James Cassidy 4:17 We can go ahead and let everyone in.
Hey, Brian.
Hilton, Brian D. (CFM) 4:24 Hey, James, how's everyone doing?
James Cassidy 4:27 Good.
How are you?
Joey Zenner 4:31 That's good.
Hilton, Brian D. (CFM) 4:31 I'm doing great.
Thanks everyone.
James Cassidy 4:34 Happy to hear it.
Joey Zenner 4:36 Though.
Ben Dunford 4:52 Alright, so muted.
James Cassidy 5:24 Is everyone is coming into the call today.
We'll wait a couple of minutes, let everyone give, give everyone a chance to jump on and before we kick everything officially.
The Brian I got I got 3 minutes pass.
We'll start at 5 minutes past the hour.
That way, I think there's still a couple few trickling in from our list.
Hilton, Brian D. (CFM) 6:58 That's fine once you know just to let everyone know, once we get going officially that we're gonna record all that and it's the floors. Yours.
James Cassidy 7:02 Yep.
Will do. Yep.
Tyrel Rose 8:04 There's a hamburger Patty out there where I can give you.
James Cassidy 8:07 There's you, Jay, on to model.
Jonathan Luttwak 8:11 Somebody's uh.
Can you guys hear me?
James Cassidy 8:14 We're gonna go.
Jackson, Earnest (CFM) 8:14 Yes, I can hear you.
Jonathan Luttwak 8:15 That spotty through some tech issues, which fortunately got through.
James Cassidy 8:32 If you're on the, if you wanted the developers joining, if you just go ahead and mute your mic, you get all your mics and then.
We're 5 minutes past the hour here, so we'll go ahead and jump into things here first.
You know, obviously welcome everybody.
Today's call.
This is the pre bid conference call for the RLP that was just released for the New Albany IN procurement.
That was just set out last week.
My name is James Cassidy with the broker team working alongside Brian Hilton and
EJ.
On this procurement there, the LCO and PM, Umm, you know before we get into the meat in the heart of the presentation.
Now there's been a lot of work on.
This is a pretty big milestone for this procurement, but months and years of planning from the CFM and the local veteran Affairs Medical Center team planning for this facility, there's been a lot of consideration from you, the development side.
You know, make trying to make this a competitive process for us.
So we can deliver the best value to the VA and you know our ultimate goal here is it in a couple of years to two years, maybe after a build, is to bring a world class medical facility into New Albany to serve the vets for a long time.
So it's a big step in the process to get this the RLP out on the street and now we go into the next phase of evaluating your offers that come in and eventually selecting an awardee.
Umm, you know, just looking at the list of names on the call today, I see a lot of familiar developers that we've worked with in the past and on other projects.
So a lot of today's call might be repetitive for you, but I also see some newer names on the call that I have not worked with before.
I'm not sure if you've responded to RLP's or worked with the VA in the past, but if you have it, you know I hope what we talked about on today's call is somewhat educational for you and prepares you better to respond to the RLP here towards the end of September.
So welcome everybody and before we get into kind of the heart of the presentation, obviously just some rules of the road, lay some guidelines out there.
Everything's being recorded today, so there's no need to scramble down and take notes.
What we do with the recording is when we post the answers to the RFI, we will also post this presentation deck that we have on the screen.
Now we'll post that and we'll also post the recording of this call.
You can go back and listen to it if you have any questions.
The RFI up there on the screen, the deadline to submit your questions back to our team is August 15th and when you submit them back, please consolidate all your questions into one Word document and email it to myself and my colleague Brandy.
And then you know, RFI period is 2 weeks for you to get them to us and then we're gonna work as expeditiously as possible to get responses back to you.
We know there's Answers that you guys need to shape how you answer the RLP.
So we're going to work with Brian and the entire CFM team to get answers back as quickly as possible, so you have our word on that.
We're gonna work towards that to help you out.
Scott Fowler 11:40 Yeah.
James Cassidy 11:43 Yeah.
Scott Fowler 11:43 Alright.
Ohh E.
James Cassidy 11:44 Scott, can you mute if you can appreciate it?
And then I don't know what that sounds like.
Interesting.
One thing on that last slide, procurement integrity and procurement sensitivity, obviously there's a lot of developers on here.
There's everyone's looking at a lot of different sites.
Please, you know, always keep that in mind when we're talking about stuff, we're not gonna talk about any developer in particular.
So procurement integrity and sensitivity is always top of mind when we get to this stage in the procurement.
You got the next slide.
Brandy Pilco/USA 12:22 Alright.
Thanks, James.
I'm Brandy Pilco.
I'm a broker with Cushman and Wakefield working alongside James, EJ and Brian on this procurement for New Albany.
Just a quick overview of our agenda.
Today, we're gonna go through introductions and opening remarks.
Then we're gonna go over a quick project overview and then third, we're gonna look over the RLP package.
We're gonna not pull everything out of the RLP for y'all cuz we know you'll read it.
Just things that are very specific to New Albany or items that we've noticed when reviewing past offerors that we just really wanna enhance and bring forward as points for you to prepare yourselves for when you submit, then we'll go over a very quick design overview specific to New Albany.
