About this file
This document is a Virtual Pre-Bid Conference presentation for a Request for Lease Proposal (RLP) issued by the U.S. Department of Veterans Affairs for an Outpatient Clinic facility in Prince George's County, Maryland.
The VA is soliciting lease proposals for a new Community-Based Outpatient Clinic (CBOC) requiring 66,198 to 79,337 assignable square feet of space within a delineated area bounded by Route 214 (north), Route 373 (south), Route 301 (east), and Route 210/Maryland-Washington DC boundary (west). The facility must accommodate both 15-year and 20-year lease term options and provide up to 400 parking spaces (or lesser amount per local code). The lease is fully serviced and inclusive of janitorial services. The TI allowance is $29,891,000, with performance-based payments available based on construction milestones. The estimated unserviced rental rate threshold is $66.93 per NUSF (or $69.91 escalated), equating to an annual unserviced cost ceiling of approximately $4,627,724.38. Operating costs must be reasonable, estimated in the mid to high teens per square foot. Questions are due by June 25, 2026, at 5:00 PM ET, and initial offers are due August 7, 2026, at 5:00 PM ET. Award will be based on best value evaluation considering location, technical quality, delivery schedule, offeror qualifications, operations/maintenance plan, socio-economic status, and price. The facility has been designated Facility Security Level II. Offerors must submit Phase I Environmental Site Assessments and Cultural Resources Studies with initial proposals, along with evidence of ownership/site control and comprehensive design and construction documentation.

RLP Changes Overview
1. Reduction in square footage – now soliciting within a range of 66,198 to 79,337 ABOA SF. No restriction on number of floors offered.
2. Reduction in parking requirement – now seeking the lesser of local code or 400 parking spaces.
3. HVAC requirements have been revised to more traditional GSA model with costs allocated in both building shell and tenant improvements.
4. Revisions to the LDN reflecting general commercial standards.
5. Progress payments for tenant improvement costs.

3.2 PACT Guiding Principles - Alternate designs are acceptable for improved efficiency in leased facilities so long as the proposed design supports the two primary guiding principles of PACT; bring the care to the patient and support collaborative team-based care.
3.3 CBOC Prototype - These modules, prototypes and guides can be used for the planning of leased CBOCs; however, it is acceptable and desirable for innovative and efficient design solutions to be proposed when there are space limitations or maximum thresholds.
HVAC requirements have been removed as this facility will not have any VA specific temperature, humidity, pressure or air change requirements. ASHRAE 170 will be the standard.
