SF 50 Continued
Q: The scope mentions providing support to and/or consulting with the Senior Archivist, Chief Historian, and Curator. Will these individuals be on‐site or off‐site? Are the Senior Archivist, Chief Historian, and
Curator providing direct oversight or supervision to the contracting key personnel?
A: The Senior Archivist is on site. The curator is partially on site and partially remote. Consultants shall work independently, interacting with CFM personnel but not reliant on them for supervision. The day‐ to‐day supervision and direct control over the work performed by on‐site contractor personnel will be the sole responsibility of the contractor.
Q: Can the VA consider adding a Project Manager to the staffing matrix with a proportional number of hours for the Contractor’s review of work products and performance and as the liaison to the VAHO’s
Senior Archivist, Chief Historian, and Curator.
A: No, at this time the VA is not considering adding a Project Manager to the mix.
Q: We assume that the collections staff will be housed at the NVAHC campus in Dayton and that the
VAHO will be provide computers, scanners, printers, etc. as needed for work functions. What if any supplies and materials will be contractor be responsible for providing?
A: The collections staff will be located at the NVAHC campus in Dayton and the supplies listed will be provided. There are no additional supplies or materials anticipated to be provided.
Q: The rate schedule provided lists the Archivist, Curator, and Digital Imaging Specialist at 2080 hours each, which is a full year. This would include time paid for federal holidays and Paid Time Off. Does the
VA intend to pay for time off, and if not, should respondents list the actual number of hours they expect personnel to be working on the assignment in a full year, which would be less than 2080 hours?
A: The schedule has been amended to reflect 1920 hours. Associated language in the Statement of Work has been updated.
Q: A collection management system is mentioned for collections and records maintenance. The scope of work also mentions the contractor providing “support in evaluating new hardware and software.”
What collections management software does the VAHO currently use and is it successful? Or is there a more immediate need for a new collection management system?
A: Current configuration is on two Enterprise systems built on PowerApps as well as an instance of Box.
Both are successful and there is not an immediate need for a new collection management system at this time. There may be a potential to add a new system but it is not currently a priority.
Q: If the contractor needs to hire personnel to fill key positions, or replace key personnel, what criteria would the COR use to consider substitutions to the key personnel qualifications?
A: Key personnel should confirm to the qualifications provided in the Statement of Work. Any substitutions will be evaluated on a case by case basis by the COR through evaluation of a submitted resume.
Q: Would like to inquire about whether there is a previous contract/Incumbent of the same scope of work as this requirement?
A: This is a new requirement. There is not a previous contract nor is there an incumbent of the same scope of work as this requirement.
Q: Page 10 of the Combined Synopsis/Solicitation Notice identified a “point of contact for the site visit.”
This is the only place we noticed reference to a site visit; is there one set up?
A: A site visit will not be held for this requirement. The Combined Synopsis/Solicitation Notice has been updated.