And then lastly, we'll have some key procurement wrap ups with DHC CEO John Luttwak, who will close us out.
So next I'm going to turn it over to Brian Hilton, our VA project manager.
He's going to introduce himself as well as and then turn it over to each individual on the VA team for introductions. Brian.
Hilton, Brian D. (CFM) 13:29 Hey, good afternoon everyone.
Thanks, Brandy.
Thanks, James.
Hi everyone.
My name is Brian Hilton.
I'm well.
We'll cfm I see a lot of familiar names on the list and a couple new ones.
I'm pretty excited to see really looking forward, just reiterating what James has said in the beginning, it took us a lot of work to get here.
So we're really excited to just to get this out, see what you guys can present back to us and get some moves to the next step.
And EJ, I'll hand it off to you.
Jackson, Earnest (CFM) 14:01 Thank you.
Good afternoon, everybody, and thanks for joining.
I am AJ, the lease contracting officer.
That his project and I just wanted to say that I look forward to working with everyone so.
I'll hand it over to.
Peter.
Favret, Peter A. (CFM) 14:23 Hey, good afternoon.
I'll be the Sri and the project, but also working as the AE and the Pre award documents here.
James Cassidy 14:38 We have.
With Nick.
Nicole, are you on?
You wanna quickly jump in if you if you're on.
Hall, Nicholas (CFM) 14:43 Yeah.
Thanks.
Umm, just thanks everybody for participating today and uh, looking forward to getting other project go.
So thank you.
James Cassidy 14:55 Thanks, nick. Kristen.
Tingley, Kristen M 14:59 Hi, I'm Kristen Tingley, strategic planner at the facility.
James Cassidy 15:07 First you answer.
Metts, Bruce E. (CFM) 15:09 Good afternoon everyone.
Bruce Metz, I'm a healthcare planner for CFM Central region will be working on this project.
Glad to see so much interest and I'm looking forward to a successful project.
James Cassidy 15:25 John Denny.
Got my been able to join. Jodi.
Are you on?
Same with Jodi.
OK.
So that that kind of wraps up intros from, you know the VA side and cfm and then down at the Medical Center team or the local Medical Center team with Kristen from the broker side.
Obviously myself, James Cassidy, MY2 colleagues from the transaction manager side, you met Brandy.
And then we also have Emily Erlenbach.
You know, I would say our team we are, we are heavily staffed.
We put more than one TM on this project and basically you know, it's really to make sure we maintain, you know, positive momentum as we move forward to support Brian, DJ and make sure documents get reviewed timely.
And so like that, so we have a lot of experience between myself, Brandy and Emily and to push the project forward.
And then we're also have on the call, John Luttwak.
He's the CEO of DHC.
And so we look forward to working with everybody through the rest of this procurement next library.
You're on mute.
Brandy Pilco/USA 16:38
You know, I was going to do that at some point.
So quick overview of the requirements.
James Cassidy 16:40 Yeah.
Brandy Pilco/USA 16:42 Specific to New Albany again might have noticed when we posted the RLP.
This RLP is a set Aside, it is only set aside for service disabled, veteran owned small businesses who will be able to offer on this procurement.
Umm approximately 41,873 minimum to 49,262 Maximum. With no more than two contiguous floors.
Also, we have 300 surface parking spaces dedicated for VAs exclusive use where asking that you provide pricing proposals on both 15 year and 20 year firm terms.
Please note this is a fully serviced lease which includes all utilities, taxes, janitorial, et cetera that goes into your operating costs and your management costs that you'll outlive and both your 1360 fours and your 1217 in those volume to pricing proposals.
You're also gonna be stating your TI improvement allowance, which will note again later on.
Please note that the lease term commencement date will be upon acceptance of the space by the government and also that we are estimating substantial completion for New Albany to be approximately 26 months from the date of award.
Just a quick overview of the procurement steps.
These bullets are the highlighted umbrella underneath each bullet there are a multitude of steps and processes that go under each one, but just so you'll know where we're at for each phase, if you will.
Right now we're at the Pre bid conference.
Then we have initial offers, which on the RLP states are due September 26th, which will then lead us into the evaluation of those initial offers.
Please be aware that the government does reserve the right to be able to award off of initial offers, so please make sure when you're submitting that your initial offer is considered.
Your very best offer.
There's nothing that says that revised offers or final offers will be called for.
So just please keep that in mind when you're submitting your initial offer.
If revised proposals are requested, those will be sent out to those in the competitive range and then we'll after each offer submission, the VA will conduct what's considered a technical evaluation board, which is where the VA with their team, will go over each offerors entire volume, one submission and rate accordingly, as stated in Section 4 of the RLP on each of those technical factors.
Grant Linderman 19:04 Ah.
Brandy Pilco/USA 19:22 So please definitely look at Section 4 when you are creating your offer to make sure that you're hitting all of the requirements stated forth in that section.
And then I'm gonna go ahead and go to the RLP overview.
For James.
