About this file

This is a Questions and Answers document from the Department of Veterans Affairs addressing industry inquiries from an Industry Day presentation held January 14, 2026, regarding a Real Estate Acquisition Support Services IDIQ contract.

The VA is procuring real estate acquisition support services through an IDIQ contract with an anticipated solicitation release in mid to late February 2026, responses due mid to late March, and awards in early June 2026. The current contract has a ceiling value of $240 million across 8 vendors with a $30 million cap per vendor; the upcoming solicitation will provide minimum and maximum values with similar parameters anticipated. Evaluation will include Socioeconomic Considerations as a factor, with specific credit details outlined in the solicitation. Past performance and experience will be part of the evaluation process, though specific criteria remain under finalization. Due Diligence Services will be procured from a recently awarded IDIQ contract rather than through a separate solicitation. The VA will provide an ordering guide to awardees detailing task order award criteria, with flexibility for Contracting Officers to formulate evaluation criteria in compliance with FAR Parts 15 and 16. Contractors may hold both Acquisition and Lease-related contracts depending on the situation, with conflict of interest documentation and possible VA Ethics Attorney review required. The VA indicated questions would be accepted through close of business January 20, 2026, and noted that the solicitation and resulting contracts will govern in case of discrepancies with other provided information.

DEPARTMENT OF VETERANS AFFAIRS

Office of Construction and Facilities Management

Real Estate Acquisition Support Services IDIQ Industry Questions from January 14, 2026, Industry Day Presentation

The Department of Veterans Affairs (VA) appreciates the thoughtful input and engagement provided by industry regarding the Real Estate Acquisition Support Services requirement. VA values this feedback and remains committed to conducting acquisitions in a manner that is fair, transparent, and consistent with applicable statutes and regulations, while supporting the mission to deliver high-quality facilities for Veterans.

The responses below address the questions raised during the Industry Day presentation on January 14, 2026.

NOTE: The solicitation and/or contract are the governing documents. If there are discrepancies between the solicitation or contract and information contained below, in the attached presentation, or provided orally, the solicitation and resulting contracts will govern.

1. Will you share the slides?

Government Response: Yes, the slides will be shared with all in attendance. They are attached to the SAM update.

2. Will you share a list of attendees?

Government Response: Yes, in the spirit of transparency and partnering, we plan to share the list of all firms in attendance unless firms indicate in this chat (chat from the Industry Day) that they take issue to us sharing that information for their firm with the other firms in attendance. The Government did not receive any such request, so the names of all attendees is shared via the SAM update.

3. Who are the incumbents?

Government Response: The attached presentation includes this information.

4. Will VA allow contractors to hold both Acquisition and Lease related contracts?

Government Response: Depends on the situation; conflict of interest document(s) required and possible inclusion and opinion of a VA Ethics Attorney.

5. Will VA issue a separate solicitation for Due Diligence Services?

Government Response: No. The VA is procuring these services from a recently awarded IDIQ contract.

6. Will a total SDVOSB team have an advantage over an SDVOSB Prime who has other socio economic or small business partners?

Government Response: One of the evaluation factors for this FAR Part 15 requirement will be Socioeconomic Considerations, which will outline the specific language and credit given for potential partnerships. Details will be provided in the solicitation.

7. Does VA have an anticipated solicitation release date/forecast?

Government Response: The Government is aiming to release the solicitation in mid to late February, receive responses by mid to late March, and make awards in early June. These dates are estimates and are subject to change.

8. Will VA accept questions after this presentation (on January 14, 2026).

Government Response: Yes. COB January 20th, 2026.

9. Has VA determined the experience and past performance requirements, as a component of source selection criteria, for this requirement, to help support proactive teaming?

Government Response: It is anticipated that past performance and experience will be part of the evaluation process. While specific details are still being finalized, the evaluation criteria and basis of evaluation will be clearly outlined in the upcoming solicitation.

10. Has VA developed a tasking process and can that be shared?

Government Response: No.

11. In order to support teaming and promote competition, will VA release a draft RFP for review and feedback by the industry prior to the solicitation being issued and draft SOW?

Government Response: There is a chance that a draft RFP will be posted, but only if time permits in maintaining a feasible milestone schedule.

12. Criteria for award of task orders?

Government Response: We will provide an ordering guide to all awardees, detailing the criteria for awarding task orders under the IDIQ. FAR parts 15 and 16 will guide the process.

Although the guide hasn't been drafted yet, Contracting Officers will have flexibility in formulating evaluation criteria so long as they follow all federal regulations.

13. What is the ceiling value on this contract?

Government Response: Current contract: $240M, 8 vendors, $30M cap per vendor. The upcoming solicitation will provide the minimum and maximum values. The Government, however, does anticipate similar minimums and maximums.

14. Can you comment on how changes to FAR will impact this award and task orders?

Government Response: The Government will utilize updated clauses and provisions. From an overall standpoint, it is not anticipated that the revisions will alter what both industry and the Government are used to seeing in a FAR Part 15 procurement. It will be important for all Offerors to carefully read and understand all terms and conditions.

15. Given the breadth of facility types, facility sizes, and lease types, does VA anticipate requiring offerors (entities - not personnel) to demonstrate successful performance of each to demonstrate breadth of capability and experience?

Government Response: The solicitation will detail evaluation criteria and basis of award regarding all evaluation factors.

16. Step 2 (prioritization) and Step 3 (budget submission), what specific criteria or scoring factors most influence which projects advance, and how can we align our budget assumptions to strengthen our position early in the process?

Government Response: See the response to question # 13.
