A.2 COMBINED SYNOPSIS/SOLICITATION
This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in Federal Acquisition Regulation Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and an additional solicitation will not be issued.
ii. Request for Quote (RFQ) 36C10B24Q0257
iii. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-06(iv).
iv. This RFQ is being issued as a Small Business Set-Aside under NAICS 513210 / $47M.

vii. The period of performance shall be 12-months from date of award, with four 12-month option periods, as well as one optional task for transition support services.
viii. The provision at 52.212-1, “Instructions to Offerors -- Commercial,” applies to this acquisition. See Section E below for addenda.

SECTION B - CONTINUATION OF SF 1449 BLOCKS
B.1 GOVERNING LAW
Federal law and regulations, including the Federal Acquisition Regulations (FAR), shall govern this Contract/Order. Commercial license agreements may be made a part of this Contract/Order but only if both parties expressly make them an addendum hereto, as permitted by FAR 12.212. If the commercial license agreement is not made an addendum, it shall not apply, govern, be a part of or have any effect whatsoever on the Contract/Order; this includes, but is not limited to, any agreement embedded in the computer software (clickwrap), any agreement that is otherwise delivered with or provided to the Government with the commercial computer software or documentation (shrinkwrap), or any other license agreement otherwise referred to in any document. If a commercial license agreement is made an addendum, only those provisions addressing data rights regarding the Government’s use, duplication and disclosure of data (e.g., restricted computer software) are included and made a part of this Contract/Order, and only to the extent that those provisions are not duplicative or inconsistent with Federal law, Federal regulation, the incorporated FAR clauses and the provisions of this Contract/Order; those provisions in the commercial license agreement that do not address data rights regarding the Government’s use, duplication and disclosure of data shall not be included or made a part of the Contract/Order. Federal law and regulation including, without limitation, the Contract Disputes Act (41 U.S.C. § 7101 et seq.), the Anti-Deficiency Act (31 U.S.C. § 1341 et seq.), the Competition in Contracting Act (41 U.S.C. § 3301 et seq.), the Prompt Payment Act (31 U.S.C. § 3901 et seq.), Contracts for Data Processing or Maintenance (38 USC § 5725), and FAR clauses 52.212-4, 52.227-14, 52.227-19 shall supersede, control, and render ineffective any inconsistent, conflicting, or duplicative provision in any commercial license agreement. In the event of conflict between this clause and any provision in the Contract/Order or the commercial license agreement or elsewhere, the terms of this clause shall prevail. The Contractor shall deliver to the Government all data first produced under this Contract/Order with unlimited rights as defined by FAR 52.227-14. Claims of patent or copyright infringement brought against the Government as a party shall be defended by the U.S. Department of Justice (DOJ) in accordance with 28 U.S.C. § 516; at the discretion of DOJ, the Contractor may be allowed reasonable participation in the defense of the litigation. Any additional changes to the Contract/Order must be made by modification (Standard Form 30) and shall only be made by a warranted Contracting Officer. Nothing in this Contract/Order or any commercial license agreement shall be construed as a waiver of sovereign immunity.
B.2 SOFTWARE LICENSE, MAINTENANCE AND TECHNICAL SUPPORT
(1). Definitions.
a) Licensee. The term “licensee” shall mean the U.S. Department of Veterans Affairs (“VA”) and is synonymous with “Government.”
b) Licensor. The term “licensor” shall mean the Contractor having the necessary license or ownership rights to deliver license, software maintenance and support of the computer software being acquired. The term “Contractor” is the party identified in Block 17a on the SF1449. If the Contractor is a reseller and not the Licensor, the Contractor remains responsible for performance under this Contract/Order.
c) Software. The term “software” shall mean the licensed computer software product(s) cited in the Schedule of Supplies/Services.
d) Maintenance. The term “maintenance” is the process of enhancing and optimizing software, as well as remedying defects. It shall include all new fixes, patches, releases, updates, versions and upgrades, as further defined below.
e) Technical Support. The term “technical support” refers to the range of services providing assistance for the software via the telephone, email, a website or otherwise.
f) Release or Update. The term “release” or “update” are terms that refer to a revision of software that contains defect corrections, minor enhancements or improvements of the software’s functionality. This is usually designated by a change in the number to the right of the decimal point (e.g., from Version 5.3 to 5.4). An example of an update is the addition of new hardware.
g) Version or Upgrade. The term “version” or “upgrade” are terms that refer to a revision of software that contains new or improved functionality. This is usually designated by a change in the number to the left of the decimal point (e.g., from Version 5.4 to 6).
