About this file

This is a Product Description document for a federal contract opportunity issued by the Department of Veterans Affairs (VA) Strategic Acquisition Center for the procurement of autonomous floor scrubbers as non-expendable equipment.

The VA seeks vendors to supply Tennant X4 ROVR small autonomous floor scrubbers or equal products that meet specified salient characteristics. The contract includes three contract line items: CLIN 0001 for the scrubber unit itself, CLIN 0002 for a 60-month Gold Service Plan (including planned maintenance, breakdown repair with labor and travel, virtual technician support, and next-day onsite response), and CLIN 0003 for a 60-month Silver Service Plan (including planned maintenance, breakdown repair excluding labor and travel, and virtual technician support). The period of performance is 12 months base with four optional 12-month extension periods. Delivery will be made to VA medical centers and facilities in the Continental United States (CONUS) and/or outside the Continental United States (OCONUS), with specific delivery requirements specified in individual orders. Offerors proposing equal products must provide detailed descriptions addressing salient characteristics, brand names, make/model numbers, and descriptive literature demonstrating compliance with requirements.

The procurement specifies 11 mandatory salient characteristics including a 20-inch cleaning path, 10-gallon minimum solution tank capacity, 2.5-hour battery runtime with 90% fast-charging capability within 2.2 hours, 63-inch maximum aisle turn width, 54-inch maximum length and 30-inch maximum width, programmable autonomous navigation, CSA/ANSI C22.2 No. 336-17 certification, autonomous operation without VA network access, one-year minimum warranty, online operator training, and extended maintenance and repair plan options. Government evaluation will also assess technical performance across Safety, Design, Performance, and Quality/Construction categories, including collision avoidance capabilities, emergency stop mechanisms, small footprint design, touchscreen controls, autonomous cleaning capability in complex areas, real-time analytics and cybersecurity protocols, and maintenance accessibility.

PRODUCT DESCRIPTION

For

NON-EXPENDABLE EQUIPMENT:

Autonomous Floor Scrubber

Prepared By:

Strategic Acquisition Center

Department of Veterans Affairs 10300 Spotsylvania Avenue, Suite 400

Fredericksburg, VA 22408

1. SCOPE OF WORK:

The Veterans Health Administration (VHA) Non-Expendable Equipment National Program has identified autonomous floor scrubbers as a candidate for a VA-wide (otherwise referred to as “national”) single Requirements contract award.

Autonomous floor scrubbers are machines that dispense cleaning solutions, scrub the floor surface to clean off dirt, and remove the cleaning solution and dirt. Floor scrubbers have a scrubbing head, a flat rubber-edged blade (squeegee), a cleaning solution dispensing tank, and a collection tank. These machines can be walk-behind, ride-on, or robotic. They can be used to clean indoor or outdoor surfaces.

The autonomous floor scrubber is a robotic machine that provides exceptional cleaning performance with innovative technology that adapts to various hard floor environments.

These systems are designed to allow cleaning with minimal disruption to staff and visitors. Autonomous floor scrubbers offer a hands-off approach to floor cleaning with minimal human intervention that quickly and easily integrates with existing floor protocols and can start a cleaning route within minutes. They can clean large numbers of sq ft. per solution tank. The unmanned floor scrubbers are equipped with advanced sensors and 3D cameras, as well as regular cameras. These sensors work together to create a detailed understanding of the environment, including people detection, intelligent navigation, and robust localization. They can come with multiple charging options for the lithium-ion batteries allow cleaning when you need it. Autonomous floor scrubbers can help maintain consistent cleaning standards and reduce the risk of slips and falls, while optimizing resources and saving staff valuable time.

The Contractor must demonstrate the ability to meet all requirements for the solicitation.

The objective is to provide autonomous floor scrubbers to be used by staff throughout the VA medical centers and facilities. The period of performance is for a base of 12-months with four 12-month option periods. Vendors will be required to deliver autonomous floor scrubbers to VHA facilities located in the Continental United States (CONUS) and/or Outside of the Continental United States (OCONUS). Delivery requirements shall be specified under each individual order.

2. REQUIREMENT

This requirement will utilize brand name or equal purchase descriptions which requires offerors to indicate that each product being offered as an “equal” product to Tennant® Autonomous Floor Scrubbers meets the firm requirements of the identified salient characteristics. For each equal product, the offeror must include a description reflecting the salient characteristics (SC) and level of quality that will satisfy the salient physical, functional, or performance characteristics of the equal product(s) specified in the solicitation. The offeror must also clearly identify the item by brand name (if any) and make/model number. Finally, the offeror must include descriptive literature, such as illustrations, drawings, or a clear reference to previously furnished descriptive data or information available to the Contracting Officer and clearly describe any modifications it plans to make to a product to make it conform to the solicitation requirements.
