Will VA definitively award one IDIQ per district assuming sufficient qualified SDVOSB offers, or could awards be consolidated across districts?Yes, there will be one IDIQ award for each district.
Please confirm the specific DSBS “Government Certifications” screens VA will use to validate SDVOSB status at submission and award, and whether SAM must concurrently reflect SDVOSB status.To be eligible for award, a vendor must be listed as SDVOSB certified in the SBA certification database (under Government Certifications) found at the Dynamic Small Business Search website: https://dsbs.sba.gov/search/dsp_dsbs.cfm at the time of proposal submittal and at the time of award, to be considered for award. A SAM UEI number search will be utilized on the DSBS page to display each vendors information. A search of SAM utilizing each vendor's SAM UEI number should reflect your companies small business status for the NAICS 624310.
Please confirm the $25,000 minimum guarantee per awardee applies per district IDIQ and the $9,000,000 maximum aggregate value per awardee is over the full contract term for that district.Yes, the $25,000.00 minimum applies per district IDIQ. The maximum aggregate value of all task orders is $9,000,000.00 per district IDIQ.
Regarding referrals and deliverable acceptance: which Government role formally accepts deliverables for invoice timing, and can referrals be canceled mid‑performance without compensation? What documentation is required to avoid forfeiture when issues are outside contractor control?Formal acceptance of deliverables for invoicing purposes is performed by the Contracting Officer’s Representative (COR) at the Task Order (TO) level, in accordance with the contract and VA procedures. Acceptance triggers the invoicing timeline as specified in the solicitation. Referrals may be canceled or closed by the Government when circumstances warrant (e.g., Veteran withdrawal, ineligibility, or administrative reasons). Compensation is governed by the terms of the contract and is based on accepted deliverables. Work not accepted is not payable. When issues affecting performance are outside the Contractor’s control, the Contractor must document such circumstances in writing and notify the COR in a timely manner. Supporting documentation may include VA correspondence, Veteran communications, or other records demonstrating attempted performance and the reason services could not be completed. The COR will review the documentation to determine appropriate disposition in accordance with contract terms.
Please reconcile deliverable timelines—PDP/assessment reports due within 30 days of initial or each session—so we can set compliant internal SLAs.The 30-day submission timeline applies to the initial assessment deliverables (including the initial PDP and applicable assessment reports) and is calculated from the date of the initial counseling session. Subsequent counseling sessions do not reset the 30-day deadline for the initial assessment deliverables. For any additional counseling sessions conducted after the initial session, Contractors are required to submit a Counseling Session Service Report for each session in accordance with the PWS timelines applicable to those reports. Updated PDPs or assessment reports are required only when specifically directed by VA.
For virtual counseling, is telehealth the default accepted mode post‑award, and do district geographic radius constraints apply to virtual sessions?No. Telehealth/virtual counseling is not the default mode of service delivery post-award. In accordance with Section 4.0 of the PWS, in-person counseling is the primary delivery method, and virtual counseling may be used only when authorized by VA and agreed to by the Veteran, on a case-by-case basis. When virtual counseling is approved, district geographic radius constraints do not apply in the same manner as for in-person services; however, Contractors must still ensure coverage capability within the designated Districts and comply with all PWS requirements, including VA privacy, security, and data protection standards.
Please confirm Program Manager and all Counselors are key personnel at award, and whether named resources on the 180 day org chart require CO approval for any substitution.Yes, Program Manager and Counselors are considered Key Personel. The 180 day org chart does not require CO approval.
For NACI (Tier 1) investigations and reciprocity, please provide typical per‑person cost, processing timelines, and acceptable evidence for reciprocity to reduce charges.The Government does not establish or guarantee specific per-person costs or processing timelines for NACI (Tier 1) background investigations, as costs and processing times are determined by the Office of Personnel Management (OPM) and/or the VA Security and Investigations Center (SIC) at the time the investigation is initiated. Processing timelines may vary based on completeness of submission, fingerprint results, and current workload. Reciprocity may be considered when an individual has a current, favorable background investigation that meets or exceeds the required Tier 1 level. Acceptable evidence for reciprocity generally includes documentation of a previously completed investigation adjudicated by OPM or an approved federal investigative authority, such as a Certificate of Investigation or equivalent verification, subject to validation by VA security officials. Acceptance of reciprocity is determined by VA and is not guaranteed. Contractors remain responsible for all costs associated with background investigations and reciprocals in accordance with Section 12.0 of the PWS.