James Cassidy 19:41 Yeah.
So the now for this part of the brief, for the next probably 10 or 15 slides, we tried to walk you through, as Brandy mentioned earlier, not the entirety of the RLP, but specific sections that we wanna highlight to you or that we were we've seen on other projects, offers have specific questions.
So we're gonna try to answer them now in this presentation.
And if you haven't, again, if you're new to VA response or a GSA deal, you know the RLP is the key document that outlines what the VA of GSA is looking for.
The RLP is broken up into five sections.
The first section defines what the VA's looking for in terms of how much space you know, where we want to be located, etcetera.
The second section of the RLP outlines the certain parameters that you need to be in compliance with to be to be, to be, to be acceptable, to be awarded to Section 3 is I don't wanna say it's the most important, but you definitely have to follow this section and very close detail because it tells you how to respond, when to respond, and what you need to respond with for your offer and to get evaluated.
And that goes into Section 4.
Section 4 is gonna tell you very clearly and specifically how your offer is gonna get evaluated in that technical evaluation board that Brandy mentioned in in the previous slide.
The last section of the RLP, it's kind of a catch all, because any kind of new clauses or new sections that the VA is trying to incorporate into the RLP, they kind of get stuck there until they figure out where they're gonna go.
But there are some new sections in there, so if you are a developer, it's been responding to RLP over the last year, year and a half.
There are some new terms and clauses that have been added in the Section 5 recently, so I advise you to, you know, make sure you do a read on that.
Read on it and not just gloss over it.
Like we say, every section of our app is important and we expect you to read it thoroughly and it's entirety.
But if you break it up into the kind of the sections and read section independently, I think it makes it easier to digest and make sense of what they're what we're looking for in there.
So now I'll turn it back to Brandy and Brandy is gonna work through section one and kind of things that we like to hit in the section.
Brandy Pilco/USA 22:01 Instance.
So again, the lease term, something unique to these procurements is that we're not just asking for one term, VA is looking for both a 15 year firm and a 20 year firm proposal.
As far as pricing goes, also make sure when you're submitting those pricing documents it is very important that your 1364 you're 1217 and your attachment one to your 1364 form that all those numbers really match across the board.
So definitely make sure your calculations are correct and everything's mirroring each other.
Section 1.03 is the area of consideration.
This area of consideration was also posted on the EOI a few months back.
Nothing has changed regarding the boundaries here, so they're listed here again for your use.
Also, just know any property that is on the boundary St frontage is deemed to be within the delineated area.
So again, just making sure you've marked where you're at when you're submitting your parcel and where on the site the building is going to be located.
But also with the ingress and egress to again because it needs to be on that property boundary line.
James Cassidy 23:23 And with that with.
Brandy Pilco/USA 23:23 Here's just the go ahead.
James Cassidy 23:25 With the DA and the market tour we conducted a few months back.
If we didn't tour your site or you have a new site, as long as it's inside the DA and it's and the boundary lines.
Brandy was just talking about with the frontage, It works.
You can submit that site You're not confined to just the site we had in the market tour.
If you ever do site or if that site wasn't included, so back to you, Brandy.
Brandy Pilco/USA 23:53 Yes.
Thank you, James.
Again, just the visual of where the delineated area is just to help you out and then going into 1.04 the unique requirements.
So most of these who have done these before.
You'll see sort of basically one through 10 are usually standard, which these are.
So I'm not gonna read through them, except I do wanna point out that #5.
Please make sure if your site is not currently zoned in compliance for a VA medical facility that you submit to us a plan of how to get it zoned, timeline, process steps, etcetera.
If you've already have started communications with the zoning, we have, district POC, etcetera and that the zoning, that timeline then is within your.
Timeline for construction that you show us and that the zoning approval is able to be received prior to construction, so make sure those dates all align as well.
A few restrictions spaces that won't be accepted.
I did wanna make sure that everyone is aware though, that since the EOI was posted numbers 11, 12, 13 and 14 were added to the unique requirements section for New Albany.
I'll just read them out real quick.
Column size cannot exceed 2 feet square and space between columns and or walls cannot be less than 20 feet.
Offered space must be easily accessible to multiple highways which provide multiple routes of travel.
Offered space will not be considered if located adjacent to schools.
Offered space will not be considered if located where overhead, high voltage power lines across the site.
So again, these are really your base requirements, sort of those go no go.
So please make sure you read through section 1.04 prior to submitting your site.
Just a quick again visual of all of the documents that equal the RLP package that we keep referring to all of these appendices, all of these attachments make up the RLP.
Therefore, please read through them all.
Please make sure you're signing and filling out the appropriate attachments where noted.
Umm, a lot of these.
Everything that needs to be resubmitted to us is in this package, so it either means you just need to initial at the bottom or it means you need to fill out a respond to in the package and so please make sure you have your checklist ready and you make sure you go through each of these.
When again submitting your final submission, now we have this section here which is the eligibility and preferences for award.
Again, things that are very specific to the site and or building.
If you're submitting an existing building, floodplains is a go.
