About this file

This is an Amendment to a Request for Quotation (RFQ) issued by the Department of Veterans Affairs, Office of Acquisition, Logistics and Construction. The amendment extends the quotation submission deadline to 5:00 PM EDT on September 16, 2026, provides answers to 28 submitted questions, and includes a revised Parts List that supersedes the original attachment. Quotations must be emailed to robert.mulheran@va.gov with "36C10D26Q0188" in the subject line and must include a signed copy of the amendment, completed revised parts list, and all supporting documentation.

The solicitation is a competitive small business set-aside under NAICS 333991 for 55 line items of power-driven tools and equipment procured for a Veteran enrolled in the Veterans Readiness and Employment (VRE) program, with delivery to a residential address in Dewittville, New York within 60 days after order. Key products include DeWalt power tools (cordless drills, drywall screw guns, impact drivers, batteries, and work lights), a Generac 8,000-watt portable generator, a pressure washer, and a BeamBox work light. All shipping and freight costs must be included in unit prices. The Buy American provision (FAR 52.225-1/52.225-2) applies; only items manufactured in America will be found compliant, and offerors must identify any foreign end products on the Buy American Certificate. The Nonmanufacturer Rule does not apply. Only offerors quoting all 55 line items will be considered for award. Several part numbers and descriptions were clarified or corrected in the amendment, including changes to DeWalt part numbers, the Generac generator model, and the BeamBox work light specifications.

RFQ 36C10D26Q0188 Questions and Answers Question 1: Please confirm the required method for submitting quotations. Should the signed SF1449, completed Attachment D.1, and supporting technical documentation be emailed directly to robert.mulheran@va.gov, or submitted through another system or address?

Answer 1: Quotation is to be emailed to robert.mulheran@va.gov by the stated deadline.

Question 2: Several listed manufacturer part numbers or descriptions appear incomplete or potentially inconsistent, including DCS334, DCE530, DCF 6202, and DCL077B. For an exact-match offer, should the manufacturer part number control when the description differs from the manufacturer’s published specifications?

Answer 2: See updated Parts List (D.1-Supply Parts List-36C10D26Q0188-Revision 1.xlsx. The updated cells are highlighted in ORANGE.

Line Item 15: Manufacturer’s Part Number changed FROM “DCS334” TO “DCS334P1”.

Line Item 34: Manufacturer’s Part Number changed FROM “DCE530” TO “DCE530P1”.

Line Item 35: Description (Functional Characteristics) updated TO “12V/20V MAX* COMPACT TASK LIGHT (TOOL ONLY)”.

Line Item 49: Manufacturer’s Part Number changed FROM “DCF 6202” TO “DCF6202”.

An “exact-match” offer is when the offered item’s Manufacturer’s Name and Part Number match the noted line item’s Manufacturer’s Name and Part Number.

Question 3: Please confirm whether the Nonmanufacturer Rule applies to this total small business set-aside and whether any class or individual waiver applies.

Answer 3: The Nonmanufacturer Rule (NMR) DOES NOT apply to this action. Since the NMR does not apply, the question related to waivers is N/A.

Question 4: For freight pricing, may offerors calculate delivery based on Dewittville, NY 14728-9618, residential delivery without a loading dock, with the complete address to be provided after award?

Answer 4: Yes.

Question 5: Please confirm the official quotation submission deadline, time zone, and required submission method.

Answer 5: As shown within this amendment, the official quotation submission deadline is extended to 5PM EDT, 09-16-2026. See Question 1 for required submission method.

Question 6: Please provide the complete delivery address, delivery contact, and any delivery appointment or access instructions for the residential delivery location in Dewittville, NY 14728.

Answer 6: The complete address is a Veteran’s Residence and is thus PII (Personally Identifiable Information). We can not add PII to the RFQ/Contract, and thus the complete delivery address will be given via separate correspondence after contract award. Please use the provided City, State and Zip Code, along with the notes about it being a Residential Address, to estimate any shipping costs.

