About this file
This is a Request for Quotation (RFQ) for the integration of a Mobile Spray Polyurethane Foam (SPF) Application System into a veteran-furnished trailer. The Department of Veterans Affairs, Veterans Benefits Administration, Lincoln VA Regional Benefit Office, seeks a single fully integrated, operational, and safe mobile SPF application system to support an approved Veteran Readiness and Employment (VR&E) self-employment services plan under 38 U.S.C. Chapter 31. The RFQ is unrestricted, issued September 30, 2026, with quotations due by October 14, 2026 at 8:00 AM PT. The contract is a Firm-Fixed-Price commercial supply with services acquisition under FAR Part 12, with FOB Destination and delivery required within 30 days after Award, Requisition Order (ARO).
The contractor must provide all contractor-furnished equipment, materials, and integration services, including design, layout, procurement, configuration, testing, commissioning, training, and complete documentation. Primary equipment includes a Graco Reactor 3 E-30 proportioner (or equal), Graco T3 transfer pump, ST1 spray gun, ProForce 7.5 HP 3-phase compressor, 30 kW diesel generator, Schulz air dryer, Allegro supplied-air respirator system, scarfer, drum mixer, and vacuum equipment with various accessories and tools. The contractor is responsible for verifying all equipment meets or exceeds current commercial SPF industry standards and must prioritize domestic end products per Buy American requirements, clearly indicating country of origin and manufacturer for each item. Evaluation criteria emphasize Technical (design/layout, safety/regulatory compliance, testing methodology, schedule feasibility) as significantly more important than Price. The solicitation incorporates VAAR 852.215-70 evaluation preferences for Service-Disabled Veteran-Owned Small Businesses (SDVOSB) and Veteran-Owned Small Businesses (VOSB), applying 5.0% and 3.0% price reductions respectively for evaluation purposes only.

The Contractor is responsible for verifying that all installed equipment meets or exceeds current commercial-industry standards for SPF application systems and performs reliably when integrated with the trailer's existing infrastructure. All Contractor-supplied equipment and supplies shall be new.
The Contractor shall make every reasonable effort to furnish items that comply with the Buy American statute, including prioritizing domestic end products and domestic content to the maximum extent practicable. The Contractor shall clearly indicate the country of origin and place of manufacture for each item listed on the price schedule. All representations regarding origin and manufacture must be complete, accurate, and consistent with RFO Part 25.1, 52.225-3, Buy American-Free Trade Agreements-Israeli Trade Act and 52.225-2 – Buy American Certificate.

7.0 SAFE AND CODE-COMPLAINT INTEGRATION
All work shall follow sound engineering practice, manufacturer guidance, and applicable safety and electrical standards, including applicable OSHA requirements (PPE, respiratory protection, electrical safety), NEC/NFPA electrical standards, and manufacturer chemical-handling requirements. Because this trade involves isocyanate-based (SPF) chemistry, high-pressure equipment, an on-board diesel generator, and confined-space work, the Contractor shall ensure that ventilation, respiratory protection staging (Sundström SR-series), fire suppression, eyewash, and first-aid provisions are functionally installed and demonstrates that generator exhaust and fuel storage are integrated safely. Every installed component and the fully assembled System shall be functionally tested and demonstrated to work before acceptance.
8.0 PLACE OF PERFORMANCE AND DELIVERY
The Veteran shall transport the Government-furnished trailer to the Contractor's installation site, located within six hundred (600) miles of Lincoln, NE. All Government-furnished components shall be delivered to that site for installation. The Contractor shall coordinate with the CO/COR regarding scheduling and delivery of the trailer and furnished property. Delivery of the completed end item and the point of inspection and acceptance shall be as established by the CO in the resulting contract.
9.0 PERIOD OF PERFORMANCE
The Contractor shall propose a milestone schedule tied to design, procurement, installation, testing/commissioning, and training. Total performance shall not exceed thirty (30) calendar days after delivery of the trailer to the installation site, unless otherwise approved in writing by the CO.
10.0 INSPECTION, ACCEPTANCE, AND QUALITY ASSURANCE
Following installation, inspection and acceptance of the end item shall include hands-on training to ensure the Veteran is independently able to start up, operate, adjust, perform basic-level troubleshooting and routine maintenance on the complete System. The Veteran shall receive all available manuals, technical specifications, start-up guides, and supporting documentation matching the System's final "as-built" configuration.
Final acceptance and payment shall occur only after the Contractor delivers the fully integrated end item, provides a full operational demonstration with training, and delivers all required documentation meeting the established acceptance criteria.
10.1 Deliverable Requirements:
To ensure the Government receives a fully functional, compliant, and operational System, the Contractor shall provide all deliverables identified in this section to validate that the System performs as proposed, is installed and configured correctly, and that the end user is fully prepared to operate and maintain the equipment in a safe and productive manner.
a. Verified Performance Test Results The Contractor shall furnish documented and validated performance test results for each individual component as well as for the fully assembled System. These results must confirm that all equipment meets or exceeds the technical specifications and verify that all subsystems function cohesively, safely, and in accordance with contractual requirements.
b. Training Verification The Contractor shall provide written verification confirming that the Veteran has received thorough hands-on training covering the operation, routine maintenance, and basic troubleshooting of all installed equipment. This verification ensures the end user is fully capable of using the System as intended.
c. As-Built Documentation Package The Contractor shall deliver a complete as-built documentation package that reflects the final installed configuration. This package must include manuals, specifications, start-up guides, and all other supporting technical documentation necessary for proper operation, maintenance, and future reference.
d. Warranty and Post-Delivery Support Consistent with the commercial warranty provisions, the Contractor shall provide a workmanship warranty on its integration labor and shall pass through or register all applicable manufacturer warranties on Contractor-supplied components. The Contractor shall provide a defined point of contact for post-delivery questions during the warranty period.
11.0 CHANGES
Any changes to this requirement shall be authorized and approved only through a written contractual modification executed by the Contracting Officer. The Contractor shall not act upon any verbal direction or instruction that would constitute a change to the contract terms and conditions. Any costs incurred as a result of unauthorized direction shall be borne solely by the Contractor.

The Contractor shall not be required to comply with the cost accounting standards or contract cost principles for this purpose. This paragraph does not give the Government any right to audit the Contractor's records. The Contractor shall not be paid for any work performed or costs incurred which reasonably could have been avoided.
(m) Termination for cause. The Government may terminate this contract, or any part hereof, for cause in the event of any default by the Contractor, or if the Contractor fails to comply with any contract terms and conditions, or fails to provide the Government, upon request, with adequate assurances of future performance. In the event of termination for cause, the Government shall not be liable to the Contractor for any amount for supplies or services not accepted, and the Contractor shall be liable to the Government for any and all rights and remedies provided by law. If it is determined that the Government improperly terminated this contract for default, such termination shall be deemed a termination for convenience.

(i) Any such clause is unenforceable against the Government.
(ii) Neither the Government nor any Government-authorized end user shall be deemed to have agreed to such clause by virtue of it appearing in the EULA, TOS, or similar legal instrument or agreement. If the EULA, TOS, or similar legal instrument or agreement is invoked through an “I agree” click box or other comparable mechanism (e.g., “click-wrap” or “browse-wrap” agreements), execution does not bind the Government or any Government authorized end user to such clause.

(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form.
