1. The purpose of this Amendment is to correct the referenced Price Schedule Section on E.6 Proposal Submission Instructions, II. PRICE, (a) Price Schedule, Pages 77 through 78.

2. Please find the below E.6 Proposal Submission Instructions, II. PRICE, (a) Price Schedule changes are highlighted in yellow.

E.6 PROPOSAL SUBMISSION INSTRUCTIONS

The Offeror’s proposal shall be submitted electronically by the date and time indicated in SAM.gov to Jessica.Martin10@va.gov. The Offeror’s proposal shall consist of three Volumes. The Volumes are I -Technical, II –Price, III– Veterans Involvement, and IV - Solicitation, Offer and Award Documents. The use of hyperlinks or embedded attachments in proposals is prohibited. Files shall be submitted in Microsoft Word Microsoft Excel (.XLS) file or an Acrobat (PDF) file or compatible as indicated in the table. Page size shall be no greater than 8 1/2" x 11".

WARNING: Please do not wait until the last minute to submit your proposals! Late proposals will not be accepted for evaluation. To avoid submission of late proposals, we recommend the transmission of your proposal file 24 hours prior to the required proposal due date and time. Please be advised that timeliness is determined by the date and time an Offeror’s proposal is received by the Government not when an Offeror attempted transmission. Offerors are encouraged to review and ensure that sufficient bandwidth is available on their end of the transmission.

1. TECHNICAL

The technical proposal has a page limitation of 10 pages. Offerors shall propose a detailed approach that addresses the following in relation to the Performance Work Statement:

Please describe your process to complete the requirements of PWS Section 5.2 specifically describing your DevSecOps process for utilizing GitHub for source control, safely and securely manage secrets to deploy and promote new versions of the application received from the vendor throughout Dev, Test, to Production environments in the Red Hat OpenShift platform.

0. Describe your process for continuous monitoring and alerting of the application in the Production environment, root cause analysis and corrective actions, to include the documentation of your process.

Describe the testing process utilized specifically from the time a new version is available, deployment, testing, mitigation, promotion through the environments of the application.

II. PRICE:

1. Price Schedule: The Offeror shall complete the Price Schedule section B.3 of this RFP and submit with response.

Price Rounding Issue - The Government requires Offerors to propose unit prices and total prices that are two (2) decimal places and requires the unit prices and total prices to be displayed as two (2) decimal places. Ensure that the two (2) digit unit price multiplied by the item quantity equals the two (2) digit total item price (there should be no rounding). VA hereby requests discounts off the offeror’s commercial catalog unit prices. Any discount shall be clearly stated in the offeror’s price volume.
