About this file

This document is a Request for Information (RFI) responses file containing 58 questions and answers related to a Physical Access Control System (PACS) preventive maintenance solicitation for the VA VBA Winston-Salem Regional Office (Solicitation #36C10D26Q0173).

The Government operates a Lenel OnGuard 8.2 PACS system hosted on-premises at the 5th floor PIV office, controlling 40 doors/openings across the facility with control panels located on the 1st, 4th, and 7th floors and PIV readers on all floors. The system interfaces with PIV certificate management and identity management solutions but operates as a closed, stand-alone system with no connections to alarm monitoring or video management systems. The system includes Genetec CloudLink G2 gateways used solely for PIV PACS integration. The contractor must provide preventive maintenance including firmware updates for controllers, readers, and gateways, software patching, battery replacement for degraded units, and corrective repair labor—all included within the fixed annual price. Emergency services are limited to normal business hours (no after-hours, weekends, or federal holidays) with eight-hour response initiation requiring on-site corrective measures when necessary, supported by remote access via hotspot when feasible. Up to six emergency service calls annually are included in the fixed price and must encompass intake, mobilization, inspection, diagnosis, and repair/fix. Additional services beyond contract scope require Contracting Officer or Contracting Officer's Representative approval. The contractor must provide Lenel software licensing, maintain a Lenel-authorized credentialed license for the project manager and software updates, and may utilize qualified subcontractors subject to Government approval. Two controlled power outage tests are included in the preventive maintenance price. The Government will provide as-builts, system architecture diagrams, and historical service data upon request.
