DESCRIPTION

Industry Day On-Site Conference: Veterans Health Administration; Diabetic Therapeutic Shoes

The Department of Veterans Affairs (VA) announces a Diabetic Therapeutic Shoe Industry Day Conference to acquire information from Contractors with capability and expertise in providing for the production and/or supply of therapeutic shoes for diabetic Veteran patients.

The requirement is for Pricing, Data Analysis, and Coding Contractor (PDAC) approved therapeutic footwear medical/surgical supplies for nationwide usage. PDAC is a Medicare contractor responsible for assigning and providing guidance on proper use of Healthcare Common Procedure Coding System (HCPCS) codes. Certain products require Code Verification Review (CVR) in order to be reimbursed by Medicare and most other payers.

This Therapeutic Shoes Industry Day will be held from April 7 – 9, 2026, at the VHA SimLEARN National Simulation Center, 13800 Veterans Way, Orlando, FL 32827.

If your company would like to participate in the Diabetic Therapeutic Shoe Industry Day, please complete the attached Industry Day Request Form included at the end of this notice and email to Anna Norcross at anna.norcross@va.gov.

The objective of the event is to conduct market research and acquire industry information for a potential future solicitation. Any detailed requirements and instructions will be provided through a formal solicitation.

This Industry Day will focus on the capability, capacity, and viability of private industry to provide therapeutic shoes in a variety of modern styles to include casual and athletic footwear in multiple color options that meet these minimum requirements:

1. Has a full length, heel-to-toe filler that when removed provides a minimum of 3/16 inches of additional depth used to accommodate custom-molded or customized inserts.

2. Is made from leather or other suitable material of equal quality (indicate what other materials and what percentage of each, if applicable).

3. Has some form of shoe closure (no slip-on).

4. Is available in full and half sizes with a minimum of three widths so that the sole is graded to the size and width of the upper portions of the shoe according to the American Standard Last Sizing Schedule or its equivalent. The American Last Sizing Schedule is the numerical sizing standard used for shoes in the United States (reference #5 and Attachment 1 – Sizing Requirements).

5. Vendor will have replacement inserts available for purchase for each available shoe brand/model. Inserts must meet the requirements set forth by the Centers for Medicare & Medicaid Services (CMS) for A5510/A5512 and devices that are appropriately sized and shaped to allow for simple exchange of inserts with the ones provided as standard with the shoes without trimming or reshaping

The Government will open this Industry Day with a 20-30 minute presentation with general and overall needs followed by an open question and answer forum by all participants.

After the open forum, there will be a break followed by one-on-one presentations which will commence with the vendor providing a 20-30 minute presentation followed by a 20-30 minute Question and Answer session. The one-on-one is voluntary and is not required to attend this Industry Day event.

For the one-on-one meeting, the vendor should bring one lace-up and one Velcro-closure pair of shoes for each of their top three selling models for review.

Vendors should be prepared to answer the questions in Attachment 2 – Industry Questionnaire. If you so choose, you may submit answers to these questions with your Registration Form or bring them to the Industry Day event.

Additional details as to how the Diabetic Therapeutic Shoe Industry Day will take place will be sent via email to those interested in participating.

To attend the Diabetic Therapeutic Shoe Industry Day, please fill out the registration form and return no later than March 15, 2026, by 3:00 p.m. EST.
