units (starting sequence)? – The PITC stated once power is lost to the ATS Unit, 6-seconds later the ATS sends a start signal to the generator units. The generators take 9-seconds to spin up and the first generator closes onto the emergency bus (total of 15-seconds). Then the ATS Units transfer onto the emergency bus according to the Transfer to Emergency relay settings. (Note, vendor pointed out that Code requires that emergency life support systems must be back on-line within 10-seconds of loss of power – the PITC acknowledged the Code requirement (NEC Section 700.12 and NFPA 110 Section 4.1) and informed the vendor that any additional information requested concerning the generator timing sequence should be formally requested through CO.)

1. What is the total load being on the generators? – The PITC reported current load supported by the generators is 1,200kW.

1. Why is the study being performed? – The PITC briefed the contractors on the two generator failure events in March and September 2017. PITC expanded that the March failure was partially due to incorrect setting on the existing ATS Units causing 1,000kW load to jump onto a 700kW generator causing it to trip off line. PITC expanded that the September failure was partially due to the engines being starved of fuel causing the generator to shut down. PITC concluded that the Reliability Study is intended to determine if additional problems exist beyond what has/have been identified from the two outage events.

1. How old is the existing system and underground fuel tank? – The PITC reported that Generator No. 1, 2 and 3 (and associated old day tanks) were installed in 1989. Generator No. 4 (and associated old day tank) was installed in 1996 along with the emergency power distribution system (step up and step-down transformers, building switchgear and ATS Units). The underground 10,000 Gallon Diesel Fuel Tanks and associated metering system was installed in 2008. The Diesel Building Emergency Switchgear and ATS No. 12 along with the generator control system (GE FANUC Programmable Logic Controller, Dief generator controllers, Bassler engine controllers) were installed in 2010.

1. What is the engine start wiring between the ATS Units and the Generators? – The PITC reported that the original design was all copper. Wiring was changed to fiber (with converters) in 2010. Then wiring was changed back to copper in 2016 due to fiber cable failure.

1. How often are the generators load bank tested? – The PITC stated that the generators are load bank tested once a year per the existing maintenance contract with the last test event on March 10, 2017.

1. What is the Government looking for in the Study Report? – The PITC stated all the requirements can be found in the bid package. The PITC added that the technical portion of the bid package was completed by the PITC and (is believed) to clearly address the work requested. The PITC concluded that was all that can be said at this time and if you require additional clarification on the requirements, submit your request to the CO in writing and the PITC will address further.

1. How does the generator power get up to the main building ATS Units? – The PITC walked the wiring path up to the main building with the vendor.

1. What are the electrical characteristics for the system transformer units? – The PITC escorted the vendors to the two transformer units and allowed nameplate data pictures to be taken.

1. How much diesel fuel is currently in the government owned underground diesel fuel storage tank? – The PITC printed out the fuel level on the Veeder Root TLS-300C System and provided it to the vendor (approximately 5,000 gallons).
