QUESTION #RFP Section/Paragraph no.QUESTIONSGOVERNMENT RESPONSE
1SF 1449 Block 10The solicitation is listed as a unrestricted solicitation, but is there any preference for the Government if we submit direct vs through our SDVOSB distributors or both? This is a vendor's choice but the requirement is still unrestricted.
2Volume II - Past PerformanceCan you clarify in the past performance does this have to relate only to mobile patient lifts or can we use references for our other medical products to show our capability to handle a project of this magnitude? The solicitation states "The contracts must be relevant, defined as product(s) which, when considered are similar in size (volume), scope and/or complexity (national) when compared to the anticipated requirements of this procurement." The Government is leaving the interpretation of this statement to the responders.
3Volume III - PriceWill there be an initial large purchase / first time buy per specific models? If so, estimated qty’s?Orders will be placed by the individual contracting offices throughout the VA. It is possible that one office will place a large purchase immediately, however it is not anticipated that this office will place one specific large purchase.
4Volume III - PriceCan a forecast be provided to estimate qty by specific model per week/month?That information is not available. Page 45 of the solicitation provides the historical data for Patient Lifts.
5Volume III - PriceWhat is the maximum number by specific model that would be ordered per week? That information is not available.
63.6 Delivery Para 3.6.2Is there any lenience with the 5 day delivery lead time if there is a larger than normal order? No. Five days is what is stated in the solicitation. Adverse circumstances can be discussed with the ordering office.
73.6 Delivery Para 3.6.2Will the customers pay for expedited shipping if requested?Expedited shipping will be negotiated and paid for by the ordering facility as part of the overall cost of the purchase.
83.6 Delivery, 3.6.2Is there flexibility to modify delivery times? We are based in Iowa, and would not be able to deliver to non-continuous states or territories within 24-hoursNo. 24 hours is what is stated in the solicitation. Adverse circumstances can be discussed with the ordering office.
93.6.1 Delivery, page 16Delivery to veteran’s residence requires lift-gate delivery. Who will unload, set-up, assemble for veteran? Why would these lifts not be delivered to the local service provider?Delivery will be as required in the solicitation.
103.9 Medical Surgical Prime Vendor Program (MSPV) Consumables Program, page 17MSPV items are typically items delivered to VA hospitals, lifts are delivered to service provider. Is there a benefit to VA by utilizing prime vendors where service provider is already involved?Delivery will be as required in the solicitation.
11E.6 Proposal Submission InstructionsIs the Government open to receiving multiple offers from vendors to provide two different lift options that both meet the MTRs?Yes
12E.7 Evaluation Procedures and ApproachDoes the Government intend to award a single award from this solicitation or multiple awards? The Government may make multiple awards (per device type) resulting from this solicitation. However, the Government reserves the right to establish as many or as few awards as determined appropriate based on the result of this competition.
13Patient Lifts Electric Minimum Technical Requirements (MTRs) page 8, line item 0002There is a requirement for a rechargeable battery and a back-up battery. Is there a requirement for the lift to be operable during the battery charging process?Yes. One battery is in the charger while the other one is in use. The lift must always be operable.
14Patient Lifts Hydraulic & Electric Minimum Technical Requirements (MTRs) page 9, second and fifth bullets"Mechanism for lowering lift in case of emergencies" is listed twice. Is there a requirement for one of those emergency lowering mechanism to be non-electric?Yes - there is a requirement that one of the emergency lowering mechanism be non-electric (in case of catastrophic power loss or power outage.) The duplicate statement for the "Mechanism for lowering lift in case of emergencies" is hereby removed from the electric section.
15Patient Lifts Hydraulic & Electric Minimum Technical Requirements (MTRs) page 9, line item 0003Is there a clinical rationale for divided leg slings being “required in at least two fabrics” while full-body slings, which are often left under the patient post-transfer show “two types of material if available.”Yes there a clinical rationale. Divided leg slings are used for hygiene. Having a solid (general polyester) and a mesh sling is ideal. A full-body sling in both solid and mesh for hygiene would be of benefit, but is not mandatory
16B.2 Product Description, 1.0 IntroductionDo we have to be able to bid on all items? We do not provide hydraulic lifts, only electronic lifts.A contractor does not have to bid on both lifts identified in this solicitation, you can provide a proposal either the Electric or the Hydraulic Lift and the accompanying sling that is appropriate for the lift proposed.
17Is this opportunity an all-or-nothing award, or will you accept partial bids?A contractor does not have to bid on both lifts identified in this solicitation, you can provide a proposal either the Electric or the Hydraulic Lift and the accompanying sling that is appropriate for the lift proposed.
18Is drop shipping acceptable for delivery? I want to ensure this opportunity doesn’t require in-home setup, etc. There will be no drop shipments to the Veterans home. There is no requirement for in home set-up.
19Beta.sam states the Due date is 5/3 but the 1449 states 5/17. Which Due Date is correct? There was an issue with the posting to beta.sam. The proposal due date is May 17, 2021 as stated in the solicitation.
20In reading the SOW, it appears this contract is delivery and installation only. Who is responsible for Service and Preventative Maintenance? The VA is responsible for lift repair/replacement per VA policy.
21What are the quantities for the base year? That information is not available. Page 45 of the solicitation provides the historical data for Patient Lifts.
22Section 4.0, page 11, Sling warranty 0007BThe RFP requires a one year warranty for the slings which is outside industry standards. Please validate this is correct.Warranties vary across the industry from 6 months to limited lifetime. 6 months is the minimum standard and One year is fair. The current sling warranties range from 1 year to 3 years so for this requirement the sling warranty is 1 year.
23Attachment 9 0010AE, 0010AK, and 0010AFPricing for Puerto Rico, Hawaii, and Alaska are included in clins attached to the Continental United States. This would require the freight for those clins to be significantly higher when shipping to the Continental United States. Is it possible to create separate pricing clins for PR, HI, and AK?Please refer to Attachment 9 Pricing Schedule Template, Item 0010 which is Standard Delivery. The Government has anticipated that shipping prices will vary and has asked respondents to propose pricing for shipping to the different regions as identified int the pricing spreadsheet.
25Section E.6, page 42, paragraph 3C. Content Requirements states "All five volumes …" however, the table for Volume, Title, and Page Limitations does not include a Volume 5. What is Volume 5?Volume V Socioeconomic Consideration has been added to the solicitation
24Section C.8, page 26How will VAAR 852.215-70 be assessed?Factor 4, Socioeconomic Consideration has been added to the solicitation to show how VAAR 852.215-70 will be assessed.
26Section E.8, page 51, first full block in tableStates: "(Other slings) Please indicate full range of sizes. Provide literature & list other slings that are compatible with …" however, attachment 9 (all tabs) does not provide a location to add these slings. Where would you like them included on attachment 9?Please provide pricing for the slings that are identified on Attachment 9 Pricing Schedule. For the other slings stated in the MTR, please provide product literature/brochures but no pricing.
27Section 3.6.2 DeliveryThe RFP requires five (5) day delivery upon receiving a delivery order. This is not a concern; however, due to the current situation with a shortage of shipping containers and delays in ports to receive goods from TAA compliant countries, would it be possible to request a stock in period of 120 days (after award and prior to receiving the first delivery order) to account for these delays and allow companies to achieve the five (5) day delivery within the Continental United State? As of right now, there is no contemplation of a 120 day stock in period.
