About this file

This is a Special Notice for a sole source maintenance service contract from the Department of Veterans Affairs, Network Contracting Office 10, at the John D. Dingell VA Medical Center in Detroit, Michigan. The notice announces the Government's intent to award a firm fixed price contract to AmeriWater LLC for maintenance services on Original Equipment Manufacturer (OEM) reverse osmosis (RO) systems, HeatSan equipment, and Acid Distribution Loops.

The contract will have a two-year period of performance from May 1, 2026, to April 30, 2028, consisting of a base year plus one optional one-year renewal. The contractor must provide all parts, labor, and materials for scheduled preventive maintenance, emergency repair services, and performance verification. The contractor shall assign one fully qualified Field Service Representative as primary technician and one as backup, with each requiring completion of formalized OEM training and a minimum of one year of experience on the same make and model equipment. The contract requires 24/7 remote diagnostic capability via telephone, response within one hour to emergency calls with same-day or next-day arrival, completion of scheduled maintenance within one working day, and placement of equipment and supplies on-site within eight hours of emergency service requests or at the start of scheduled service calls. Emergency repair services are limited to 16 hours charged as needed, and all replacement parts must be new with 60-day warranties. The Government invokes FAR Section 6.302-1 (sole source justification) based on AmeriWater's proprietary rights to the instruments and software and the requirement for OEM-certified technicians. The business size standard threshold is $25 million. Responses to compete for this requirement must demonstrate clear and convincing evidence that competition would be advantageous and must be submitted by email to Angelo Vivio at Angelo.Vivio@va.gov no later than 4:00 pm EST on May 11, 2026.
