RFI # Question VA Response 81 I read through the documents and it is unclear whether the VA wants just PPQs submitted or if CPARs can be submitted in lieu of a PPQ. There is contradictory text in the solicitation modification and RFI. Can you please advise?

Additionally, given the amount of changes provided in the RFI, would the VA consider an extension to May 6 to give us additional time to prepare our response?

VA Response to RFI # 38 is revised to state:

Yes.

VA response to “If we have a recent CPARS for a project provided in Section F of the SF 330, can we provide that in lieu of the PPQ provided as Attachment 2?” Yes.

Note Factor 3 – Past performance which states, “Firms must provide a CPARS or a completed and customer-signed Past Performance Questionnaire (PPQ) form for each of the projects.”

No, the due date remains 05/03/2021. SF330 submissions must be received not later than

05-03-2021, 3:00 PM EDT, EASTERN

TIME, NEW YORK, USA.

82 can you please confirm what is included in the 120 page count? There seems to be conflicting messages on if the Letter, Appendices, Tabs, Dividers, Covers, Charts, etc. are included in the page count or not. Please advise.

Page 12 of the Sources Sought Notice. The third sentence is edited to read: “The 120 pages includes letters, appendices, attachments, enclosures, pictures, reference letters, charts, graphs, maps, flowcharts, schedules, models, additional information, text, graphics, etc.

The following are Not counted towards the 120 page limitation: Front and back cover pages, Table of Contents, index pages, tabs, dividers, CPARS/PPQs.”

83 Is it possible to Include Firms with NAICS Code 541310 Architect as part of the this procurement as it is an Architect/Engineer Requirement?

For this requirement the NAICS code assigned is 541330.

84 At this point in time, it may be difficult to obtain a completed and customer-signed PPQ before the deadline. In the event that any of our points of contact (POCs) are unable to return a completed PPQ within the short time frame, we can provide strong CPARS ratings that, when combined with our demonstrated success on the past

CPARS may be submitted instead of customer signed PPQs.

Note Factor 3 – Past Performance, which states, “Firms must provide a CPARS or a completed and customer-signed Past Performance Questionnaire (PPQ) form for each of the projects.”
