About this file
This document contains questions and answers related to a solicitation for a Dental Patient Satisfaction Survey Project for the Department of Veterans Affairs. The solicitation seeks proposals for conducting an annual survey of Veterans' satisfaction with dental care received at VA medical facilities. Contractors are asked to provide pricing for both mail and online survey administration options and to develop a secure web-based reporting site updated in real time. Translation to Spanish is required for samples in Puerto Rico. Surveys will target 48,000 to 60,000 Veterans annually over a minimum three-week data collection period. The incumbent contractor achieved a 30% response rate for mailed surveys. Pricing should not exceed simplified acquisition thresholds.

36C10G23Q0105 DPSS Q&A
1. Would the government like contractors to provide a price for both sampling options, or to pick which one we feel is best?
A- Yes, please provide prices for both sampling options.
2. Will the data analysis and results reporting website need to be updated, or simply maintained?
If updated, how frequently?
A- The contractor shall provide a secure web-based reporting site updated real time.
3. For the online survey, does VA have an anticipated number of Veterans with email addresses or the expected number of web completes to be expected?
A- Not at this time.
4. Does VA have a preferred process for handling duplicate responses, or is this up to the contractor?
A- This is the responsibility of the contractor.
5. Will the government confirm that no opportunity-specific small business subcontracting plan is required?
A- Subcontracting possibilities do not presently exist for the procurement.
6. For the 1000 civilians that will serve as the benchmark, what demographic characteristics should we match to the VA sample other than age and gender?
A- A custom external referent benchmark was created by the current contractor for the DPSS.
7. Please clarify who receives the paper mailings:
a. All members of the sample
b. Only members of the sample without email addresses? If only members without email addresses, what percentage of the sample does not have an email address?
A- Currently, only paper mailings are being sent to all Veterans in the sample. An online option will need to be developed.
8. Please clarify who receives the Spanish outreach?
a. All members of the sample
b. Only veterans from Puerto Rico
c. Some other combination
A- Per the PWS, translation into Spanish is used for samples in the territory of Puerto Rico.
9. What percentage of Veterans would need Spanish translated materials?
A- Per the PWS, translation into Spanish is used for samples in the territory of Puerto Rico.
10. If a Veteran is identified as needing Spanish translated materials, would the contractor also send the materials in English?
A- No.
11. Please confirm the fielding period for each month’s data collection. 3 weeks is indicated, but mailed surveys may not be returned within this time range.
A- As part of the web-based reporting tool. Data collection remains open for at a minimum of three weeks, unless otherwise coordinated and approved by the COR.
12. What was the response rate for online and mailed surveys previously?
A- The survey has never been offered online before. The response rate for mailed surveys has been approximately 30%.
13. Please confirm that the resulting contract for this project will be a GSA contract. If so, our understanding is that we cannot add anything additional to our GSA rates. Consequently, do you want contractors to pay the 3% SLA fee from their existing GSA rates?
A- This will not be a GSA contract. SAC is a fee for service agency and will collect the fee as stated.
14. Is there an incumbent for this project?
A- Yes, this is a follow-on to a current award.
15. What is the VA’s expected budget for this project?
A- The budget is not expected to exceed the Simplified Acquisition Procedures amount for

A- The anticipated number of surveys is shown in the RFQ.
17. Can you provide a sample of the 10 Page Booklet that is currently being referenced in this section (Details of Process and Deliverables).
A- A sample of the booklet is not available.
18. I noted a reference to Attachment A (proving a breakdown of dentist FTE at each parent facility). I do not see the attachment. A document to understand the breakdown of Sites and # of Dental FTE’s would be important to provide comprehensive pricing.
A- Attachment A has been included with this amendment.
19. Can you specify the number of required surveys?
