About this file

This is a Questions and Answers document for Phase One of a Design-Build contract solicitation (36C10F26R0037) for perimeter security upgrades at the VA Medical Center in Martinsburg, West Virginia.

The document addresses 16 offeror inquiries regarding proposal submission requirements, evaluation criteria, and project specifications. Key clarifications include: the Phase One proposal due date is August 4, 2026 at 1 p.m. Eastern (corrected from July 31); the past performance factor page limit is 30 pages with PPQs or CPARS not counting toward this limit; key personnel resumes may use formats other than the provided attachment if all required information is included; and CPARS reports are acceptable in lieu of Past Performance Questionnaires. The government provided detailed existing security infrastructure specifications, including Ameristar Montage II perimeter fencing (8 feet high), maglock-secured pedestrian gates with card readers and AiPhone connectivity, Lenel software for card reader operations, and vehicle gates operated by card readers and weight sensors. Additional clarifications specify that two qualified personnel may fill the superintendent, quality control manager, and safety/security officer roles; formal commitment letters from subcontractors are not required but are heavily preferred; cost-loaded schedules will be required post-award; proof of bonding ability is not required for Phase One but bid bonds will be required for Phase Two; and Volumes I and II may be submitted separately or together. Amendment 0001 was issued to correct tabbing errors, update page count requirements, and revise submission date and structural issues in the original solicitation documents.

1. Can you please confirm the bid due date for Phase I? Block 13a of the SF1442 shows a date of 08/04/2026; however, block 10 of the SF1442 states "Phase One Proposal Due Date: 1pm Eastern on July 31, 2026."

0. Government Response: The due date should read 8/4/2026. Amendment 0001 will correct.

1. Volume II - Factor 2 - Past Performance: Page 14 of 99 states, "2.5.2 Offerors are limited to 20 pages total for this factor. Any pages submitted beyond this limit will be removed and will not be read or given any consideration."

If submitting more than 2 (but not to exceed 5 projects) relevant projects, it will be difficult to stay within the 20-page limitation as each Attachment 2 - PPQ is 7 pages. Can you please reconsider the page count for Factor 2?

· Government Response: Page count updated to 30, however, PPQs (or CPARS) will not count towards the page limitation.

1. Volume II - Factor 3 – Key Personnel: As long as all information from Attachment 1 is clearly demonstrated and it doesn't exceed 1 page per key role, are we permitted to use a resume format other than the provided Attachment 1?

2. Government Response: Amendment 0001 updated to using other than Attachment 1, provided the Offeror includes the required information.

1. I wanted to inquire whether information is available regarding the site’s existing Security Posture? Specifically, any documentations or details related to the current perimeter fence, entry gates, lift arms, access control and Security Architecture would be available? With an understanding of the existing conditions it will help in ensuring the proposed design of the new perimeter fence and aforementioned components align with the current Security infrastructure and support a seamless integration while minimizing potential risk.

If there are any available documentation on the Existing System(s), drawings, and/or operation requirements that could be provided to review that would be greatly appreciated.

3. Government Response: Below are the fence details that run along the roadway and front of the facility. The rear of the facility is chain link and then the right, ATF side is a different fencing.

The two pedestrian gates are secured by a maglock (recommend replacement) and a card reader (can be reused) and are also connected to an AiPhone (audio and video). The Aiphone phones are connected to the guard shack, room 108 and the front desk which provide audio, video and door releases. Both gates have entry and exit readers. The left pedestrian is ADA compliant with sensors and opens automatically after badge reader scanned. The right pedestrian gate has an emergency release button.

3. The software used for the card readers is Lenel.

3. Currently they are no lift arms. The vehicle entry gate is operated by a card reader and connects to an AiPhone with gate release. The vehicle exit gate is on a weight sensor release.

1. C.2 b) Volume II (Phase I Technical - Requirements) indexes Factors 1, 2, and 3 under Tabs E, F and G, respectively. D. Submission Requirements and Evaluation Criteria indexes Factors 1, 2, and 3 under Tabs H, I and J, respectively. Please clarify tab indexing for Volume II.

4. Government Response: Amendment 0001 corrects tabbing typo.

1. Will the government accept CPARS in lieu of PPQs?

5. Government Response: Yes, CPARS will be accepted in lieu of PPQs. Amendment 0001 updates this in 2.1.

1. Is there a particular Schedule program that is preferred for either Phase1 submission or for actual construction?

6. Government Response: No

1. Will a cost loaded schedule be required after award?

7. Government Response: Yes

1. Will proof of ability to bond be required with Phase 1 submission?

8. Government Response: No, however, a bid bond will be required for those included in Phase 2.

1. Please clarify submission dates and times, the body of the SF1413 states phase 1 is due 7/31/2026 @ 1pm, but box 13 says that bids are due at 1pm on 8/4.

9. Government Response: Correct date should be 8/4, but will extend the hour due.

1. Please clarify tab and structure of Volume II Tab E is listed as Factor 1 Organization/Technical Approach and Schedule and so is Tab H

· Government Response: Tab structure updated/corrected.

1. Request confirmation for 20% of all work to be done by contractor- the FAR included states 25% due to Special trade construction. Is it 852.219-75 thats included in the solicitation or 52.236-1 thats referenced in the instructions to bidders?

11. Government Response: 1.3.2 removed. However, 852.219-75 will apply to the awarded contract.

1. Request the attachments be uploaded to SAM separately in a more usable format- the attachments are separated and broken up over several pages oddly.

12. Government Response: Attachments 1, 2, and 3 are broken out separately in SAM via Amendment 0001.

1. For the onsite personnel does it have to be triple hatted, or can 2 people fill the roles of Superintendent, QCM and SSHO if qualified?

13. Government Response: 2 qualified people are acceptable.

1. When using a past performance project from a major subcontractor, will a formal commitment letter be required for submission in Phase 1 or Phase 2?

14. Government Response: Formal commitment letter is not required, but heavily preferred to demonstrate commitment of the team to the project after award.

1. Please confirm that Volume I and Volume II shall be submitted in separate emails and not combined in one email.

15. Government Response: Volumes I and II can be submitted separately or together, but recommend separate due to file sizes and email server capacity.

1. Will the VA extend the Phase I due date to allow time for answers to be incorporated in submissions?

16. Government response: Proposal due date corrected to August 4th.