(2). Software License.
a) Unless otherwise stated in the Schedule of Supplies/Services, the Performance Work Statement or Product Description, the software license provided to the Government is a perpetual, nonexclusive license to use the software.
b) The Government may use the software in a networked environment.
c) Any dispute regarding the license grant or usage limitations shall be resolved in accordance with the Disputes Clause incorporated in FAR 52.212-4(d).
d) All limitations of software usage are expressly stated in the Schedule of Supplies/Services and the Performance Work Statement/Product Description.
(3). Software Maintenance and Technical Support.
a) If the Government desires to continue software maintenance and support beyond the period of performance identified in this Contract/Order, the Government will issue a separate contract or order for maintenance and support. Conversely, if a contract or order for continuing software maintenance and technical support is not received, the Contractor is neither authorized nor permitted to renew any of the previously furnished services.
b) The Contractor shall provide software support services, which includes periodic updates, enhancements and corrections to the software, and reasonable technical support, all of which are customarily provided by the Contractor to its commercial customers so as to cause the software to perform according to its specifications, documentation or demonstrated claims.
c) Any telephone support provided by Contractor shall be at no additional cost.
d) The Contractor shall provide all maintenance services in a timely manner in accordance with the Contractor’s customary practice or as defined in the Performance Work Statement or Product Description. However, prolonged delay (exceeding 2 business days) in resolving software problems will be noted in the Government’s various past performance records on the Contractor (e.g., www.cpars.gov).
e) If the Government allows the maintenance and support to lapse and subsequently wishes to reinstate it, any reinstatement fee charged shall not exceed the amounts that would have been charged if the Government had not allowed the subscription to lapse.
(4). Disabling Software Code. The Government requires delivery of computer software that does not contain any code that will, upon the occurrence or the nonoccurrence of any event, disable the software. Such code includes but is not limited to a computer virus, restrictive key, node lock, time-out or other function, whether implemented by electronic, mechanical, or other means, which limits or hinders the use or access to any computer software based on residency on a specific hardware configuration, frequency of duration of use, or other limiting criteria. If any such disabling code is present, the Contractor agrees to indemnify the Government for all damages suffered as a result of a disabling caused by such code, and the contractor agrees to remove such code upon the Government’s request at no extra cost to the Government. Inability of the Contractor to remove the disabling software code will be considered an inexcusable delay and a material breach of contract, and the Government may exercise its right to terminate for cause. In addition, the Government is permitted to remove the code as it deems appropriate and charge the Contractor for consideration for the time and effort expended in removing the code.
(5). Manuals and Publications. Upon Government request, the Contractor shall furnish the most current version of the user manual and publications for all products/services provided under this Contract/Order at no cost.

1.0 PRODUCT REQUIREMENTS
The Contractor shall provide, except for those items specified as government furnished property and services, all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to provide the Michael E. DeBakey VA Medical Center (MEDVAMC) with a real-time perioperative care clinical analytics software solution (“Analytics Solution”) as defined in this Product Description. The Contractor shall perform to the standards in this contract.
The MEDVAMC is one of the busiest VHA sites in the country, servicing approximately nine thousand (9,000) surgical cases a year in the operating room. In order to maintain case efficiency and to track and reduce perioperative adverse patient outcomes, the MEDVAMC Anesthesia Services relies heavily on an analytics solution to allow MEDVAMC to easily analyze large amounts of clinical patient health information and translate the results of this analysis into actionable points. As such, MEDVAMC requires a perioperative care clinical analytics software solution to acquire, integrate and process real-time and retrospective data from Anesthesia Record Keeper software systems (ARK), Intensive Care Unit (ICU) Clinical Information Systems (CIS) and the VA Electronic Health Record (EHR) to permit clinical analytics in support of improving patient safety and operational efficiency in anesthesia, perioperative, and Coronavirus Disease (COVID) related patient care.
The MEDVAMC uses different clinical information systems, from different vendors, for anesthesia record keeping (Draeger), and for an ICU clinical information system (Picis), in addition to the VA’s electronic medical record (Veterans Health Information System and Technology Architecture (VistA)/Computerized Patient Record System (CPRS)). The “transactional” database architectures of these clinical data systems facilitate the real-time operations of complex, time-critical record keeping systems, reading and writing individual rows of data very quickly while maintaining data integrity. As such, they are not optimized for data analysis, nor do they readily provide the ability to integrate, for analytic purposes, data between these systems or from other systems. Therefore, following recognized industry standards for analytics, MEDVAMC requires the ARK, CIS and VistA data to be structured in an analytic solution to readily permit clinical analytics across the continuum of perioperative care, seamlessly analyzing data from a diversity of source systems and manufacturers.
