Wanda Y. Edwards Contracting Officer
Continuation of SF30, Bock 14:
A. Response to Questions Received via Email:
1. If our company is awarded a contract on this solicitation, does this preclude in anyway being able to be awarded a follow on “implementation” contract on the findings. Response: At this time the government does not anticipate the need for a new contract to address (repair/replace) the findings of this study. It is anticipated that the current maintenance contract will address the issues. In the unlikely event a contract is solicited to address findings based upon this study the awarded contractor (conducting the reliability study) will be precluded from participation.
2. Will all preventive maintenance, repair, upgrade, and load testing service reports be available with breakdown of all parts used? Response: Yes, to the extent possible.
3. Are all (4) generators in parallel and what is syncing mechanism? (i.e. do all 4 generators start simultaneously and sync or do gens start individually before accepting load). Response: All four generators start with the “Call to Start” from any of the 13 Automatic Transfer Switch Units. The first generator will close onto the emergency bus and accept the critical load. The remaining three generators will synchronize to the emergency bus and close one at a time to support the critical loads. All four generators will remain on line until the normal power source is restored and stabilized for 30 minutes. After 30 minutes, the critical load will transfer back to the normal source and the generator engines will cool down for 5 minutes before shutting down.
4. Do generators have any load shedding and sharing capabilities? Response: Yes, both features are available. Load shedding is not used/activated at this time.
5. Will service reports to any repairs and/or upgrades to day tanks and piping be available? Response: Aside from the minor corrective actions (hose, motor and site glass replacement) no work has been completed. Units operated properly without issue. Units were in the process of being replaced due to age (Generator No. 1, 2 and 3 were installed in 1989 and Generator No. 4 was installed in 1995).
6. Veeder-Root TLS-300C had autodial failure alarm present during walk thru. Will this be addressed before system reliability study? Response: No, but it will be resolved when the underground diesel fuel tank is cleaned in accordance with the Reliability Study.
7. Is there service report or any written reports from generator failure during 2017 spring building shutdown? Response: Yes and they will be available for review after award.
8. What corrective actions have been taken on any of the (4) generators and/or (4) day tanks since generator failure during 2017 spring shutdown? Response: After the March 2017 failure, the “Transfer to Emergency” Timer was adjusted on all the Automatic Transfer Switch Units to stagger the critical load onto the emergency bus. Also, load bank testing was performed on the generators. After the September 2017 failure, temporary rental generators were installed to perform the Reliability Study.
9. How much fuel is currently in 10,000 gallon underground tank? Response: Approximately 5,500 gallons.
10. During reliability study can generators be run? Response: Yes
a. If yes, can they be run during normal business hours? Response: Yes, as long as it does not conflict with Philadelphia EPA requirements.
b. Will they need to be ran with load or will a no load run suffice? Response: Yes, the generators will be loaded using a load bank for initial testing.
11. Does the subject VA facility classify as a Level 1, 2, or 3 per NFPA 110? Response: Unaware of a Level 3 for Emergency Power Supply Systems (EPSS). By definition Level 1 systems shall be installed where failure of the equipment to perform could result in loss of human life or serious injuries and Level 2 systems shall be installed where failure of the EPSS to perform is less critical to human life and safety. The Reliability Study is for a Level 1 System since the main building life safety loads are connected to the generators.
12. Is system design documentation available for the Emergency Power System Supply (EPSS)? Response: Yes and they will be available for review after award.
13. Is system design documentation available on the PLC interface with the EPSS? Response: Yes and they will be available for review after award.
B. Response to Questions Received During the Site Visit:
1. How does the system work? Response: The PITC explained the system operation. (Upon loss of utility power to the ATS Units, a start signal is initiated by the ATS to the generator system. All four generators start and close onto the emergency bus to support the load demand whether it is 1 kW load or 1,200kW load – all four generators close onto the bus and support the load.)
1. What is the total load is on the generators? Response: The PITC reported current load supported by the generators is 1,200kW.
1. Why is the study being performed? Response: The PITC briefed the contractors on the two generator failure events in March and September 2017. PITC expanded that the March failure was partially due to incorrect setting on the existing ATS Units causing 1,000kW load to jump onto a 700kW generator causing it to trip off line. PITC expanded that the September failure was partially due to the engines being starved of fuel causing the generator to shut down. PITC concluded that the Reliability Study is intended to determine if additional problems exist beyond what has/have been identified from the two outage events.
1. Has the ATS Units Transfer to Emergency relay timers been adjusted to eliminate the 1,000kW load jumping onto a 700kW generator? Response: The PITC reported that the timers were adjusted.
1. Why is there so many (8) generator day tanks in the room? Response: The PITC reported that the new units were installed just prior to the first outage in March 2017. After the outage, the PITC requested that the current maintenance contractor leave the old day tanks onsite to verify the fueling system was not the cause. The old units have remained onsite to possible assist in determining fuel system concerns.
1. How old is the existing system and underground fuel tank? Response: The PITC reported that Generator No. 1, 2 and 3 (and associated old day tanks) were installed in 1989. Generator No. 4 (and associated old day tank) was installed in 1996 along with the emergency power distribution system (step up and step down transformers, building switchgear and ATS Units). The underground 10,000 Gallon Diesel Fuel Tanks and associated metering system was installed in 2008. The Diesel Building Emergency Switchgear and ATS No. 12 along with the generator control system (GE FANUC Programmable Logic Controller, Dief generator controllers, Bassler engine controllers) were installed in 2010.
1. What is the engine start wiring between the ATS Units and the Generators? Response: The PITC reported that the original design was all copper. Wiring was changed to fiber (with converters) in 2010. Then wiring was changed back to copper in 2016 due to fiber cable failure.
1. How often are the generators load bank tested? Response: The PITC stated that the generators are load bank tested once a year per the existing maintenance contract.
1. What is the Government looking for in the Study Report? Response: The PITC stated all the requirements can be found in the solicitation package. The PITC added that the technical portion of the package was completed by the PITC and (is believed) to clearly address the work requested. The PITC concluded that was all that can be said at this time.
1. Can photographs of the existing generators be taken? Response: The PITC allowed the vendors to take photographs of equipment but not wiring diagram information at this time.
1. How does the generator power get up to the main building ATS Units? Response: The PITC walked the wiring path up to the main building with the vendor.