For supply‑chain prohibitions (FASCSA orders, Section 889, TikTok/ByteDance, Kaspersky, American Security Drone Act), please confirm proposal‑stage reasonable inquiry (self‑attestation) is sufficient and outline any expected order‑level review cadence beyond SAM checks every three months.Yes. Proposal-stage reasonable inquiry and self-attestation in accordance with applicable FAR and solicitation requirements (including Section 889) is sufficient. Offerors are required to represent compliance through SAM.gov and applicable certifications at the time of proposal submission. At the order or task order level, the Government may conduct periodic compliance reviews as necessary, which may include verification of representations, review of Contractor disclosures, or requests for updated attestations. Beyond SAM.gov checks, which are typically reviewed on a quarterly basis, no additional routine cadence is prescribed; however, Contractors are expected to continuously monitor compliance with applicable supply-chain prohibitions and promptly notify the Government of any changes or identified noncompliance during contract performance.
Price proposal: Please indicate whether VA expects minimum staffing baselines per CLIN/district; whether fully burdened rates remain fixed through option years or may escalate; and confirm rounding rules beyond two decimals.The Government does not have minimum staffing guidelines. It is up to the vendor to determine proper staffing needs to provide services IAW the PWS. It is up to the vendor submitting the proposal to determine the fully burdened rates for the base and option years. Sumitted pricing in proposals, listed on Price/Cost Schedules, for each CLIN, should not go beyond two decimals.
Data reporting: Which KPI and analytics reports are mandatory vs. illustrative, preferred formats, and whether a Government‑furnished case management system will be provided.The mandatory reporting requirements under this contract are limited to the deliverables identified in the PWS, including the Personalized Development Plan (PDP) and associated reports outlined in Sections 7.0, 7.2, and Attachment A. These deliverables serve as the primary performance and outcome documentation for the program. The Government may require additional KPI or analytics reporting beyond those specified in the PWS as necessary during the period of performance, and such requirements will be communicated to the Contractor in advance. Preferred formats for required deliverables are as defined in Attachment A and must be submitted electronically in accordance with Section 8.0 of the PWS. Illustrative or internal management metrics may be used by the Contractor for quality control purposes but are not required to be submitted to the Government unless specifically requested. The Government will not provide a Government-furnished case management system. Contractors are responsible for maintaining their own systems to manage cases and reporting, provided such systems comply with VA privacy, information security, and data protection requirements.
Invoicing: Please confirm which Government role records “acceptance” to start the 30‑business‑day invoice window and whether acceptance is tracked at referral or TO level.Acceptance of deliverables for purposes of invoicing is recorded by the Government at the Task Order (TO) level, not at the individual referral level. The Contracting Officer’s Representative (COR) is responsible for reviewing deliverables and documenting acceptance in accordance with the contract and applicable VA procedures. The 30-business-day invoicing period begins upon Government acceptance of the applicable deliverables at the TO level.
It is my understanding that the offeror must include the following documentation as part of its technical proposal when initially submitting a bid in response to the solicitation: Resumes, Copies of Transcripts and all Relevant License/Certifications, written verification of availability. Is that corret?Yes. In accordance with Section 10.1 of the PWS, Offerors are required to include, as part of their technical proposal, résumés for proposed key personnel, copies of transcripts and all relevant licenses and/or certifications, and written verification that proposed key personnel are current employees of the Offeror or supported by a commitment letter demonstrating availability. These materials are required to support the Government’s evaluation of the Offeror’s ability to meet key personnel qualification requirements.
Does the Government intend for offerors to submit resume summaries and Letters of Commitment for all proposed counselors at the time of proposal submission, or only for a limited set of key management personnel?Required Key Personnel information should be submitted for all Key Personnel that a Vendor plans to have work on the contract and provide services. But, per the solicitation, Key Personnel added after proposal submittal, information should be submitted within 10 calendar days of contract award date.
Would the Government please provide historic staffing levels and labor categories utilized for each of the four PCPG IDIQ districts to assist offerors in developing realistic staffing and pricing models?The Government does not provide historical staffing levels, labor categories, or district-specific staffing models for the PCPG IDIQ contracts. Staffing structures, labor categories, and labor hour allocations are determined by each Contractor based on its proposed technical approach, referral volume, geographic coverage requirements, and operational model, consistent with the requirements of the PWS. No guaranteed workload, staffing level, or labor mix is established under this contract. Offerors are expected to develop independent, scalable staffing and pricing models that meet PWS requirements and can adapt to fluctuations in Veteran demand across Districts.
