Questions Received & Corresponding Answers

RFQ 36C10D26Q0161

Parking Lot 17 Paving – Togus VARO

The following questions have been received regarded Solicitation 36C10D26Q0103 for Parking Lot Paving on behalf of the Togus VA Regional Office. Please see below for list of questions received and their corresponding answers. Questions are listed in Blue Text while corresponding Answers are listed in Red Text.

Question #1 The SOW states that Maine DOT Divisions 300 and 400 are attached, but they are not listed in Solicitation Section D and were not among the files provided for review. The VA technical sections also reference multiple unprovided sections, including 01 00 00, 01 33 23, 01 45 29, 01 57 19, 01 81 13, 02 41 00, 09 06 00, 31 23 19, 31 23 23.33, and 32 90 00. Please issue MaineDOT Divisions 300 and 400 and every specification section incorporated into this project, or provide a definitive list of applicable requirements and confirm that unissued referenced sections are not contract requirements.

Answer #1: Maine Dot Divisions 300 and 400 are attached to this Solicitation Amendment. Updated Scope of Work has been attached to this Solicitation Amendment which contains link to VA Technical Sections under “1. GENERAL INTENT”. Direct link is as follows: https://vatilms.va.gov/vatilms/reports/PG-18-1.

Question # 2The SOW calls for removal of an existing temporary gravel lot and geotextile, while the aerial image appears to show a vegetated area. No thickness, material type, or quantity is stated. Please confirm the current surface condition throughout the proposed footprint and provide the approximate thickness, material type, and quantity of existing gravel, geotextile, topsoil, vegetation, and other materials to be removed. Confirm whether removed aggregate may be reused or must be disposed off site.
Answer #2:Current surface is temporary gravel lot. Thickness varies, a target depth of 8" of Type A gravel was over woven geotextile. Depth has not been verified. Subgrade was not smooth or leveled. Geotextile was laid over lawn. No loam was stripped. All material excavated must be removed from site and may not be reused.
Question #3:Please define the contractor's design scope and required deliverables, including survey, geotechnical evaluation, civil plans, drainage calculations, pavement design, specifications, cost information, and record documents. Identify required Maine professional seals, submission stages, VA review durations, and the approval required before construction may begin.
Answer #3:Contractor’s design limited to survey of existing available space to confirm layout and grade, and any runoff/stormwater management requirement to satisfy NEPA. VA has 21 days to review all submittals.
Question #4:Please provide the required number and configuration of standard, van-accessible, and other designated spaces.
Answer #4:Current configuration fits 51 vehicles, no van access or other designations required. Contractor to confirm optimal layout for available space.
Question #5:No proposed elevations, slopes, drainage outlet, runoff criteria, or stormwater system is shown, although the new impervious area must be graded without ponding. Please confirm whether catch basins, piping, underdrains, ditches, culverts, detention, infiltration, or other stormwater improvements are to be included.
Answer #5:Existing grade slopes significantly towards Greely Stream. While no addition sloping is necessary for drainage, run of mitigation should be considered in design.
Question #6:No utility survey or record plan is provided, although excavation may encounter campus utilities and the master earthwork specification includes protection and utility work. Please provide available utility records and identify known active, abandoned, and private campus utilities within and adjacent to the work.
Answer #6:Utility Records have been attached to this amendment.

Question #7: The earthwork section contains contaminated-soil segregation and disposal requirements, but no environmental site information, baseline testing, waste characterization, or bid allowance is provided. Please provide known environmental reports and soil/waste characterization. Confirm that testing, handling, transport, and disposal of previously unknown contaminated soil or hazardous material will be treated as a differing site condition

Answer #7: No known environment site testing has been conducted. There are no anticipated hazards.

Question #8: The SOW also jumps from Section 2 directly to Section 13. Please confirm SOW Sections 3 through 12 were intentionally omitted. Please issue any missing page(s) or sections, or expressly confirm that no scope or requirements are missing.

Answer #8: This is a numbering error, no additional sections exist. A corrected Scope of Work with correct numbering has been attached to this Solicitation Amendment.

Question #9: The asphalt specification contains seal-coat requirements, including two spray-applied coats if applied within one year, but the SOW does not list seal coating and the 120-day period cannot accommodate a one-year cure. Please confirm whether seal coating of the new pavement is required.

Answer #9: No seal coating is required.

Question #10: Please confirm whether the controlling period is 120 calendar days after the actual NTP or the fixed August 17-December 15 dates found in Solicitation B.1-B.2. Identify the anticipated award and NTP dates and confirm that delayed award/NTP will move the completion date by the same number of days.

Answer #10: Period of Performance is the controlling period. Period of Performance begins after Notice to Proceed is issued, which will occur after initial award of contract. Calendar days in final award will be adjusted to reflect Period of Performance.

Question #11: The project requires design, environmental documentation, site investigation, submittals, credentialing, construction, a 14-day pavement cure before striping, punch list, and record drawings due 30 days after acceptance. Please confirm which preconstruction, design-review, environmental-approval, badging, material-procurement, 14-day curing, punch-list, and closeout activities must occur within the 120 days. State whether Government review time and the 30-day post-acceptance record-drawing period are included or extend the completion date.

Answer #11: VA find 120 days is a sufficient time period to complete this project. If inclement weather causes significant delays Contracting Officer may issue modifications for adjustment.

Question #12: HMA cannot be placed below 50 degrees F or during unsuitable weather, marking also requires 50 degrees F minimum, the period extends into December in Maine, and liquidated damages are $636.29 per calendar day. Please define the bid schedule assumption and extension procedure when specification-compliant paving or striping weather is unavailable. Confirm that documented adverse weather and Government-caused review/approval delays extend the completion date and suspend liquidated damages, and state whether spring 2027 completion will be authorized if necessary.

Answer #12: The 120 day Period of Performance is for the entire contract. The VA finds it is realistic to complete paving and stripping prior to December, based on current estimated award date. In the event of weather-caused significant delays, the Contracting Officer may issue modifications for adjustment. Excusable delays outside the control of the Contractor may be considered.

Question #13: Section 7.3.1 requires Volume 1 to include recent and relevant experience information for a minimum of one contract demonstrating asphalt paving and minor earthwork. Section 7.3.2 separately requires Volume 2 to include a narrative for one recent and relevant project that correlates with one Past Performance Questionnaire.

Can the Government please confirm whether the project presented in Volume 1, Technical Information, must be the same project presented in Volume 2, Past Performance, or whether an Offeror may submit one recent and relevant project in Volume 1 to demonstrate the required technical experience and a different recent and relevant project in Volume 2, provided that the Volume 2 narrative corresponds to the single PPQ submitted directly by the evaluator.

Answer #13: Yes, the project submitted by the vendor for Volume 1 may also be the same project submitted by the vendor for Volume 2.
