If so, what is the net area of the Main Computer and what is the net area breakdown for the work room and storage portions of the 800 net square feet?
Questions Answers
No.
Yes - refer to RLP section 3.06 D which references a ground lease.
A completed Proposal Compliance Matrix as a separate Word Document and/or PDF is acceptable.
SRGC1 Storage, Liquid Nitrogen - Logistics Service room is required and is 80 SF.
Only the SRE01 Storage, Equipment - Staff Support Area room is not required.
Please confirm if the room OPHM1 Holter Monitor Room - Multi-Specialty Clinic is required. If so, please provide the square footage as it is currently listed at 0 square feet.

Yes they are.
No they are not. The three parking spaces are provided during construction only. They will not be required after substantial completion.
Generator must provide emergency power to the entire building (not essential systems only) for a total of 96 hours.
Not required, Holter monitor procedures will be performed in OPEC1 Holter/EKG Testing Room.
a. Please clarify the intent of these sections. Is the building required to meet only one of these sections (4.7.1.11 or 4.7.1.12)?
b. Should the generator be designed to fully back up the building, or designed only for emergency or legally required loads? Section 4.7.1.11.2 states "Provide exterior full building load coverage diesel fuel generator".
c. Please confirm which section we should reference for code requirements. Section 4.7.1.11.3 referenced code under Section 4.1.1.1.1.
However, section 4.1.1.1.1 can not be found.
d. Should the generator be designed for 96 hours or NFPA 110?
Confirmed. 96 hours of continuous runtime.
Defer to the Authority Having Jurisdiction.
Reference Appendix A.6 Conceptual Floor Plan. Also see Appendix A, page 55 of Program for Design.
Yes a standalone building/enclosure is acceptable to the Government.

Due to the multiple national holiday breaks, it has proven extremely difficult to get agreements and proposal documents in place. In an effort to provide the VA with the most meticulous and accomplished lease proposal response, would a 30-day due date extension please be considered?
Offeror would like to request an extension of Initial Offer deadline of four (4) weeks from 01/17/23 to 02/14/23.
b. We ask this question because it places many burdens on record keeping, file transfers, design tool usage and Client/Consultant collaboration.
The protection of CUI as communicated by the federal government is to be handled by NIST compliant or those contractors that can validate they are in the process of becoming NIST compliant. This requirement flows to software usage as well. As a result, to meet this compliance we are required to encrypt all communication traveling by cloud or use a FED approved file transfer system. Those receiving this information are required to be NIST approved or on the path. For our design tools not NIST compliant it requires us to use “on premise” solutions that sit behind our protected firewall. These limits put use of our Industry tools at risk or considerably limits their collaborative value. Revit/Autocad, Bluebeam, Newforma and others are affected. These limitations will place a burden on all proposing teams to how they collaborate during the design and construction of the project. These requirements will have significant cost impact for CUI handling and marking.
Would you please confirm if this RLP for the Villages will be considered CUI? The clause in the GSA Template L-100 document for The Villages includes CUI designation on the documents.
a. Article 6.21 includes language that will be included in all subcontracts; per section 8 of that clause must be included (including, offerors, bidders, awardees, first tier consultants, contractors, subcontractors, suppliers, etc. designating the documents be marked and handled as CUI. If it is, we will need further directions on how this is to be handled and also highlighted in yellow. Please review and advise on what you want us to
do. There are also FAR regulations that are required to be included in all subcontracts and first tier subcontracts as stated in GSA form 3516 and GSA form 3517B (6.21). See highlighted below; the Lease agreement also included flow down terms and conditions required for subcontract and first tier subcontractors those too are highlighted in yellow. Again, would you please confirm the extent of compliance with these requirements?
Would you please provide the CUI category and CUI distribution list if the efforts are indeed to be handled and marked as CUI?
Section 6.21 of the Lease (L100) is Intentionally Deleted.
Bifurcated means the splitting or cutting of two. The site cannot not go in two directions.
Site should not be located in the 100-year floodplain. The VA will not accept it. It's ok to touch it slightly, but you must address it in your proposal and have a mitigation plan. Staff and patient parking do not need to be separated.
The Lessor is responsible for purchasing and installation of medical and equipment booms. These items will be coordinated during the design phase of the project.
Refer to NFPA 110.
Section 2.02 of the RLP reads as though the development of the project can’t impact the 100-year floodplain at all; however, it’s common in site development in Florida to “massage” the floodplain slightly. That is, as long as compensating storage is provided (not a net-fill activity), development could occur within an area that falls within the floodplain. Is the criteria just that, upon development, the building, parking areas, access drives, etc. need to be above the 100-year flood elevation? And that if we disturb part of the floodplain in that process, it’s okay (provided we have allowed for compensating storage and obtained the requisite agency approvals). Also, would the VA like to have staff and Veteran parking to be separated?
According to section 1.04.C of the RLP “bifurcated sites, inclusive of parking, are not permissible.” Please elaborate on what would constitute a “bifurcated site.” Are we to assume this just means parking (or some support structure) can’t be on a non-contiguous property, or could “bifurcated” also be interpreted to mean the separation of areas on-site. That is, if natural features were to dictate a certain layout of the site (but they’re still on the same property and generally in near proximity), would that be acceptable? Just looking for some additional clarification/context, as this could be fairly subjective.
What is the minimum runtime requirement for the essential emergency generator?
Will all surgical equipment be done by the tenant?
Is the owner responsible for medical oxygen tank farm tanks (primary and secondary) with evaporators and manifolds etc. inside the oxygen farm? Will the owner be responsible to lease this equipment or own the equipment from the local vendor like Air Liquide or Air Gas? Will the refilling of the Liquid Oxygen be the VA’s responsibility or the building owners?
The Lessor is responsible for the manifolds. The Government will contract with a vendor to refill/replace the tanks as needed. The Government will provide the tank holders/carts.