MEDVAMC’s goal for perioperative analytics software solution is to improve clinical documentation, operational efficiency, and patient safety. The analytics solution should allow for the objective, retrospective and real-time review and trending of events and clinical data, over time, that have taken place in the preoperative environment for fact-finding, and Quality Improvement (QI) / Quality Assurance (QA) purposes, integrating data from all available sources. The Analytics Solution should allow for hospital wide clinical analytics in support of patient safety and operational efficiency - as the peri-operative setting may be impacted by the situation of the hospital overall. Anesthesia and Critical Care Services require the Analytics Solution to specifically provide an overview of the impact of COVID on bed utilization and progress of patients affected by the coronavirus in the critical care environments (ICU and Operating Room (OR)).
Although many of the following specifications identify the technical requirements of an Analytics Solution data, such as data acquisition and transformation, the critical aspect of these mandatory requirements is ease-of-use and clinical workflow integration. Ease-of-use lowers the barrier of entry for the use of analytics in the clinical setting and to enrich the information available for clinical decision support at all levels. Ease-of-use is an accelerator for adoption and translating analytics into action.
Period of Performance: This requirement is for a 12-month base period, with four 12-month option periods, as well as one optional task for transition support services.
The desired outcome shall, at a minimum, enable the Anesthesia Care Line healthcare professionals (and other MEDVAMC authorized users) to directly access organized clinical data stores, with data acquired from the ARK, ICU CIS and VistA, through browser based, dynamic dashboards to improve documentation compliance, operational efficiency, and patient safety. This includes the ability to access the data using Rescue Virtual Private Network (VPN), the remote VPN service at the VHA.
1.1 SALIENT CHARACTERISTICS
The Contractor shall provide a limited, term license for an analytics solution software platform for the acquisition, integration and analysis of anesthesia and peri-operative related data as well as COVID-related data regardless of format or source system.
Services will include analytics training and custom analytics services as further defined herein.
Near real-time views of complex anesthesia information related to patient care documentation and best practice compliance, and operational efficiency as well as bed utilization and operational management of COVID patients.
The Analytic Solution shall have the demonstrated ability to act as a platform to deploy machine learning and perform streaming analytics providing real-time and retrospective identification of patients at risk and best practice compliance.
Solution shall have already been developed, in production and accessible at time of award. Contractor must demonstrate that the capability to meet each requirement currently exists and is in commercial use. The Contractor shall have the Analytics Solution fully functional at the VA facility within 30 days of contract award. If the incumbent continues, service shall be uninterrupted.
1.1.1 KEY EASE OF USE REQUIREMENTS
The Analytic Solution shall demonstrate:
A. Ease of use requires data to be presented in context with drill-down, point-and-click, point-and-hover capabilities B. Presents a broad and immediate awareness of actual or predicted clinical status C. Presents information that is immediately understandable and actionable to users D. Automate data acquisition, aggregation, and normalization of historic and real-time data E. Automate data quality, availability checks F. Configurable interfaces/widgets/modules/Application Programming Interfaces (API)
1.1.2 USER EXPERIENCE
The Analytics Solution shall present information in a way that is immediately understandable and actionable for any end user with knowledge of the clinical domain. This requires truly intuitive, interactive, top-down, large-scale data exploration allowing nontechnical clinical end users to interactively explore data at any scale and available through an easy to use, intuitive, flexible, dynamic Graphical User Interface (GUI) dashboards.
A. Analytics Solution shall provide both standard and customizable reporting, visualization capabilities.
B. GUI dashboards shall be accessible on-line via standard internet browsers and does not require any software/plugin to be installed on Government computers or servers.
C. GUI dashboards must be truly intuitive and require no more cognitive effort to access and navigate than a “banking app”. No training should be required for the routine clinical user to access and use the analytics GUI’s structured views of the data.
D. GUI shall allow dynamically updating near real-time patient information to the user that is interactive, allowing summarized information, as well as additional details as requested by user.
E. Analytics Solution shall provide user defined alert(s) and ability to transmit alerts to other end-user devices.
F. Analytics Solution shall filter all data, any and all patient health information that is captured by ARK and CIS including dense physiologic and other anesthesia related data, into a digestible set of useful information.