Is subcontractor past performance submitted IN ADDITION to 3 Prime contract references? How many subcontractor past performances are permitted?Only three past performance's should be submitted. Subcontractors past performance are not in addition to the three Prime past performances. They would be combined to total three.
Would the Government consider amending this requirement to allow offerors to submit a comprehensive staffing plan and provide resume information only for the Program Manager and other limited key management personnel?No, the Government must evaluate a Vendor's proposed Counseling staff.
PWS 4.0 Place of Performance - Will the Government allow bidders to propose a fully virtual solution, in one or all district cities, for this opportunity or will the Government require face-to-face services be provided along with the solution proposed?The Government will not accept a fully virtual solution for this opportunity. In accordance with Section 4.0 of the PWS, Contractors are required to maintain the capability to provide in-person, face-to-face counseling services within the designated District locations. Virtual counseling may be approved by VA on a case-by-case basis and only when agreeable to the Veteran; however, it is intended as a supplemental delivery method and does not replace the requirement to provide in-person counseling services.
Would the Government please clarify the applicable resume length requirements?Resumes should not exceed two pages, per personnel.
Will an additional Labor Mix and Level of Effort Sheet be required for each IDIQ District, or would the government prefer that only one matrix be completed to cover up to all four District Schedule of Supplies/Services?A Labor Mix and Level of Effort is required for each District you are proposing.
PWS 11.0 Referrals & Solicitation Page 5 Section 7.3 – PWS States: “Ensure all documents released by Contractors back to VA contain the Veteran’s name and only the last four digits of the SSN.” However, the Solicitation States: “All deliverable items shall be identified with the appropriate contract number, TO number, brief item description, and designated Government point of contact(s) but shall not include any visible Servicemember, Veteran or Dependent personally identifiable information (PII).” Please clarify if reports are or are not to include PII when contractors produce deliverables.Deliverables submitted to VA as part of case-specific counseling services may include limited Veteran identifiers as required by the PWS, specifically the Veteran’s name and only the last four digits of the SSN, and must be transmitted in an encrypted manner in accordance with VA privacy and security requirements. The Solicitation language regarding the exclusion of personally identifiable information applies to non–case-specific deliverables, administrative documents, and general contract submissions (e.g., invoices, schedules, reports not tied to an individual Veteran). Such deliverables must not include visible Servicemember, Veteran, or Dependent PII and must be identified only by contract and task order information as specified.
PWS Sections 7.0 and 7.2 contain differing requirements for PDP delivery timing. Some sections state the Veteran shall receive a working copy of the PDP at the conclusion of each counseling session, while others state it shall be provided via email within 24 hours. Would the Government please clarify the required delivery timeline?The intent of the PWS is that the Veteran receive a working copy of the Personalized Development Plan (PDP) at the conclusion of each counseling session whenever practicable. If immediate delivery at the conclusion of the session is not feasible, the Contractor shall provide the working copy of the PDP to the Veteran via email within 24 hours after the session. This approach satisfies the requirements of Sections 7.0 and 7.2 and ensures timely Veteran access to the PDP.
Additionally, the Education Report is referenced as due “after initial counseling session” in some sections and “after counseling session” in others. Is the Education Report required only after the initial session or after subsequent sessions as well?The Education Service Report (PDP, Section 3) is required after the initial counseling session in accordance with Sections 7.2.3 and 8.0 of the PWS. Subsequent counseling sessions, if conducted, require submission of a Counseling Session Service Report (PDP, Section 4) for each additional session. An updated Education Service Report is not required after subsequent sessions unless specifically directed by VA.
Is there an incumbent contractor? If so, what is the expected transition process and timeline?Yes, there is an incumbent contractor, The Consolidated Rehab Group, Inc. The awardees of the new IDIQs are expected to start providing services on 04/01/26.
Can the Government please provide historical data and/or the current level of effort (e.g., FTEs and/or labor hours) being utilized to perform PCPG services, and how those resources are currently distributed across each District and across each of the 20 listed locations/cities (including the mix of in-person vs. virtual counseling by location)?The Government does not provide specific historical or current staffing levels, full-time equivalent (FTE) counts, labor hours, or location-level resource allocations for PCPG services. Staffing models, labor hours, and the distribution of in-person versus virtual counseling services are determined by the Contractor based on referral volume, Veteran demand, geographic coverage requirements, and operational approach, consistent with the requirements of the PWS. Historical workload has varied by District and location and has been influenced by factors such as Veteran participation rates, local labor market conditions, and the availability of virtual counseling options. No guaranteed workload, staffing level, or service mix is established under this contract. Offerors are expected to propose independent staffing, scheduling, and delivery models that are scalable and flexible to meet fluctuating demand while complying with PWS requirements for in-person and VA-approved virtual counseling.
