About this file

This is a clarification question and response document from a Request for Information (RFI) for the Unified Discovery & Disclosure (UDD) Platform issued by the Department of Veterans Affairs Technology Acquisition Center Austin (Solicitation Number: 36C10B26Q0637). The document addresses a critical discrepancy identified by industry regarding data migration volumes that serve as a primary cost driver for platform sizing, implementation planning, and firm-fixed-price estimates. The original RFI responses contained conflicting information, with Question 13 citing approximately 650 TB of data for migration while Questions 16, 22, and 23 indicated 347-350 TB of data under management.

The VA's clarification response confirms that both figures relate to the same migration scope and that approximately 650 TB (~350 TB) of data will be migrated from the current platform directly. The data to be migrated will consist of current cases and matters only, addressing industry concerns about whether historical migration, specific file types, and source systems should be factored into planning assumptions. The RFI close date was extended to August 3, 2026 at 11:00 AM ET, with questions and responses posted as of July 24, 2026, and this clarification request issued on July 29, 2026.

Unified Discovery & Disclosure Platform RFI Clarification Request (July 29, 2026)

Clarification Request: "The Government's responses appear to identify two different migration volumes. Question 13 states that approximately 650 TB of data will be migrated from the current platforms, while Questions 16, 22, and 23 indicate approximately 347–350 TB of data under management and to be migrated. Because migration volume is a primary cost driver for platform sizing, implementation planning, and firm-fixed-price ROM estimates, can VA clarify which volume should be used for planning purposes? If both figures are correct, please explain the distinction (e.g., active versus total source data, duplicate data, archive, or staging)."

Clarification Request Response: 13. PWS 3.2, 5.20. Does VA expect historical migration, and if so, what data volumes, file types, and source systems should industry assume?

Response: Yes, that data will consist of current cases and matters. There is ~650TB ~350TB of data to migrate and it will come from the current platform directly.