1.1.3 DATA ACQUISITION AND PROCESSING REQUIREMENTS
The Analytics Solution shall provide data-agnostic data integration, including structured, unstructured, and semi-structured data integration capabilities at large scale. The Analytics Solution shall provide intuitive interactive features automating data quality checks to ensure completeness, accuracy, reliability, and timeliness.
A. The Analytics Solution shall automate the acquisition of required data, specifically including from: the MEDVAMC Draeger Anesthesia Record Keeper software, Picis ICU Clinical Information Systems and the VA’s EHR (currently VistA/CPRS).
1. The Analytics Solution shall acquire data from numerous data sources in an automated manner including (a) automated or manually initiated data “pull” jobs through standard Representational State Transfer (REST) or Simple Object Access Protocol (SOAP) web API interfaces and direct database connections using Structured Query Language (SQL) or Metaquotes Language (MQL) (b) through "push" interface connections from Secured File Transfer Protocol (SFTP), Secure Shell (SSH) or Rsync (c) through near real-time "broadcast" listeners over the Transmission Control Protocol/Internet Protocol (TCP/IP) protocol for continuous message processing.
2. The Analytics Solution shall be able to acquire data regardless of format (e.g. SQL database query, csv, flat files, XML, HL7 and JSON)
3. The Analytics Solution shall acquire data from numerous data sources in near real-time or as soon as the data is available.
4. The Analytics Solution shall acquire data in an automated manner that minimizes or eliminates the requirement for manual intervention during data acquisition.
5. New data categories will be available for analysis through custom reports immediately without requiring any modeling, as long as it is available in ARK database
B. The Analytics Solution shall protect data in accordance with applicable laws, regulations and policies governing Personally Identifiable Information (PII), Protected Health Information (PHI).
C. The Analytics Solution shall automate the aggregation and normalization of data required for analysis or contextual visualization.
1. The Analytics Solutions shall normalize data to patients and standardized terminology (when standards are available).
2. The Analytics Solution’s curated data elements must be harmonized for consistency and should be of sufficient quality and comprehensive to support clinical decision-making activities.
D. The Analytics Solution shall store data in such a way that supports both retrospective and real-time, streaming analytics.
1. To ensure for completeness and the acquisition of new data elements, the acquisition of data by the Analytics Solution shall not first require modeling, business rules or representation of the semantic meaning of the data.
2. The Analytics Solution shall acquire and store dense physiologic and anesthesia-related data at the most granular level available from the source systems.
3. The Analytics Solution shall dynamically store all existing (historic) and new data without additional development or data mapping.
E. The Analytics Solution data access implementation time shall be available within 7 days of receiving government acceptance.
1.1.4 ANALYTIC REQUIREMENTS
The Analytic Solution shall allow the MEDVAMC clinical user to analyze and visualize information in real-time from multiple disparate data sources, both real-time and historic, with an intuitive, interactive, top-down, large-scale data exploration application. The Analytics Solution shall process and display all current data and available historic perioperative data and provide a solution that enables the ability to receive/view alert(s) in real-time.
A. Streaming analytic requirement: The Analytics Solution shall have the capacity to analyze data in motion to identify important patterns in real-time data.
B. The Analytics Solution shall broadcast processed data or query results in a variety of ways (email, SMS, in-app messaging, push notifications, HTML, iOS, Swift).
C. The Analytics Solution’s processed data or analytics results shall be accessible by an HTML browser-based UI, by using a data API or by broadcast.
D. The Analytics Solution shall provide for rapid, iterative analysis of unstructured historic clinical data by domain-knowledgeable people through a secure, intuitive, web-browser based user interface.
1. Clinical users shall be able to directly query data obtained from diverse systems; systems specifically including the Draeger ARK, PICIS CIS and VA VistA.
2. New queries or algorithms shall not require support from information technology experts for the creation of standardized terminology or data modeling.
3. The Analytics Solution shall allow a clinical user to dynamically generate and iteratively revise query concepts and to structure the data for analysis.
4. The Analytics Solution shall provide trend analysis and aggregation (drill downs) over time (month, day, year) as well as by provider, unit or groupings of patient by disease or procedure. The introduction of new grouping concepts shall be easily deployed.
