Determination and Findings (D&F) for Consolidated Patient Radiation Dose Tracking (PRDT) System Procurement

This is a Determination and Findings document authorizing the Department of Veterans Affairs (VA) Technology Acquisition Center to proceed with a consolidated procurement for an enterprise Patient Radiation Dose Tracking (PRDT) system. The acquisition number is 36C10B-26-AP-0652, and the requirement encompasses enterprise PRDT software (SaaS model), implementation, migration, training, and managed services. The ordering and performance period consists of a 12-month base period with four 12-month option periods. The VA is consolidating multiple existing PRDT and dose-tracking requirements currently fulfilled through separate Veterans Integrated Service Network (VISN) facility-level contracts, PACS/RIS-embedded tools, and local implementations into a single enterprise solution to eliminate fragmented data, heterogeneous functionality, and limited analytics across VA medical facilities.

The procurement will be conducted through the NASA SEWP GWAC (Government-Wide Acquisition Contract) as a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside to maximize competition among eligible contract holders while ensuring small business participation. Market research identified at least two commercial vendors with mature, non-developmental PRDT solutions capable of meeting VA's enterprise requirements. The solution must integrate with legacy VA systems, support DICOM/Integrating the Healthcare Enterprise (IHE) standards including Radiation Dose Structured Reports (RDSR), operate within VA's cybersecurity and Zero Trust frameworks, and provide enterprise-wide standardization, centralized governance, cross-facility data normalization, national-level analytics, and managed services. Key benefits of consolidation include improved technical performance, standardization, reduced administrative burden, accelerated deployment, enhanced security, and cost avoidance compared to alternative contracting approaches involving multiple separate procurements or task orders.
