About this file

This is a Questions and Answers (Q&A) document providing clarifications on a federal contract opportunity for Cybersecurity Architecture and Engineering Services. The file addresses six key inquiries from potential offerors regarding eligibility, scheduling requirements, and organizational conflicts of interest for the planned solicitation.

The primary eligibility requirement clarified is that all offerors must hold a GSA Multiple Award Schedule (MAS) with the Highly Adaptive Cybersecurity Services (HACS) SIN H54151HACS. Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) without an existing GSA MAS Schedule may participate through an SBA-approved mentor-protégé joint venture arrangement with a prime GSA MAS HACS SIN holder. The Q&A confirms that specific HACS SIN subgroups are not required to compete, and the prime contractor need only hold the overall HACS SIN rather than every applicable subcategory. The government clarified that this acquisition will not include product purchases and does not anticipate inherent organizational conflicts of interest with existing contracts such as the Cyber Security Operations Center-Next Generation (CSOC-NG) Support or Transformation Support Services (TSS) contracts, though OCIs will be evaluated case-by-case. The planned solicitation is scheduled for the week of August 31, 2026, through GSA MAS IT as a Service-Disabled Veteran-Owned Small Business set-aside.

Q&A

QuestionAnswer
1Could you please confirm which HACS SIN Subgroups will be required to compete for the VA CAES / COSE effort?
1.High Value Asset (HVA) Assessments
2.Risk and Vulnerability Assessments (RVA)
3.Penetration Testing
4.Incident Response
5.Cyber Hunt
6.Incident Handling and Event Management (IHEM): Manages operational event triage and response
HACS SIN subgroups are not required in order to compete for the requirement.
2The RFI Loopback notice indicates the Government intends to solicit this requirement through GSA MAS IT, Highly Adaptive Cybersecurity Services (HACS), as an SDVOSB set-aside the week of August 31, 2026. Before we finalize our approach, I want to confirm one point directly: will responsiveness to this solicitation require the awardee to already hold a GSA MAS Schedule with the HACS SIN (54151HACS), or is there a pathway for qualified SDVOSBs without an existing GSA Schedule to participate, whether directly or through a teaming arrangement with a Schedule holder? All Offerors must hold a GSA MAS Schedule with SIN H54151HACS. Small Business Administration (SBA) qualified SDVOSBs without an existing GSA MAS Schedule, can have a SBA approved mentor-protégé joint venture with a mentor that is a prime GSA MAS HACS SIN H54151HACS holder.
3Could the Government please clarify whether the prime contractor must hold the overall Highly Adaptive Cybersecurity Services (HACS) SIN only, or whether the prime must also hold every HACS subcategory applicable to the PWS?The Prime Offeror must hold a GSA MAS Schedule with SIN H54151HACS.
4Can you confirm whether this resulting solicitation/ contract will include a product purchase? The resulting solicitation/contract will not include purchasing a product.
5Before assessing the opportunity further, we wanted to confirm whether participation could create an organizational conflict of interest between the Cyber Security Operations Center–Next Generation (CSOC-NG) Support contract or the Transformation Support Services (TSS) contracts. The Government does not anticipate an inherent organizational conflict of interest (OCI) between this acquisition and the CSOC-NG or TSS contracts based on their current scope. However, OCI will be evaluated on a case-by-case basis per the terms of the solicitation.