Can the Government please define what qualifies as a “Contractor-furnished facility” under this solicitation (e.g., leased dedicated office, shared coworking space, rented conference room), and confirm whether the Contractor may satisfy the in-person requirement by using other private locations (e.g., co-working offices) —including publicly available venues—provided the location ensures privacy for counseling and meets applicable accessibility/ADA requirements?A “contractor-furnished facility,” as defined in Section 5.0 of the PWS, is any facility or meeting space provided by the Contractor for the purpose of conducting in-person counseling sessions under this contract. This may include leased dedicated office space, shared or co-working office space, or other rented meeting facilities, provided the location is private, professional, and compliant with applicable accessibility and Americans with Disabilities Act (ADA) requirements. In addition, consistent with Section 4.0 of the PWS, Contractors may satisfy the in-person counseling requirement by using other private locations, including Veteran-preferred or publicly available venues, so long as the location ensures one-on-one privacy for counseling sessions, meets applicable accessibility requirements, and is agreeable to both the Veteran and the Contractor.
Can the Government confirm that no virtual counseling will be considered as meeting the requirements for counseling facilities, even if it is requested by the Veteran?No. Virtual counseling may be used to satisfy counseling requirements when expressly authorized by VA and agreed to by the Veteran, in accordance with Section 4.0 of the PWS. Virtual counseling does not replace the requirement for the Contractor to maintain the capability to provide in-person counseling at contractor-furnished or other approved private locations, but may be approved on a case-by-case basis when appropriate.
Given the solicitation contemplates four separate IDIQ awards (one per District), can the Government please confirm how the Program Manager Key Personnel requirement will be evaluated —specifically whether offerors must propose one PM per District/award, and if so, whether the PM labor is expected to be priced separately within each District’s pricing schedule?The Government does not have minimum staffing guidelines. It is up to the vendor to determine proper staffing needs to provide services IAW the PWS.
Can the Government please clarify what experience domains are considered acceptable to meet the Program Manager requirement for “vocational rehabilitation and management of rehabilitation services” (e.g., workforce transition programs, career counseling service delivery, case management, or other VA/DoD transition assistance programs), and whether Chapter 36 program management experience is considered directly relevant?Experience considered acceptable to meet the Program Manager requirement for “vocational rehabilitation and management of rehabilitation services,” as described in Section 10.1 of the PWS, includes experience managing or overseeing programs that provide vocational rehabilitation, workforce transition services, career counseling, education and employment planning, case management, or related rehabilitation or transition assistance services. This may include experience within VA, DoD, or other federal, state, or private-sector programs that support education, employment, or workforce reintegration. Chapter 36 program management experience is considered directly relevant and fully acceptable, as it aligns with the scope, objectives, and service delivery requirements of the PCPG program.
Can the Government clarify if Offerors will only receive the highest favorable adjectival rating if the three experience examples only include incumbent personnel? Will VBA consider that requiring the exact same individuals creates an organizational conflict of interest, as it incentivizes offerors to poach incumbent staff? Can VBA confirm whether equivalent experience and qualifications will be rated equally to personnel continuity?Ratings for Key Personnel under the technical evaluation protion will be based off the submitted Key Personnel's experience and qualifications provide in a Vendor's proposal. Receiving the highest favorable rating is not based off having incumbent personnel.
The RFQ requires “3 examples of engagements of similar size, scope, and complexity” but does not define these terms. Will contracts serving comparable populations (e.g., DOD, other federal benefits programs) be considered equivalent?For the purpose of this solicitation, relevancy is defined as services which, when considered as a whole, are similar in size, scope and complexity. Similar in size and scope refers to the total price of the contract, the number of staff utilized, the number of individuals served, the number of locations served, etc. Examples of engagements will be reviewed and considered based off the discription of the engagment provided in the submitted proposal. Engagements of comparable populations, providing comparable services of comparable size should be submitted with proposals for the Government to review.
