I. Overview
The Department of Veterans Affairs, more particularly Veterans Benefits Administration (VBA), has a requirement for construction-related services at the out-based facility in Bowling Green, Kentucky, and at the out-based facility in Fort Knox, Kentucky. For the Bowling Green facility, the Contractor shall provide and install a Physical Access Control System (PACS). For the Fort Knox facility, the Contractor shall provide and install a panic alarm system. The Bowling Green facility is located at 400 East Main Street, Suite 300, Bowling Green, Kentucky 42101. The Fort Knox facility is located at 26 Pershing Drive, Building 1379, Fort Knox, Kentucky 40121.
The Contractor shall provide all labor, personnel, transportation, materials, software, apparatus, tools, equipment, services, and supervision necessary for the performance of this project. The Contractor will also acquire, schedule, manage, and supervise all resources to perform these tasks. The Contractor shall coordinate all activities with the Contracting Officer, the Contracting Officer’s Representative (COR), and the designated VA points of contact at each facility for this project.
In addition to providing and installing a PACS, the Contractor will provide three (3) years of full warranty coverage, which includes all software licensing on said PACS.
II. Schedule and Hours of Work
All installation, labor, final connections, and testing shall be performed during normal business hours of Monday through Friday from 8:00 am Central Standard Time (CST) to 4:30 pm CST, except federal holidays.
Hours of work shall be coordinated with and approved by the COR. The Contractor must provide the Contracting Officer and COR with a Project Schedule as well as a Schedule of Values prior to the commencement of any work at the project site.
III. Project Schedule
The period of performance for this project will be ninety (90) calendar days from the issuance of the Notice to Proceed (NTP) that includes document submissions, performance, and completion of all services incorporated in this Statement of Work.
IV. Description of Work
The Contractor shall perform all services necessary, including all site investigations, construction drawings, phasing plan, final commissioning, and as-built drawings.
V. Bowling Green Out-Based Facility Scope
No existing equipment is currently installed to be removed as a part of this project.
(a) Hardware
Contractor shall provide and install field hardware at this facility as well as connect to the existing CCure 9000 server at the Louisville VA Regional Office by a virtual local area network (VLAN). Said services will include a new software house enclosure with a control panel and power supplies. The access control panel and power supply must be installed in this Information Technology (IT) closet.
The only door to have access control is the IT closet door. VBA will provide the storeroom function lock for this door. Contractor shall provide and install one (1) electric strike as well as one (1) latch guard for this door. Contractor shall also install the dual authentication Prox/Keypad Reader outside of this door. Contractor will be responsible in running new wiring needed for this door. Contractor must add door status contact and rex device as needed for this door.
Contractor will provide all 120 volts alternating current (VAC) power for access equipment and door locking hardware.
The location will be administered from the Louisville VA Regional Office.
(b) Digital Monitoring Products (DMP) Alarm System Monitored by Federal Protection Service (FPS)
Contractor shall also be responsible for the following items:
Install the new panel and communications method inside the IT closet. Add the communication method of plain old telephone service (POTS) line with a cell backup unit.
Install the keypad inside the front lobby entry providing the ability to arm or disarm the alarm system.
Install one (1) recessed double pole double throw (DPDT) contact on the IT room door.
Install two (2) surface mount contacts on the front lobby doors. These doors contain a silver aluminum frame.
Install a total of seven (7) duress buttons in the main reception lobby, conference room, and five (5) offices to be monitored on condition that a serious emergency may occur.
Install a total of eight (8) strobes in the reception lobby, conference room, five (5) offices, and break room. Strobe lights will be installed in view of the VA employee and not the VA visitor.
Install one (1) ceiling-mounted 360-degree motion detector in the lobby area.
This system should be programmed for communicating to the MegaCenter in Battle Creek, Michigan. The MegaCenter in Battle Creek, Michigan, serves as the monitoring system, which will notify designated Regional Office contacts, designated federal protective service inspectors, and the Bowling Green Police Department. Said system must be connected to a POTS line currently on site with cellular backup for communication to the MegaCenter.
Contractor will work with VBA and FPS to create a MegaCenter Activity Report (MAR) form and build a new alarm account through the MegaCenter.
(c) Phone System
This system will be installed at the front doors and then controlled at three (3) desks. Those three (3) desk locations must have the ability to release the front doors. The phone system must be compatible for integration with the CCure 9000 server at the Louisville VA Regional Office.
(d) New Video System
The building management company currently has three (3) cameras installed on their system, more specifically the front interior lobby and two (2) for the rear parking lot. These three (3) cameras are recorded by the building management company and will not be included/changed in this project.
However, VBA requests a camera system for the front lobby area and outside of the IT room. Similar to the Louisville VA Regional Office, the Contractor must install a brand new, turnkey system. This includes an 8TB Milestone video server, software, licensing, network switch, UPS devices with a four (4) hour run time, rack-mounted monitor consisting of twenty-four (24) inches, keyboard, mouse, physical cameras, and new cabling. The video system server will be connected to the VA network through a network video recorder (NVR) system giving the capability of the Louisville VA Regional Office on the VA network.
VI. Fort Knox Out-Based Facility Scope
DMP Alarm System Monitored by FPS
The existing panic system must be removed as a part of this project, which includes a Vista 20 Panel and eight (8) Wireless Honeywell Panic Buttons installed in certain offices. Said system is not currently monitored by any VBA personnel. Upon removal of the foregoing system, the Contractor shall properly and safely dispose of the equipment accordingly.
