Government Response
Is this a new requirement?
No
If no, can you please share the incumbent contract number?
36C25622P1460
Is there a specific product that is currently in production?
Yes. It is called RGI Analytics Platform.
The requirement the way it's written requires a lot of configuration efforts, data analysis, integration with VA systems and data sources that would require multiple labor categories and hours, we do not see a way to quote/price that in the current pricing sheet. Can you please explain.
The requirement is for a SAAS (software-as-a-service) solution to include customized reporting and dashboard visualizations capabilities, which would require configuration and interactions as described in the Product Description. The proposed firm-fixed price of the SaaS solution should be inclusive of all costs for the development, maintenance, and support of the solution and customer needs.
The Pyramid Analytics Data Analytics Software Platform that meets the requirements defined in the RFP is already in use in VHA through the VHA BISL program and there are currently unused user licenses for Pyramid. Is the MEDVAMC program open to using the existing licenses to Pyramid under the BISL program? Or is the government looking for a separate price quote that can be used to cover the MEDVAMC program?
MEDVAMC periop customer team is NOT aware of the use of Pyramid Analytics Data Analytics Software Platform use with clinical perioperative data, particularly ARK/CIS database. If pre-configured for data access, please provide contact information for the VA customer team to follow-up. If there is no perioperative clinical application, a simple exercise of the Pyramid Analytics Data Analytics Platform is insufficient to meet the customer needs. Please see the complete requirements on the RFP.
The RFP looks to be primarily for software, but it looks like there are some requirements for consulting defined within the requirements (i.e. the labor necessary to build reports and dashboards if they don’t exist today). Can you confirm that the RFP is for Software Only?
The RFP is for a SAAS Solution that shall provided all of the requirements described in Description Paragraph 1.0 through 1.5, inclusive of all subparagraphs.
The RFP indicates that “Solution shall have already been developed, in production and accessible at time of award. “ Is that referring to only to the Data Analytics Software Platform or to Reports and Dashboards that can be created using the Data Analytics Software Platform?
Solution refers to the SAAS solution, and that means that the services and the software should be in production and ready for customer to request reports. Data acquisition and interface methods for accessing ARK/CIS and VISTA data must already be in place. Custom reports by nature are not expected to be in development prior to customer request but are expected to be completed in the timeframe detailed in the RFP
Is there a predefined list of Reports and Dashboards that must be available at time of award?
No. Please see subsection 1.1.5 for examples.
Can the government provide additional information on the databases used under Draeger Anesthesia Record Keeper, PICIS ICU Clinical Information Systems and VA’s EHR (VistA/CPRS)?
No additional information can be provided at this time.
Does the government have existing usage rights to connect to and obtain the necessary data from Draeger Anesthesia Record Keeper, PICIS ICU Clinical Information Systems and VA’s EHR (VistA/CPRS)?
The Government owns the data produced by the VA. The Government does NOT have a data extraction and analysis service included in the aforementioned contract except for select reports provided directly by the EMR vendor.

Section B.5 Product Description sub-section 1.5 Solution Training
The RFP refers to 100 Super Users, but does not identify the total number of users that would consume data produced by the Data Analytics Software Platform. Can you provide the total number of users that will receive information from the Data Analytics Software Platform?
100 total active licenses are sufficient for use by MEDVAMC
12
Section B.5 Product Description sub-section 1.1 Salient Characteristics part 1.1.5 Integration and Reporting
Can you explain what the government means by the statement: “The Contractor shall create and provide unlimited customized reports with the Analytic Solution each year”? Does it mean that there should not be a limit on the number of reports that can created using the Data Analytics Software Platform? Or does it mean that the vendor must commit to creating an unlimited number of customized reports under the scope of this FFP bid?
To clarify, there shall be no limit on the number of custom reports requested by the VA customer. The vendor must commit to the timeline outlined in RFP for each individual report creation
Will the government consider extending the solicitation due date by 1 or 2 weeks?
There will not be an extension at this time.