No, go that the site cannot be inside of 100 year floodplain.
This includes the ingress and egress routes.
Please also note for New Albany they are in a moderate zone seismic area, so please make sure you're filling out those seismic forms again, even if it's a new build, there is a foreman there for new build.
I believe it's form C Please make sure you're filling it out accordingly.
Accessibility and Fire Protection and life safety again, if it's just gonna be a new building, you're submitting a parcel.
If you can, please provide sort of a general statement on, you know a letter or something stating that the building will be designed to adhere to the accessibility, the hydrology, the Fire Protection standards.
Except for that just helps us know that you've read it.
You've understand it and we can, you know, check it and and move on again for those that are not an existing building.
Uh, next we have the USA the due diligence.
National Environmental Policy Act requirement again going back to the Energy Star label within 18 months of occupancy.
This is a government requirement.
Make sure that you can go on to their Energy Star site.
There is a worksheet, a tool process that will take you step by step, making sure that you know what it entails.
Also, the timeline of how to implement those into your construction schedule, you're materials etcetera for the phase one study something to Please note is the timeline that that phase one study needs to be completed in.
We cannot accept a study that we can only accept a study that's been completed within 180 days of the initial RLP due date.
So if you backtrack from September 26, no more than 180 days prior to that date, please.
Uh, also noting the National Historic Preservation Act.
Again, if there's a historic preference that needs to be given, please give us the letter that's required.
Claiming the preference or the ID number and then lastly we have the cultural resources study in section 213.
Again, this is required for each site that's submitted.
The preliminary study is just used to predict the likelihood of the lease acquisitions impact on any cultural resources found and you can read further into that section for all of the requirements that are needed.
Section 17.
How to offer we have this is important as James mentioned Section 3 how to offer.
So again, questions are due to this pre bid 2 weeks from now, August 15th offers initial offers are due September 26 by 4:00 PM Eastern.
There are two methods in which you may submit.
You can submit a compact disc with each volume volume one technical volume to pricing to the address listed here, or an our preference is you may submit via an electronic submission, which is email with attachments a Dropbox, a SharePoint, etcetera, and you can submit those to EJ, the LCO, James and myself, and then make sure if you are submitting via electronically if you would like us to confirm that we received it and we're able to open your files that you do try to submit.
I would say a little timeline wise a little bit before the deadline deadline so that we have time to go in double check, we've received it, we can download everything.
We just would hate for anyone to be docked via time and which we would, you know, we would love to make sure it's operational.
So just let us know.
And then we have this slide here how to offer.
I'm gonna turn over to James to explain to you the scoring and the additional some metal section of the RLP.
James Cassidy 30:52 Yeah, the scoring is in section 3.04.
It's it's kind of what it can turn into one of those go nogo.
Almost forget to that point because the LCO and the government, they will not award a lease that does not score as an operating lease.
So if you're above the 90 and I'm gonna explain a little bit more detail, if you're above the 90 percent, 90% threshold, that means you scored as a capital lease and the government's not going to award award to that.
So you need to make sure that you're equal to or below the 90% to score, so that when you're doing your calculation, your money, your numbers, the net present value of your fully serviced cash flows.
When you divide that by the fair market value of the deal that cannot exceed 90%.
So when you're running your numbers, that's kind of the math that you're looking to hit owned one of the first things we do when we have when offers are submitted to us is we run the scorn and we wanna let the LCO know who's who's above or below that 90% uh threshold.
Because if you are, and if you're if we don't see if you're.
If you're way above then it may become very difficult to see how you could get back down.
We don't know where you would cut costs or cut.
Cut your renters off like that.
But if you're, you know, somewhere in the marginal a bit, it makes it easier to say, OK, with some, with some retooling of their numbers, probably a chance they could get there, but it's one of the first things we look at.
So I would pay close attention to section 3.04 and how you're determining your pricing and your OpEx so that you make sure you score as an operating lease and not a capital lease don't exceed the 9090% threshold in section 3.06 of the RLP, it's it's listed as additional SUBMITTALS.
Umm, but they're there are important SUBMITTALS and every document that is required in section 3.06 is reviewed by myself and Brandy and Emily.
And we let the LCO know.
Hey, they met this requirement, they didn't this apartment or they didn't submit this to bucket documented or they missed this document.
It's it's and I think it's a very clear section of the RLP of what we're asking for, so please make sure you read it in detail.
Some of the some of the ones that always come up where developers kind of miss or they they don't meet the mark is, umm, authorization to present the site or submit on the site.
Sometimes we get forms back that don't have signatures.
There's no letterhead on the on the letter.
There's no contact information from the owner.
I would say what you wanna do is developer is to make it very easy for our team to identify whose owner of the site they're granting XYZ developer authorization to present on the site and it's signed by the correct person.
They have their contact information so it all can be verified on our end.
So the easier you make it for us to verify, the less confusion that we have on our end.
So I would I would play Costa to that.
Umm, in your option to purchase it from the control, make sure you're documenting in there.
If the option's gonna expire when it expires, what your plan to do if it expires before we hit award before we heat before we hit a potential? Yeah.
