RFI LOG
36C10F21R0013 A/E SERVICES IDIQ, NATIONAL REGION
RFI # Question VA Response 1 Please clarify if the projects will be isolated to the VA Western Region or throughout the United States. If so, what VISN’s will be included? The Request for SF 330 states “this VA office administers major projects for the VA in the Western Region” and “the National Region includes VA stations and activities located throughout the United States and its territories.
The A/E Services are being procured by the CFM National Region.
The A/E IDIQ contracts may be utilized by contracting officers throughout the Department of Veterans Affairs.
2 page 11 of this solicitation mentions both tabs, indicating you would like a hard copy of our SF330, and email. I just want to make sure that you are asking for emailed SF330s.
SF330s submissions must be sent by email.
Page 11 of the Sources Sought Notice. Last paragraph of Page 11. Second sentence is edited to read “Faxed submittals will not be accepted.”
3 You and I spoke about a year ago about the hope that CFM would be putting out a national NCA IDIQ and so I have been looking for it.
However, this “Sources Sought” (attached) just came out from OCFM and I am trying to determine if this is the contract you and I discussed or if it is a different one since it does not specify NCA at all.
I just wanted to know if this is the contract vehicle you will be using, or if there will be another.
If this one is the contract you will be using, will it be used by the VHA and not just by the NCA?
See the Modification to the Sources Sought Notice.
Contract Information.
4 In reviewing the documents for the Request for SF330s for National Region AE IDIQ, we noticed there are no instructions for submitting questions. Could you please advise where questions should be submitted and also the deadline to submit them?
Request for Information (RFI) cut-off date and time is 4/16/2021 at 4:00 PM EDT. Email RFI inquiries to Athena.jackson@va.gov.
5 Will CPARs be accepted in lieu of PPQs? Firms must provide a CPARS or a completed and customer-signed Past Performance Questionnaire (PPQ) Form for each of the projects.
6 Are PPQs from previous procurements accepted so client does not have to fill out twice?
No.
7 Are CPAR / PPQs included in the 120 page limit (they are often 20-30 pages)
Cover pages, index pages, CPARS/PPQs do not count towards page limitations.
8 Is this an email submission or hardcopy See VA Response to No. 2 above.
shipment? It says no email / fax submission then says email the submission.
9 What is the due date and time to submit questions?
See VA Response to No. 4 above.
10 Page 11 of the Request for SF330s states that emailed/faxed submissions will not be accepted, and then follows with “submission packages are to be sent by email.” Could you please confirm that submissions should be via email only and that hard copies are not required?
See VA Response to No. 2 above.
11 The list of key personnel on page 3 of the Request for SF330s (Factor 1) differs from the list of key personnel listed on Attachment 1. Example: “Scheduler” (from page 3 of the Request for SF330s) is not listed on Attachment 1 with the required minimum qualifications, and “Transportation Engineer” (from page 2 of Attachment 1) is not listed with Factor 1 on page 3 of the Request for SF330s.
The first two sentences for Factor 1, Subfactor a, Key Personnel Professional Qualifications (See Attachment 1) are edited to state:
“Resumes of qualified personnel should be presented in Section E of the SF 330 for the Key Personnel identified in Attachment 1.
Registration or certification requirements are identified in Attachment 1.”
12 If we are to go by the list of key personnel on page 3 of the Request for SF330s:
structural engineer is listed twice. Do you want two different resumes for this discipline?
See VA Response to No. 11 above.
13 Attachment 1 has the heading “Minimum In House Primary Key Personnel and Consultant Qualifications.” My read of it is that these are the qualifications for key personnel required for this opportunity whether those personnel are employed by the prime contractor (i.e., “in house”) or a subcontractor / consultant. Is that a correct interpretation?
Yes.
14 I didn’t notice anything in the solicitation regarding how questions are to be asked and whether there’s a cut-off date for questions.
See VA Response to No. 4 above.
15 I am hoping to find out if there is an incumbent contractor currently performing these services. If so, could I please find out the contractor name and contract number?
No.
16 In response to the above referenced contract and sources sought, at your earliest opportunity, can you confirm if a registered SDVOSB can submit both as a prime and subcontractor?
Yes.
17 Is the IDIQ above for use by NCA, VISNS See VA Response to No. 3 above.
or Both? Also, I am not clear which states it is supposed to cover. Can you please clarify for me.
The National Region projects are located throughout the United States and its territories.
18 Is it possible to extend the due date one week? With Spring Break approaching and the geographically diverse contract requirements this will be a short fused proposal development exercise. Additional time granted due to the added complexity / timing would be greatly appreciated by industry.
No.
19 How many projects are we limited to in Section F of the SF330?
Section F of the SF 330 identify 10 projects.
20 Are PPQs required for each project listed in Section F? If so, will CPARs be considered in lieu of PPQs?
Firms must provide a CPARS or a completed and customer-signed Past Performance Questionnaire (PPQ) Form for each of the projects.
21 On page 4 of the solicitation, it indicates we are to show a minimum of 5 project examples in Section H of the SF330. Do you mean for us to show this experience in Section F of the SF330 and supplement with additional project experience in Section H that might be older than 5 years?
In the Sources Sought Notice Recent is defined as the past five years, 2015 – 2020.
22 Will the VA consider a registered Project Management Professional in lieu of an engineer or architect for Primary Key Personnel 1.03 – Senior PM and 1.04 – Regional PMs?
No.