However, red strobes are also installed in most rooms for alert that a panic alarm has been tripped, which said red strobes will remain and shall not be removed. A total of twenty (20) strobes are installed in each room above the door.
Contractor shall install a new system that includes a DMP panel to be monitored by the MegaCenter in Battle Creek, Michigan. The new panel will be installed in the IT Room. The keypad for that panel will be installed outside of the IT Room. Another keypad must be installed near Reception for system notifications and future arming/disarming capabilities. The POTS line provided by the facility must be used with cellular backup installed for communication to the central station at the Battle Creek MegaCenter.
Contractor shall also install thirteen (13) panic alarms to be connected with the Battle Creek MegaCenter, which is monitored by FPS. The thirteen (13) alarms should be placed at the receptionist desk, Veteran Readiness and Employment (VR&E) hallway, and Veterans Service Center (VSC) hallway along with Rooms 104, 115, 116, 117, 122, 123, 124, 126, 127, and 128.
The Ft. Knox facility will not require any access control or video system at this time.
VII. Technical Clarifications
(a) All installed wiring by the Contractor must utilize Plenum Rated cable as required.
(b) Contractor will not be included in any penalties or adjustments due to damages caused by others. The Contractor shall promptly report pertinent facts regarding mishaps involving Government property damage or injury to Government personnel caused by the employees of the Contractor or subcontractor forces. The Contractor shall notify the Contracting Officer and the COR, in writing, within four (4) hours of any mishap or incident. The aforementioned Government personnel will consequently then notify the Safety Officer. Notifications from the Contractor of any mishap that are made after duty hours shall be reported to the appropriate Government personnel on duty at the time of the mishap. The Contractor shall immediately secure the affected area of the project site and/or the damaged property if requested by the Contracting Officer, the COR, or the Safety Officer. The Contractor must impound pertinent maintenance and training records until released by the investigating Safety Officer.
(c) Computers supplied by the Contractor must meet all agency specifications and requirements to include Technical Reference Model (TRM), software operating system, application, and version requirements.
(d) The installed equipment must be connected to a computer network (Network). The Contractor will work with VA IT to install the software needed. Said software will run the equipment and will connect the equipment to the network in conformance with the network settings supplied by VBA. VBA will supply a Transmission Control Protocol/Internet Protocol (TCP/IP) Ethernet network address pursuant to Contractor specifications for access control system operation. The Contractor shall not be responsible for the setup, operation, or maintenance of the network, network performance, or compatibility issues.
(e) All electronic door hardware that is provided, installed, and adjusted for proper operation shall not draw over 0.5 Amps at 24 volts direct current (VDC). Doors that require refurbishment and/or replacement to become and/or remain within the functional parameters of the Contractor system may be necessary depending on the proposed materials for installation.
(f) Product installation solution and corresponding maintenance services will be the property of the End User, more specifically VBA. All product licenses, parts, and installation labor will come with a three (3) year extended warranty. The extended warranty is for three (3) full years from the date that the PACS is installed and fully operational. The extended warranty will be provided by the Contractor.
(g) There are no liquidated damages to be imposed by the Contractor against the Government as part of this Contract.
VIII. Submittals
Material submittals shall be distributed to the COR and the Contracting Officer for review before installation and application. The Contractor shall create, update, distribute, file, maintain, reproduce, and allow VA access to documents necessary or appropriate in the performance of work under this Statement of Work. The Contractor is responsible for all submittals meeting the VA specifications and requirements. All submittals will be presumed to meet the VA specifications unless the Contractor has requested a variance in writing and approved by COR prior to providing the submittal. The Contractor, at no expense to VA, must correct and resubmit improperly prepared records rejected by the COR.
The Contractor shall provide all applicable material submittals for this project to be reviewed by the COR and the Contracting Officer. 2.7 VAAR 852.239-75 INFORMATION AND COMMUNICATION TECHNOLOGY ACCESSIBILITY NOTICE (FEB 2023)
(a) Any offeror responding to this solicitation must comply with established VA Information and Communication Technology (ICT) (formerly Electronic and Information (EIT)) accessibility standards. Information about Section 508 is available at http://www.section508.va.gov/.
(b) The Section 508 accessibility standards applicable to this solicitation are stated in the clause at 852.239–75, Information and Communication Technology Accessibility. In order to facilitate the Government’s determination whether proposed ICT supplies meet applicable Section 508 accessibility standards, offerors must submit appropriate VA Section 508 Checklists, in accordance with the checklist completion instructions. The purpose of the checklists is to assist VA acquisition and program officials in determining whether proposed ICT supplies, or information, documentation and services conform to applicable Section 508 accessibility standards. The checklists allow offerors or developers to self-evaluate their supplies and document—in detail—whether they conform to a specific Section 508 accessibility standard, and any underway remediation efforts addressing conformance issues.
(c) Respondents to this solicitation must identify any exception to Section 508 requirements. If an offeror claims its supplies or services meet applicable Section 508 accessibility standards, and it is later determined by the Government, i.e., after award of a contract or order, that supplies or services delivered do not conform to the described accessibility standards, remediation of the supplies or services to the level of conformance specified in the contract will be the responsibility of the Contractor at its expense.
