Question: 1 – Site: Ft. Knox.
In regard to commercial vehicle access at Ft. Knox, are work vehicles required to use a specific gate or are we able to utilize the Chaffee gate near the visitor center?
Response: Please use the Chaffee Gate near the visitor center. On or before May 7, 2025, Real ID Act requirements will impact access at the Fort Knox facility.
Question: 2 – Site: Bowling Green and Ft. Knox.
For the panic buttons and other DMP security system devices at both Ft. Knox and
Bowling Green, are these required to be either wired or wireless? Does the government have a preference if there is no specific requirement?
Response: A wired system will require less maintenance. Therefore, the Government will require a wired system for these devices.
Question: 3 – Site: Bowling Green.
Per the Statement of Work, two DMP keypads are to be installed at Ft. Knox.
Does Bowling Green only require a single keypad?
Response: Bowling Green will only require a single keypad.
Question: 4 – Site: Bowling Green and Ft. Knox.
Panic buttons are capable of being addressed with a room number. When a panic button is activated, the keypad can then display the room number of the panic button that was activated. Is this what is required?
Response: Yes, please wire the system to display the room number of the panic button that was activated.
Question: 5 – Site: Bowling Green and Ft. Knox.
The red strobes in each office with a panic button are called to remain in place. Shall audible alarm indicators also be installed as a supplemental form of notification for when office personnel are not in their office or in view of these strobes?
Response: Yes, please install audible alarm indicators as a supplemental form of notification.
Question: 6 –
In regard to subcontracting limitations, would this contract qualify as specialty trade and the 75% subcontracting limitation?
Response: The North American Industry Classification System (NAICS) Code selected for this requirement was 238210 [Electrical Contractors and Other Wiring Installation
Contractors], which constitutes a Specialty Trade. Therefore, the successful awardee must self-perform a minimum of twenty-five percent (25%) with a seventy-five percent (75%) subcontracting limitation pursuant to Veterans Affairs Acquisition Regulation (VAAR) 852.219-75 as prescribed by VAAR 819.7011(b).
Question: 7 –
A cellular dialer which is required to be installed to back up the POTS telephone line, will this require the contractor to include a cellular plan or will this be provided by the government? If the contractor is required to provide this, shall this be provided for the 3-year warranty period?
Response: The Government has an existing wireless plan. The Government can provide the applicable phone information to the successful offeror for interface upon contract award.
Question: 8 –
Is the contractor required to create floor plans for submission and approval? If these drawings are required to be submitted, will the government provide CADs or PDF floor plans that can be utilized by the contractor?
Response: The Government, more specifically the Louisville VA Regional Office, will provide Floor Plans in PDF to the successful offeror upon contract award.
Question: 9 –
Page 18 of the Statement of Work only calls for a Payment Bond. Will the government confirm that bid and performance bonds are not required?
Response: Based upon the estimated project magnitude, no Bid Bond or Performance Bond are required in accordance with Federal Acquisition Regulation (FAR) 52.228-13 as prescribed by FAR 28.102-3(b) and FAR 28.102-1(b).
Question: 10 – Site: Bowling Green.
Page 7 of the Statement of Work calls for a phone system at the front door with
3 desk stations that can release the front doors. It does not appear the front doors have locks that can be electronically released. Shall the contractor include furnishing and installing electronic hardware to make these doors capable or being electronically released?
Response: The front door will need an electric strike lock installed. This will allow the installed system to electrically release the front door from whichever desk pushes the release button.