Space acceptance and so on.
So clearly document what your option is.
Is an option person to sell contract and then the key dates in there.
Any kind of expirations or dates that we need to know of for green globes certification, this must be included in your offer.
So work with your general contractors and you use to make sure that it's included in your package, cause something that we're definitely look for right off the bat.
OK, TI are gonna be paid in lump sum, so there's no need to amortize these when you're coming up with their pricing and you're in your form 1364.
You know the total Tia is is the 14 million on the screen there and again we will pay these and in a lump sum for the operating cost.
And in 3.11 I would say the biggest thing that we're seeing on Apex, first of all, apex fully service, janitorial will repeat that over and over as we go through this deck, which one hit it a couple times.
But I would, and we're going through this in a couple projects projects right now, make sure that the total OpEx that you put in your 1217 supports, the plan that you propose for opportunity operating and maintaining the building for 20 years.
So for example, if you see your OpEx is $4 a foot toss, that doesn't make sense, you know, or if it's very high or very low.
But we don't think the op ex amount matches what you're telling us and how you're gonna maintain and and take care of the building for 20 years.
We're gonna come back to you and ask for further documentation of you know, how you came up with that number, where your contracting bids that show that it cost this much and so make sure that the numbers Support what you're telling us.
You're gonna provide us to do and then obviously on the 13th, 64, you gotta you you have to Mark whether the objects remain firm for the for the entire term for the type 20 or 15 years or if they're to be adjusted annually by the consumer price index.
Grant Linderman 36:04 Ohh not really.
James Cassidy 36:12 OK, Section 4.
Like we said, this is how we evaluate your offers.
So in writing your proposals, I would follow this section pretty carefully, because if you read through the the there's 4 technical factors, but the the last technical factor talks about socioeconomic associate, economic status, and that's either you're an SDVOSB or not.
So really focused on the first three and as you're preparing and packaging, you're off together, especially you can as clearly as you can make sure that your answering or addressing every section that's included in Section 4 for the technical factors.
Umm, this project is a best value tradeoff.
So we'll evaluate price and technical separately and then make the decision on the best overall value to the to the VA.
Umm, the last bolt on there are actually read it so all non price technical factors when combined are approximately equal to and importance to price.
But as proposals become more equal and technical merit, the the evaluation of price will be comparatively more important.
So that's how we work through the process.
I think it's been stated by Brandy already, but put your best foot forward on the on your initial proposals.
I don't know if we're going to, but the LCO has the right and the ability to award off of initial offers.
We don't have to have discussions.
We don't have to go back for a rice offers if we have a perfect offer come in, we can.
We can.
We can award off that so best foot forward on the initial submissions.
Technical factors just go to a little bit more detail of what they are.
Again, I said there's four of them.
Uh, you can see on the right side of screen.
They're kind of, they're kind of list it it.
They are listed in order of importance, so factor one is talking about the technical quality of the building to you know how you're gonna design it for us.
What are you designing?
What is the site look like?
You know what are the sustainability and energy efficiencies that you're gonna be putting into the building?
Factor 2 talks about your past performance, your GC's past performance, your A&E's past performance, what kind of what's your, what's your financial situation?
Do you have the ability to go get the 14 million that we need for the for the TI's and then what kind of project management plan are you putting in place?
And then Section 3 or factor three I should say is the operating maintenance plan, how you're gonna maintain the building for 20 years?
How you gonna staff it and how are you going to maintain all the the HVAC equipment, mechanical equipment that goes into the building?
Umm.
And so like I said, each factor is listed in the ports, but inside each factor you'll see the ABCD or ABCDE.
They're not listed importance, but those are the areas of consideration that the VA is looking at when they're evaluating that technical factor.
And again, if you go back to section 4P, it is listed in detail for instance factor 1, technical quality, area of consideration a our aggregate architectural concept and building design.
I think there's like 14 or 15 bullet points that we list there and they're listed almost as questions.
Did the offer do this?
Did the offer do that?
Did the offer do this?
And you know, when we get these offer in, you know, the first two days.
Brandy, myself and Emily, we go through line by line.
We figure out.
Did they answer these questions?
If not, why not?
If they did, where is it?
Is it and then we present it back to the technical Evaluation Board.
If we get that step to show them when the information is, so that's kind of the inside process for you.
Excite buddy. Yeah.
Brandy Pilco/USA 39:51 Thank you.
Thanks Jenny.
So section 4.05, the present value evaluation.
James Tushnet, again the PBA, the present value of both the 15 year and the 20 year firm terms that you're submitting to us in addition to scoring capital or operating, we also do an analysis on the present value to see if where you're ranking amongst all of your competitors as far as the annual price per ABOA for your offers, reminders, your offers for both are fully serviced.
Again, janitorial, as we've mentioned, again, make sure you're really thoroughly reading Appendix B.
And it's James mentioned, don't try to lowball your rate because to make it fit in other PBA or the scoring because then it comes back on the technical merit is that price relative to the scope of work being asked for.