Will VBA consider the following as meeting the 'similar size, scope, and complexity' requirement: Federal health benefits administration (TRICARE, Medicare, etc.)? State Veterans benefits programs? Large-scale disability claims processing? Other Title 38 programs (e.g., healthcare, education benefits)?That can not be determined with the limited information provided. More information is required and should be submitted in order to make a proper evaluation.
Please provide specific guidance on what adjacent experience will be considered acceptable. In 8.3.2.2, the Government states “The Government will consider past performance for the proposed prime contractor to be significantly more important than experience and past performance submitted for a proposed major subcontractor. “ How will VBA ensure this weighting does not create an insurmountable incumbent advantage, where the only way to receive full credit for relevant past performance is to have been the incumbent prime contractor?Proposal evaluations will be performed as outlined in the solicitation to provide fair opportunity.
Will VBA consider alternative evaluation approaches that maintain quality standards while expanding competition, such as:Evaluating the proposed team’s past performance collectively, weighted by scope of work. Allowing highly relevant subcontractor experience to receive substantial credit when the subcontractor has verified teaming agreements and will perform critical functions. Evaluating prime contractor’s demonstrated ability to successfully manage complex teaming arrangements.Proposal evaluations will be performed as outlined in the solicitation.
Can the Government please clarify whether Volume II (Past Performance) will be evaluated based on the relevance/recency of the referenced efforts, independent of whether the same proposed key personnel performed on those efforts, with proposed personnel evaluated separately under the Key Personnel requirements?Key Personnel will be evaluated under Volume I, Technical Information. Past Performance will be evaluated under Volume II, Past Performance Information, as outlined in the solicitation.
In reviewing each Price-Cost-Schedule, the Quantity for the four (4) types of services are outlined representing the number of reports and/or counseling sessions. Can the government confirm that these values represent a cumulative value of all five (5) locations within each District?Yes. The quantities reflected in each District’s Price-Cost Schedule represent cumulative totals across all five (5) locations within that District for each of the four (4) service types (reports and/or counseling sessions). These quantities are provided for pricing structure and evaluation purposes only and do not represent guaranteed volumes at any individual location. Actual distribution of services among locations may vary based on Veteran demand and VA referrals.
Can the government clarify what accounts for the variance in key deliverables for PDPs, Employment Service Reports and, Educational Service Reports within district price-cost schedules?Variances in key deliverables across District price-cost schedules reflect differences in Veteran demand, geographic coverage requirements, cost of living, labor market conditions, and operational factors unique to each District. While the scope and content of PDPs, Employment Service Reports, and Education Service Reports are standardized and governed by the PWS, the volume and distribution of these deliverables may vary based on referral patterns, Veteran participation, and District-specific workload. Offerors should account for these factors when developing pricing and staffing approaches, recognizing that no guaranteed volume of deliverables is provided under the contract.
Can Offerors presume that these values vary by District due to historical Veteran participation? If so, what baseline numbers or threshold of increased Veteran participation are required for this new contract?Yes, Veteran participation may vary by District based on historical demand and outreach activity; however, no baseline participation numbers or minimum thresholds are established or guaranteed under this contract. Referral volumes are driven by Veteran eligibility, interest, and VA program demand and may fluctuate throughout the period of performance. Historical data indicates that approximately 27,000 applications were worked between 2020 and the present, with an average of approximately 4,770 applicants finalized and paid per option year. This historical information is provided for context only and does not constitute a guaranteed workload. Offerors should propose staffing and operational approaches that are flexible and scalable to accommodate variations in workload across Districts.
As outlined in the PWS and the RFP, Offerors are required to “Provide a one-page summary of the résumé and qualifications for each key personnel as identified in PWS.” for both the Program Manager and Counselors. Can the government clarify if Counselors are required to be Full-time?This is not a requirement by the Government.
If a specific location requires multiple Counselors, can the government confirm that Offerors are required to provide the one-page summary for each individual and all are considered Key Personnel?Required Key Personnel information should be submitted for all Key Personnel that a Vendor plans to have work on the contract and provide services.
On the Year 1 tab, can clarification be provided regarding the term CLIN 0005 in Columns K & L? There is not a corresponding Item Number on the Price Cost Schedule Documents that provides a service description nor is it listed as a Deliverable in the PWS.CLIN 0005 is listed in error. A updated/corrected Copy of the Labor Mix and Level of Effort spreadsheet will be uploaded with this Q&A. But if a vendor submits the original Labor Mix and Effort spreadsheet with their proposal, it will be accepted.
Can clarification be provided regarding the term "Sell Rate", located in the heading of Column B?