Question 7: Please confirm whether the following duplicate or repeated line items are intentional and should be priced as separate line items and quantities:

- Line items 36 and 46: DEWALT DCB612 battery, quantity 2 each.

- Line items 18 and 48: DEWALT DCF620B drywall screw gun, quantity 1 each.

Answer 7: All four line items are required. See updated Parts List (D.1-Supply Parts List-36C10D26Q0188-Revision 1.xlsx. The updated cells are highlighted in ORANGE.

Line Items 18 & 48: Manufacturer’s Part Number changed FROM “DCF620B” TO “DCF630D2”.

Question 8: Please confirm the correct manufacturer part number and required specifications for the Generac 8,000-watt portable generator listed as H-12045.

Answer 8: See updated Parts List (D.1-Supply Parts List-36C10D26Q0188-Revision 1.xlsx. The updated cells are highlighted in ORANGE.

Line Item 2: Manufacturer’s Part Number changed FROM “H-12045” TO “G0089290”.

Question 9: Please confirm whether all quoted products must comply with the Buy American provision in FAR 52.225-1/52.225-2, or whether any Trade Agreements Act treatment applies to this acquisition.

Answer 9: Clause 52.225-1 and Provision 52.225-2 are included in this RFQ and must be complied with. Due to the dollar value, the Trade Agreements Act DOES NOT apply to this requirement.

Question 10: Please confirm whether country-of-origin information, manufacturer documentation, or domestic-content documentation is required for every line item or only for items identified as foreign end products.

Answer 10: Any quoted Foreign End Items must be noted within Provision 52.225-2 (BUY AMERICAN CERTIFICATE). Only quoted Substitutes require the submission of Manufacturer Specification Sheets to facilitate a Technical Acceptance review.

Question 11: Please confirm whether the Government will accept one consolidated delivery or whether partial deliveries are permitted.

Answer 11: Partial shipments are acceptable.

Question 12: Please confirm whether shipping, residential delivery, liftgate service, inside delivery, or other delivery charges should be included in the line-item prices or shown separately.

Answer 12: All Shipping/Freight costs should be built into the Unit Prices of the 55 Line items.

Question 13: Please confirm whether equivalent products from manufacturers other than the listed brand may be quoted when the exact model is unavailable, provided that technical documentation demonstrates equal or better function and quality.

Answer 13: Any Substitutes can be from any manufacturer as long as they comply with all other Clauses, etc. Example: RFO 52.225-1 (BUY AMERICAN-SUPPLIES [DEVIATION]). RFO-Revolutionary FAR Overhaul; FAR-Federal Acquisition Regulation.

Question 14: Small-business reseller / nonmanufacturer treatment The solicitation includes 52.219-6 (total small-business set-aside), but we did not locate 52.219-33 in the package. XXXXXXXX is a small business and would be reselling commercially available products manufactured by multiple firms, including large manufacturers. Please confirm whether the nonmanufacturer rule applies to this acquisition and, if so, what manufacturer-size/end-item or waiver requirements the VA expects offerors to satisfy.

Answer 14: See Question 3.

Question 15: Buy American / country of origin Section E requires the Buy American Certificate and warns that leaving the certificate blank will be treated as certification that all offered items are domestic end products. Because this is a 55-line commercial package, please confirm whether offerors may identify foreign end products line-by-line in the certificate and remain eligible for award subject to the applicable evaluation rules. Please also confirm whether the VA expects country-of-origin support for every exact-match item with the quotation or only the completed certificate/manufacturer information unless requested later.

Answer 15: Though the 55-Line Items show a desired Manufacturer (MFR) and MFR Part Number, the Country of Origin for these items is unknown. RFO 52.225-1 (BUY AMERICAN-SUPPLIES) applies to this requirement. Therefore, only those items Made In America will be found to be compliant with the RFQ and will be reviewed.