So please make sure to read both and have the backup necessary for your pricing if requested, and again making sure that your TI allowance is stated there.
The 14 million is James mentioned and just as a very large bullet, making sure that your offer your pricing it cannot exceed the GSA prospectus level threshold which is I know pointed out in the RLP I believe under Section 2 and is also readily available on the GSA websites as well as far as what the prospectus level is at this point.
James Cassidy 41:25 And pretty real quick on the GSA prospectus level threshold.
So for instance, for fiscal year 25, it's gonna be $3.96 million on an on an on service annual rent.
So you're on service and you will rents need to be below that number or equal to that number.
They can't exceed that number, so the way we when we have, when you're PROPOSALS come into us and we look at your pricing proposal and you're 1364, we take your, we annualize your own service rents divided by 20 years, 15 years forever.
If we look at the 15 and 20 year scenario and if that number is above the GSA prospectus, then it gets it's gonna get flagged and it will be an issue because you're above the threshold.
So your goal is to be below and and this will be awarded 25, which most likely.
I'm not sure when we're gonna award, but if it's award in 25, let's go 25 is 3.9 two $3.962 million.
That's the number.
Brandy Pilco/USA 42:32 Right.
And then now we're gonna head into Section 5.
Just additional terms and conditions, as James mentioned, there are some new sections in here relatively within the last year or two.
So please, if you have been offering, make sure you read and understand these
PARAGRAPHS.
Section 5.02 off site improvements.
The lessor will bear the cost of off site improvements.
All of those, if you examples of those are the streets, traffic signs, sewers, water systems, curves, et cetera that make it accessible.
And two, you know the public coming, the lessor is also responsible for determining the cost of those off site improvements prior to lease award and including those costs.
So make sure that you're happy in compliance with your site development with all federal, state and local laws and regulations, and that all of the required off PREMISES IMPROVEMENTS are maintained throughout the duration of the lease.
And then we also have due diligence again going into the offsite improvements, the lesser and knowledges, the duty to connect conduct, reasonable site inspections for the proposed site that sort of goes back into the cultural and the phase one studies mentioned earlier.
And then lastly, your teaming arrangements, if you are looking to be meeting the requirement of being the SDVOSB, we know some J's are created.
Please just make sure with those teaming arrangements that also everyone who's mentioned has the correct teaming arrangement.
Sort of hierarchy listed in those documents that you're giving us.
You're joint venture documents and your Sam registration.
All the names are the same.
The people are the same, so that again, it should all mirror each other seamlessly when we're doing the due diligence for the offeror as a whole.
Also, making sure you have your general contractor and your design team teaming arrangements in your proposals as well.
And then I'm going to give it back to James.
He's just gonna do a very quick overview of the design and the appendices for those.
James Cassidy 44:46 Yeah.
Thanks, Brandy.
So I would say in this section we're talking about design, there's been and I said this in the right in the beginning, there has been a considerable amount of time and thought gone into what does this need to look like to meet the requirements of the New Albany, the local team out there, multiple rounds of design meetings and this is kind of the the final plan that they came up with and inside the RLP, you'll see this laid out Brandy note in section 1.06 where all the appendices for the RLP are and these are pending, there's.
There's a bunch on there.
They're all very important.
These are the ones to look how you're going to design and present back this facility to us.
These are the most important to pay attention to, and I'm not the expert to expert in this.
So Pete, Peter or Nick by saying anything that's not correct, please jump into and correct me, but I'm really gonna walk through what's inside each section or what should what is like.
You know what?
We kind of hope to have any section and then we'll talk about what the floor plan looks like at the end.
So in Appendix A, the program design is this document is gonna tell you what type of rooms we need, how many of them we need, and what the size of each of those rooms need to be.
And the program room contact contents list.
This is telling you what the VA is gonna be required to be in, what the VA request for it to be inside of each room.
So if it's a desk or a lamp or a telephone, whatever it may be, that would be listening to that document and that at least as I'm narrative, the LDN, this is, you know this is a standard design narrative approved by the VA for this type of facility that would say in this document if there's a Gray text box, then the text inside that box is specific to the New Albany facility.
So I would I would pay special attention to that in the room data matrix.
This will tell you for each room type what is required for interior construction, doors and hardware, mechanical, electrical.
So you'll find that in the RDM, in the information transport systems specifications document or pendency.
This is basically telling you how the building is gonna be wired and what you need to follow to get that done.
FSL security requirements isn't FSL 2 facility.
Basically, how how is the building gonna be secure inside this document?
It's gonna identify what items are shell and what items are included in TI and it it's clearly labeled, so make sure you're reading this document and and its entirety.
The conceptual floor plan we have that on the side, so I'll talk about it when we get there.
But the janitorial and site management services this to again, this tells us how you maintain the building, how you clean the building Daily, how you stack the building Daily and what is required, what the VA is requiring you to do to to accomplish that.
So next library.
OK, so this is how the VA has it laid out.
This is just basically this is just showing this is, I think, a conceptual floor plan from the title.
You can see but this is showing you that.
Given the boa parameters, this is it can fit all the rooms inside the box that we're looking you guys to to provide to us.
