About this file
This is a Request for Information (RFI) and Industry Day announcement issued by the Department of Veterans Affairs Office of Construction and Facilities Management for market research and acquisition planning purposes. The RFI solicits information from contractors regarding the historic rehabilitation of Wadsworth Chapel (Building 20) at the West Los Angeles VA Medical Center to support the National Center for Warrior Independence (NCWI). The 8,760-square-foot structure, originally built in 1900 and vacant since 1971, requires interior and exterior renovations, site improvements, modern systems upgrades, seismic reinforcement, and functional modifications to create a non-denominational chapel and gathering space for veteran interfaith programming and wellness. The project will utilize a design-build approach for the full scope of rehabilitation activities.
Registration for the onsite industry day event scheduled for April 8, 2026, at 1:00 PM PDT requires submission of a cover sheet, company description, and capabilities statement to gerald.brusaw@va.gov by April 6, 2026, at 9:00 AM PDT. Firms are limited to two attendees, with at least one having a technical background. Respondents must address seven questions covering UEI number and company information, industry day attendance, socioeconomic status, relevant past performance on historic restoration projects of similar size and scope, and familiarity with California and federal procurement requirements. Questions 6 and 7 require non-binding rough order of magnitude (ROM) cost and schedule estimates based on either a comprehensive restoration with gathering space or a simplified restoration preserving the two-chapel configuration, with responses due by April 15, 2026. The Contracting Officer is Gerald Brusaw, and responses are for market research purposes only, with no binding commitment to contract.

BACKGROUND AND DESCRIPTION
The Department of Veterans Affairs, Office of Construction and Facilities Management (CFM) is establishing a National Center for Warrior Independence (NCWI) located at the West Los Angeles VAMC campus in Los Angeles, CA. The purpose of the NCWI is to restore the West LA campus to a thriving, veteran-centered community that promotes recovery, independence, and dignity. The Center will provide a national model addressing veteran homelessness by offering increased opportunities for Veteran housing and comprehensive services rooted in clinical excellence, trauma-informed care, and community reintegration. This RFI seeks information from the contractor community at large for a future project, “Historic Rehabilitation of Wadsworth Chapel (Building 20)” described in greater detail below:
Historic Rehabilitation of Wadsworth Chapel (Building 20) The project involves the historic rehabilitation of Building 20, the Wadsworth Chapel, at the West Los Angeles VA Medical Center. Originally built in 1900 and vacant since 1971, the 8,760-square-foot structure will be renovated to provide a supportive space for veteran interfaith programming and wellness. The work includes interior and exterior renovations, site improvements, modern systems upgrade, seismic reinforcement, and functional modifications to create a non-denominational chapel and gathering area for other programming. A design-build approach will be used for the full scope of rehabilitation activities.
