About this file
This document is a Questions and Answers (Q&A) Request for Information (RFI) from the Department of Veterans Affairs (VA) for a software solution targeting inappropriate polypharmacy. The RFI seeks sophisticated technology to identify multi-drug interactions, optimize medication regimens, and assist in managing veteran medication protocols. The VA is primarily interested in a software-based solution supported by clinical evidence, with potential for complementary clinical services. The solicitation includes a potential set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs), contingent on market research demonstrating sufficient capable vendors.
Key submission details include a response deadline of September 15, 2025, at 3:00 PM ET. The VA has provided multiple technical reference resources for potential respondents, including the VA Technical Reference Model, Enterprise Cybersecurity Requirements for Networked Medical Devices, Office of Information and Technology Standards, API Developer Portal, Digital Service Toolkit, and FedRAMP guidelines. The solution aims to address polypharmacy risks such as adverse drug events, medication non-adherence, drug-drug interactions, and healthcare cost reduction, with the Technology Acquisition Center in Austin overseeing the procurement process.

Is this a pre-solicitation notice (as noted in DA10-RFI document posted on SAM.gov) or is it a formal RFI? In other words, are you seeking a full RFI response at this time or comments on the RFI?
VA is seeking formal RFI responses to this request, though this may also include comments/feedback on the RFI.

Note on page 7 of 10 under section 7.a. Table, that SDVOSBs should be paid no less than 50% of the funds received by contractors from the Government. If my clients do not meet this requirement, will they be able to be awarded this contract going forward? Or are you trying to determine if a viable solution exists in the market that fits this criterion at this stage?
The inclusion of VA Acquisition Regulation (VAAR) 852.219-73 (JAN 2023) (DEVIATION) VA Notice of Total Set-Aside for Certified Service-Disabled Veteran-Owned Small Businesses (SDVOSB) will be dependent on the final acquisition strategy. Market research, including but not limited to this RFI, will be used to determine the final strategy. Should market research indicate there are two or more SDVOSB/VOSB or small businesses which are capable of supporting the requirement, the requirement would be set-aside for these socio-economic business statuses. This would in turn result in the inclusion of the aforementioned VAAR 852.219-73 and VAAR 852.219-75 VA Notice of Limitations on Subcontracting—Certificate of Compliance for Services and Construction, which both include language on thresholds paid.

This looks like a 100% software solution, no pharmacist or other clinical human resources will be involved from the contractor. Is this accurate?
VA is primarily seeking a software-based solution; however, the extent of clinical and pharmaceutical input from the contractor may vary depending on the Contractor's previous experience, expertise, and capabilities in the healthcare technology field. Responses can include a brief description of complimentary services not addressed in the RFI, limited to a maximum of 500 words.