We're not asking you guys to go around and turn back this exact diagram.
This is our new to get creative with your site and the facility that you're gonna propose.
But this is just to show you that all the rooms that we're asking for can fit in the aboa parameters that we put forth.
Uh, Peter.
Nick, any quick thoughts that you wanna add there?
I glossed over that pretty quick.
I just want to make sure.
Hall, Nicholas (CFM) 48:31 Yeah.
Thanks, James, and I appreciate what you said about you know, this is not a design that we want back, you know, spit back to us and said just a visual representation of the program for design.
James Cassidy 48:45 Correct. Yeah.
OK, great.
Thanks.
Man, you go next slide.
OK.
So we're gonna wrap this slide in the next slide with just you know a lot of repetitive information on the slide from things that have been said already, Brandy and myself.
But we're gonna say them again because we're think they're important and we're just trying to hammer a couple points on, OK, the 1st right of the bat is an SDVOSB set aside.
So if you're not an SDVOSB, that's go no go right off the bat, you can't respond to the RLP or it won't be evaluated.
You can't respond, but it won't be evaluated.
Umm.
So that's, umm one, OK.
Jonathan Luttwak 49:22 But, but I'm just gonna chime in if you're a developer on this call who's not an SDVOSB speed, you can maybe find an SDVOSB partner and figure out how to partner together.
Because we do want more competitors.
So if you're somebody on this call, was not familiar with that.
There are lots of SDVOSB developers and and we encourage those partnerships, so I mean.
James Cassidy 49:41 5% grade point, John.
No, that's great.
We've chatted a couple of times.
Read the RLP.
The R-100 and L100 and the entire LP package and its entirety OK this see how everything fits together.
The response format, the dates and what was coming back to us is outlined in section 3.0.
Two of the R-100, so how it needs to be mailed in or how it needs to be emailed in is outlined there.
Make sure you're you don't wanna miss a.
You don't want your proposal not to get evaluated because you didn't submit it properly after you put all that work into it.
Umm.
Offers that do not comply specifically correctly in accordance with the direction contained in the RLP are at risk for contracting officer to termination of nonresponsive.
So that kind of goes in line with that point I just read about.
You're making sure the format is correct and you're hitting the deadlines when things you'd be submitted by the contracting officer LOJ they have the discretion to to mark things nonresponsive.
If it's not following all the rules that are listed in the RLP.
With the offer offering entity, make sure that their name is clearly labeled on all documents.
So we know who we're looking at and that it's the same name throughout your all packing.
These are thousand page, 15,000 page submissions that you send them back to us.
Please make sure it's clearly marked.
Who's what?
You know, on on every single page.
Who?
The offering entity is be certain that we can locate the property of the building you are proposing.
I understand that umm, some of these sites don't have addresses yet and you're just gonna say TBD address of corner of ****.
That's hard for us to locate sometimes or we can't clearly identify which parcel we're looking at.
I think the easiest way to solve for that, if there's no exact address yet for the parcel that you're gonna be sitting on, is give us the 10 digit grid coordinate for that for that parcel, and I would ask this is just my preference as as the broker team it's not listed as a requirement in the RLP, but I would list that in almost your cover letter.
This is the property that we're submitting on.
It's located at this address, or it's located at this grid coordinate, so we know exactly what to look at and what we're evaluating.
That would be very helpful for our team.
Brandy has mentioned this point a couple times, but be certain that the numbers that you list and we're talking pricing here, the numbers that you list on GSA form attachment one, which is one of the documents listed in the appendices, make sure all the numbers that are listed on there.
So all your rents, your operating costs, they should match exactly to the sent the dollars or the numbers that you list on your GSA Form 1364 and 1217 and vice versa, a lot of times we get we get offers submitted in and on their GSA 1364 they say their rent is for example $50.10 a foot and then we look on their attachment one and they say it's $0.50 and $0.25 a foot.
Yeah, that, that delta in there will cause that.
That's a problem.
Then we don't know which number is correct and which so we have to go back and and verify.
So if you if you could make sure that those two documents were really three, so you have the attachment 1 to 1217 and 1364, all the numbers that move across those documents transfer accurately to the scent.
That'd be very helpful.
Be certain that all documents are properly initialed and signed by the offers authorized signatory. So.
In section 3.06 of the lease of the RLP.
Excuse me?
We asked you to submit to us, you know, your articles of incorporation, you know, Spain. Who?
Your firm is and who is authorized to sign.
What is your name is listed on?
There should be the one that's signing these documents and we know we're gonna go back and verify that.
So make sure that those match for sam.gov.
Make sure if you're not already veteran Sam, I would hope you start that process now.
It can be a lengthy one, and then when you're registered in Sam, make sure you have the 531120 Nix code associated with your entity.
Jonathan Luttwak 54:04 If.
James Cassidy 54:06 In Sam, we will be checking Sam it.
It's one of the again we receive offers in.
The first thing is get the scoring done.
Start an abstract for everything comes in and within the abstract it's looking through sam.gov free, each offering entity to make sure that they're, you know, viable, firm and and whatnot.