Question 16: Conflicts between listed part numbers and descriptions Several D.1 entries appear potentially inconsistent with current manufacturer catalog descriptions. Examples include:

- Item 0002: GENERAC H-12045 described as an 8000-watt portable generator;

- Item 0037: DEWALT DCB200-4 described as a 20V MAX 3Ah battery (4-pack);

- Item 0035: DEWALT DCL077B accompanied by a description referencing a 90W/5400 - lumen light with USB-C;

- Item 0049: DEWALT 'DCF 6202' formatting/part-number entry.

For purposes of an 'Exact Match' rating, does the manufacturer/part number listed in D.1 control, or must the offered item also match every descriptive characteristic when the two conflict? If a listed part number has been superseded/discontinued or is not a current manufacturer number, may a current successor be offered as brandname-or-equal with technical documentation?

Answer 16: See updated Parts List (D.1-Supply Parts List-36C10D26Q0188-Revision 1.xlsx. The updated cells are highlighted in ORANGE.

Line Item 0002: See Question 8.

Line Item 0035: Description update TO “12V/20V MAX* COMPACT TASK LIGHT (TOOL ONLY)”.

Line Item 0037: The noted Manufacturer’s Part Number is valid but may be discontinued. If not available, an equivalent substitute should be the equivalent of four (4) 20V MAX* 3AH BATTERIES.

Line Item 0049: See Question 2.

An “exact-match” offer is when the offered item’s Manufacturer’s Name and Part Number match the noted line item’s Manufacturer’s Name and Part Number.

Any superseded items from a discontinued item shall be considered a Substitute and associated technical documentation should be submitted.

Question 17: Quote submission method Please confirm the exact electronic submission address for quotations. We understand the final package must include the signed solicitation/SF1449, completed price schedule, completed D.1 spreadsheet for all 55 lines, Buy American information, and technical documentation for any substitute items. Please confirm whether robert.mulheran@va.gov is also the quotation-submission address and whether there is a required email subject line or file-naming convention.

Answer 17: All quote documents are to be emailed to robert.mulheran@va.gov. Include “36C10D26Q0188” within the subject line.

Question 18: Delivery The solicitation states the full residential delivery address will be provided after award, identifies Dewittville, NY 14728-9618, and requires delivery within 60 days ARO. Please confirm whether residential/liftgate delivery to the driveway near the garage door satisfies the delivery requirement and whether there are any maximum pallet dimensions/weights or carrier appointment requirements that should be priced now.

Answer 18: No limitations on dimensions or weight; residential/liftgate delivery to the driveway near garage door is acceptable.

Question 19: Please confirm whether the items in the Supply Parts List are brand-name-or-equal, whether manufacturer/dealer authorization is required, and whether all line items must be quoted as a single complete package. Please also confirm the final delivery date to Dewittville, New York and the required quotation submission method.

Answer 19: The 55 Line Items are all Brandname or Equal and thus the noted MFR and MFR Part Numbers are not mandated. As noted in the RFQ, Only those Offers quoting all 55 Line Items will be considered for award. The noted delivery date in the RFQ is 60 Days ARO. See Question 17 for quotation submission method.

Question 20: Line Item 35 – DeWalt DCL077B The description states: “CORDLESS LED WORK LIGHT FOR DEWALT 20V BATTERY, 90W 5400LM LED WIDE BEAM FLOOD LIGHT WITH TWO USB C.”

However, the DeWalt DCL077B is listed by the manufacturer as a 12V/20V MAX compact task light rated at 2,000 lumens. We have not been able to identify a genuine DeWalt product matching the 5,400-lumen, 90W, two-USB-C description.

Could you please confirm which should govern our quote—the manufacturer model number (DCL077B) as listed, or the written description? If the description is intended to govern, could you confirm whether the 5,400-lumen specification is a typo?

Answer 20: See Question 2.

