About this file

This document provides an amendment to a solicitation for VAHO Archives and Museum Professional Support Services. The Department of Veterans Affairs seeks to staff positions for access, acquisitions, arrangement, appraisal, conservation, description, digitization, imaging, and preservation of both artifacts and archival materials. Services will include the staffing of a Curator and part-time Historian based in Washington D.C. The amendment provides answers to vendor questions, clarifying that samples of past work by proposed personnel can be from outside their current employer and that price escalations over option periods will be considered. Security requirements and an accrued backlog are also noted. The response deadline remains unchanged.

Questions and answers are provided on pages 2 - 3.

SF 50 Continued

Q: What is the anticipated form of contract, i.e. Direct Order under existing contract, IDIQ, BPA, etc?

A: This will be awarded as a standalone contract.

Q: What is the definition of “accessibility” in “E. Working on project that clearly illustrate a commitment to accessibility?” (in regards to Factor 1. Technical Requirements)

A: Accessibility is the design of products, services, and working environments that equalize access to people who are disabled. This might include standardizing 508 compliancy as part of a work process, designing workspaces to be inclusive of those with mobility challenges, or creating products that help bridge the Knowledge Divide, rather than increasing it.

Q: Will submitted past performance in which the contractor was/is a subcontractor (not Prime) be accepted and evaluated according to Technical Factor 1?

A: Past performance for a contractor that acted as a subcontractor will be accepted if the past performance specifically addresses the portion of work completed by the contractor versus the entire project.

Q: Are “sampling of products, including writing, exhibition, curatorial guides, etc. produced by staff” included/counted in the 16 page limit for Technical Factor 2? Are the 2‐3 writing samples for the historian position to be included/counted in the 16 page limit? Would the government like these samples to be included as an Appendix at the end of Volume I: Technical Requirements? How many pages would you like for each sample product or writing sample? Can we submit hyperlinks to online content available publicly?

A: They are not included in the 16 pages and can be appendices. No more than 5 pages per sample, extracts or partial chapters are fine. Please do not submit hyperlinks.

Q: Should the hourly rates provided for each CLIN be fully loaded/burdened?

A: Yes, the hourly rates provided should be fully loaded/burdened.

Q: Will the government accept price escalations for each option period? If so, what does the government consider a fair annual escalation for the identified key personnel categories?

A: Yes, the government will accept price escalations and will evaluate each price proposal to determine fairness and reasonableness. Any escalation would be contractor discretion.

Q: The Scope of Work introduction mentions a Museum specialist position, but all other documents call this position a Curator. Please confirm that proposals should call this position a Curator.

A: The Scope of Work will be amended to reflect that the position is the Curator and not a Museum

Specialist.

Q: Will the archival materials include an accrued backlog as well as material acquired during the course of this contract?

A: Yes, the archival materials will include an accrued backlog as well as material acquired during the course of this contract.

Q: Are all contractor personnel required to have background checks, security clearances, or comply with any other form of security requirement?

A: Yes. The Statement of Work has been amended to include a section titled, “CONTRACT PERSONNEL

SECURITY REQUIREMENTS.”

Q: What information would the government like to see in the “experience biographies” to be submitted? Would you like long form resumes, CVs, or narrative descriptions of relevant experience for each proposed key personnel position?

A: There is no requested format beyond the page count requirements.

Q: What is the anticipated schedule for the Part Time DC based Historian?

A: Anticipated work schedule is Monday through Friday, 0800 – 1200 EST, but this schedule will have some flexibility regarding meetings, interviews, etc.

Q: Will VAHO consider more than one proposed individual for one key personnel position? (E.g. Two 1/4 time highly experienced D.C. based historians for the Historian positions?)

A: No, the VAHO will not consider more than one proposed individual for one key personnel position.

Q: Requirements for Technical Factor 2 states that "company data shall include the following: Sampling of products, including writing, exhibition, curatorial guides, etc. produced by staff. Strong preference for peer reviewed, publicly accessible materials. For the historian position, 2‐3 writing samples are required." Please confirm that the government will accept and evaluate samples of work produced by the proposed personnel that are not current employees of the offeror.

A: Yes, the Government will accept samples of work by proposed personnel that are not current employees.