Last bullet point here, Please ensure that your offer is submitted by the deadline identified in the cover page of the Lt Brandy.
What's the deadline?
And we're gonna go through this in the next slide, but we'll say it again here.
Brandy Pilco/USA 54:36 It said Tembel, 26, four o'clock eastern.
James Cassidy 54:41 OK, so September 26, right now there are no extensions so planned under that guidance and we know we wanna hit that date and we don't like or we we do extensions here there if things come up but like we don't wanna have to do that we have we have a schedule that we wanna meet we understand things come up on your end.
But let's plan to hit the September 26th date and John turned over to John.
Who's gonna hit the rest of the days and hammer those points so?
Jonathan Luttwak 55:10 Yeah, I've just got a couple of things that I just want to highlight as as an overview to everybody, which is, you know, there's a lot of folks on this call that have done this before, many, many times.
There's some folks that may not have done this, and so for those of, for all of you, I know that the process can feel rope or impersonal.
It has to be.
Our goal is to broker team our goal As for Brian Hilton and EJ, to contract you Officer and Project manager is to run a fair process and drive competition.
But I gotta tell you, behind the scenes, we're all human.
We're here to help.
We understand it's a partnership.
We understand that you're putting forth a tremendous amount of effort, time and money into this proposals.
So even though it doesn't feel that way, I can tell you that I've broker team, everybody that you've heard from Brian and EJ and I can tell you especially with the Medical Center team, we've worked with these folks before.
They're gonna give every single author they're due.
They're gonna read them carefully.
We're gonna read them carefully.
We're gonna evaluate it properly.
We're gonna run a fair process and to the extent that we can be within that process will be as frictionless and helpful as possible.
We're not trying to play gotcha.
We're not trying to make your life harder than it needs to be.
We're all going through this work together and we really need your help and your partnership and I I will tell you the end of this is this work matters, creates a facility that treats veterans, everybody on the call, everybody on the VA team understands that and they really work hard to do this.
So we're really excited about the creativity that you're gonna bring to the table and the solutions are gonna bring to the table.
And I can I can guarantee you that in this project and you know all the projects were involved with every single person is going to have that level of seriousness and every step of the process.
So just in advance, we really appreciate your participation on this.
Look forward to to working with all of you and we really are here to help.
And so just know that behind the scenes ask the questions regimen and that kind of triggers the the key dates, right?
The RLP is out today.
We're having the pre bid conference.
You have two weeks to draft your questions.
I would urge you, especially if you were to really take a look at the right, but those questions there, we're gonna bring the team in, right?
These were all human.
You know, you make see something in this package that we didn't think about.
So we really need your help there.
So that together we can craft a really good solution for all of us.
Please submit those at writing.
We're gonna get back to you as quickly as possible on that.
And again, Brandy already said it, the offers are due Thursday on the 26th.
You can bring them in, you know by CD.
You can send them to us on Email like they're gonna try to make all that easy, but this work matters.
Really, really grateful for your participation and I'll turn it back to Brian or EJ if they have any closing comments from their side.
Brandy Pilco/USA 57:56 Apologies, I just wanna quickly chime in for your questions.
Just please make sure that your question references a section in the RLP or the lease or an appendix so that we can go back and and see where what you're asking.
So make just make sure your question is connected to something in the RLP package when you submit and it should be on a one one word page document from so like if you're one off or not.
10 pages of questions, just one page from each person.
Alright, I'll turn it back over to Brian then or EJ to close this out.
Hilton, Brian D. (CFM) 58:40 This Brian ETA?
I didn't know.
Stupidly, we don't do real extensive questions, but if there's basic questions, umm, EJ, are you willing to to accept some basic questions?
And if we are, we ask that the ground rules, who you are, what firm you are referred to the section.
It's obviously got to be returned in writing, or if there's any questions about the presentation, that's the only thing that I can think of.
Otherwise it was a great presentation.
Jackson, Earnest (CFM) 59:15 Yes, I'm I I agree.
Now I will be fine with the the questions being submitted and running.
Hilton, Brian D. (CFM) 59:23 OK, so for for our team and everyone, the brokers, if there's some question you wanna refer to that is specific to the presentation today, I think that's fair game and you and and we'll try to answer that best we can.
If you have questions, please use the format with the RFI and submit them that way.
And with that, I'll open the floor.
Jonathan Luttwak 59:59 Don't everybody speak all at once?
Hilton, Brian D. (CFM) 1:00:10 We're pending pending no questions.
I think that's confirmation you guys did a great job.
So thanks everyone for for joining us today.
Really excited to see the proposals get through the RF ID and work towards the TV and get this thing awarded.
So thanks again for everyone's attention.
James Cassidy 1:00:32 Have a great day.
Brandy Pilco/USA 1:00:33 Thank you.
Jonathan Luttwak 1:00:34 Thanks everybody.
Jackson, Earnest (CFM) 1:00:35 Thanks everybody.
Jackson, Earnest (CFM) 1:00:36 Take care.