Question 21: Line Items 18 & 48 and 36 & 46 The DeWalt DCF620B drywall screw gun appears on both Line Items 18 and 48, while the DeWalt DCB612 FLEXVOLT 12.0-Ah battery appears on both Line Items 36 and 46. Since the RFQ states that only offers quoting all 55 line items will be considered, could you please confirm that these repeated items are intentional and should be quoted and delivered as separate line items, rather than being duplicated in the spreadsheet?

Answer 21: See question 7.

Question 22: Line Item 2 – Generac H-12045 The manufacturer is listed as Generac, with part number “H-12045.” We have not been able to match this number to a Generac part number. It appears to be a Uline catalog number, as Uline SKU H-12045 identifies a Generac portable generator rated at 8,000 watts, which is consistent with the line description: “GAS POWERED 8000/WATT PORTABLE GENERAC GENERATOR.”

Because the RFQ requires offerors to provide the Manufacturer and Manufacturer Part Number for each quoted line item, could you please confirm the intended product and the correct Generac part number for this line?

Answer 22: See question 8.

Question 23: We noticed Line 36 and Line 46 are requesting the exact same product. Can you advise please if this is intentional to have the line items packed & identified separately for receipt?

Answer 23: See Question 7.

Question 24: Confirmation as well if Freight can be included as a separate line item or if you prefer them baked within the unit costs is greatly appreciated as well.

Answer 24: See Question 12.

Question 25: Reference: Attachment D.1, Supply Parts List, Items 18, 36, 46 and 48.

Two manufacturer part numbers appear twice on the parts list: DEWALT DCB612 (FlexVolt 20V/60V MAX 12.0-Ah battery) at Item 36, quantity 2, and again at Item 46, quantity 2; and DEWALT DCF620B (20V MAX XR brushless drywall screwgun) at Item 18, quantity 1, and again at Item 48, quantity 1.

Question: Are these intentional separate line items, or should the quantities be consolidated? Absent direction, we will price each line exactly as the schedule is written.

Answer 25: See Question 7.

Question 26: Reference: SF1449, Block 15 (Deliver To); FOB Destination.

Block 15 was not populated in the posted solicitation. The requirement includes an 8,000 W generator and a 4,000 PSI pressure washer, so transportation cost is material to our price.

Question: Please confirm the ship-to address, or confirm that it will be provided at award and that freight may be quoted to the contract administration address in the interim.

Answer 26: See Question 6 and Question 24.

Question 27: Reference: FAR 52.225-2, Buy American Certificate.

Our sourcing review indicates the DEWALT part numbers specified in Attachment D.1 are manufactured principally in Mexico and China, with additional items originating in Vietnam, Malaysia, South Korea, Indonesia and France. We have identified no domestic end product for the great majority of the specified items, and will complete the certificate accordingly, listing each foreign end product by line.

Question: How does the Government intend to evaluate the Buy American certificate for this requirement, given that the brand-name items specified do not appear to be available as domestic end products?

Answer 27: See Question 15.

Question 28: Reference: Attachment D.1, Supply Parts List, Item 55.

Item 55 cites BeamBox part number XM714-14 and describes a 28,000-lumen, 110-volt work light with four adjustable heads, a foldable tripod stand and a 16.5-foot cord. BeamBox XM714-14 is a three-head unit rated at approximately 21,000 lumens. The characteristics stated in the schedule correspond to BeamBox XLL722-9, a fourhead unit of the same manufacturer rated at 28,000 lumens or higher, with a foldable tripod stand and a 16.5-foot cord. The stated part number and the stated description do not appear to describe the same product.

Question: Does the stated part number or the stated description govern this line? Absent direction, we will offer the BeamBox XLL722-9 as meeting the stated salient characteristics.

Answer 28: See updated Parts List (D.1-Supply Parts List-36C10D26Q0188-Revision 1.xlsx. The updated cells are highlighted in ORANGE.

Line Item 55: Manufacturer’s Part Number changed FROM “XM714-14” TO “XLL722-9”. Line Item Description updated to match new Part Number.

See attached document: D.1-Supply Parts List-36C10D26Q0188-Revision 1.
