Request for Information (RFI) The Department of Veterans Affairs (VA) is issuing this RFI in accordance with FAR 15.201(e). The agency does not intend to award a contract but rather gather information on capability, delivery and other market information pertinent for acquisition planning. The result of this market research will contribute to determining the method of procurement and identify parties having an interest in and the resources to support this requirement.
BACKGROUND
The Personnel Vetting and Credential Management (PVCM) contributes to a safe and secure environment for VA by ensuring trust in our VA workforce – appointees, employees, contractors, and affiliates through implementation, oversight, and compliance of Personnel Vetting and Trusted Workforce efforts, central coordination, and oversight of VA’s personnel investigations, enforcing VA compliance with Federal statutes, regulations, and policies. PVCM’s activities directly support VA’s top priorities. PVCM processes require modern transformational reform in line with today’s complex missions, societal norms, threat landscape, changing workforce, and evolving technology.
The Personnel Vetting and Credential Management (PVCM) Program within the Office and Operations, Security and Preparedness (OSP) consists of the Personnel Vetting Program (PVP), and the HSPD-12 PIV Credential Management Program. PVCM supports and establishes the Department-wide personnel security and suitability program policy, implementation, compliance, oversight, and training to ensure sound vetting practices are in place to support the safety and security of our Nation’s Veterans, visitors, employees, and facilities. The PVCM Program establishes and enforces VA compliance with personnel security and suitability policies and ensures consistency and alignment with the implementation of Trusted Workforce 2.0.
PVP supports VA’s human resource and security specialists with numerous PVP elements including policy, training, and program oversight, which instill confidence in the vetting steps in the hiring process. The PVP is implementing the National Training Standards for National Security and Suitability Adjudicators to track and deliver training for the PVP workforce nationwide. In addition, the PVP is in alignment and maintains consistency throughout the department according to the Federal Investigative Standards for tiered background investigations. The PVP has proactively pursued communications with the field through monthly PVP calls and various other communications methods. The PVP continues to transform itself to provide the best possible service for our Nation’s Veterans, their families and VA employees.
An objective of this contract is to obtain the technical and non-technical support required for VA’s PVP to fulfill its responsibilities for providing policies, processes, requirements identification, technical support, and compliance oversight for VA’s PVP. Additionally, this contract will need to assist with health and performance metrics of the programmatic requirements tracked within the system of record for background investigations, VA’s Centralized Adjudication Background Investigation System, VA-CABS. This is a particularly innovative time as Federal efforts have ramped up significantly to bring efficiencies and automation to Federal background investigation processes and policies. The efforts to modernize Federal vetting practices are known as Trusted Workforce 2.0, and VA must keep pace with the Federal efforts in implementing the new polices and processes across the large VA workforce.
The PVP policy, program management, oversight, governance, and technical support services being sought through this task order ensure that PVCM can maintain the level of support services required to address the VA’s strategic priorities and implement, track, and oversee the agency’s Trusted Workforce initiatives.