E. The Analytics Solution shall include a platform for predictive analytics and the deployment of user-based or machine learning algorithms to provide future predictive analytics
1. The Analytics Solution creates data products, alerts based on the outputs from Artificial Intelligence (AI) and Machine Learning (ML) models as well as parameter thresholds, industry standard algorithms (SEP-1) and multistage decision trees.
2. The Analytics Solution platform for predictive analytics shall use both historic and current real-time data.
3. The Analytics Solution shall integrate Artificial Intelligence /Machine Learning robotic process automation and other analytic capabilities directly within the platform.
4. The Analytics Solution shall provide user defined alert(s) and the ability to transmit alerts to other end-user devices via API, SMS, email or WCTP.
5. The Analytics Solution platform for predictive analytics shall provide model monitoring, data version control and other ML Operations capabilities.
F. The Analytics Solution shall provide configurable interfaces/widgets/modules/APIs to support customization based on discussions during performance of work. In a typical year, this will include creation of two new GUI and approximately 20 reports as well as making regular modifications to existing GUI’s and reports.
1. Availability of a new requested GUI may be limited by the time of request in the contract year it is made, as well as if there is a previously incomplete GUI being developed simultaneously. For each new GUI effort, the first design draft after the initial scoping shall take no more than 25 business days to develop. Additional drafts iterations shall take no more than 10 business days from the follow-up meeting.
2. No more than 10 open requests for custom analytics reports can be made at any given time. A new Custom Report’s initial draft shall require no more than 5 business days to develop after the initial meeting. Additional modifications to the Custom Report such as addition, formatting changes, and re-validation of data shall require no more than 3 business days from the respective request.
3. Automatic updating of the database reports and GUI dashboards should take place as follows:
a. GUI dashboards: <60 seconds
b. Custom Reports (retrospective): at least once every 90 minutes (after case completion and data transmission)
G. Analytics Solution queries shall be capable of being developed, saved, exported, or modified from the software user interface. The solution shall be able to:
1. Export / import / reuse current hosted data along with open-source code (e.g. R, Python, SQL) used to develop / build logic for data transformation / curation.
2. Support industry standard interoperability through data APIs. Standardized HL7 data feeds can output data or report results to other systems for storage or use by other clinical systems or electronic health records.
3. Analytic results and / or reports including dashboard information are capable of being downloaded (exported) in CSV format.
H. Data may be visualized in a variety of common charting formats or exported for visualization in other graphical packages (e.g. R workbench) I. The Analytics Solution shall provide for the viewing of a patient’s data throughout the hospital stay (aggregated by medical record number) over time.
J. The Analytics Solution shall provide near real-time dynamic GUI dashboards to analyze trends and patterns for example (but not limited to): key performance indicators, quality measures, care interventions, and population health.
K. The Analytics Solution shall provide permission functionality and ability to share reports, populations, views.
1.1.5 INTEGRATION AND REPORTING
The Contractor shall create and provide unlimited customized reports with the Analytic Solution each year. Below is list of potential types of reports, including but not limited to:
A. To improve operational efficiency (OR and Non-OR cases), staff productivity, adoption of evidence-based practices, and provide proper coverage after hours specifically based on perioperative data originating from a Draeger Innovian anesthesia record keeper (such as in use at the MEDVAMC):
1. Case numbers.
2. American Society of Anesthesiology (ASA) scores and stratification by ASA score
3. Length of Stay (LOS)
4. Procedures performed
5. Customized reporting on use and impact of specific drugs, and measured/charted perioperative events on clinical outcomes, as requested by user
6. Case times
7. Time between cases, case end times (individually and in aggregate over time, procedure, non-or, or provider)
8. Timeliness of start of cases and between cases,
9. Need for coverage outside of normal hours are used Data quality and clinical documentation workflow improvement.
10. Compliance with clinical documentation by identifying and reporting on charting errors of commission or omission, as well as to improve compliance with established standards and ensuring case record transmission.
11. Non-OR case documentation completion in VistA indicating Innovian ARK non-OR records without corresponding diagnosis information documented in VistA (data source Innovian ARK and VistA)
B. Patient Safety reports:
1. Antibiotics Compliance reports
a. Antibiotics administered within specific time frames prior to surgery,
b. Re-dosing of antibiotics at specified intervals based on the length of the surgical case and type of antibiotic(s) given.
c. Identifying late or missed dose
d. Identifying if antibiotic administration is consistent with allergy documentation
2. Patient safety related documentation compliance (case completed reports)

3. Real-time summary and trends of metrics such as P/F ratio, patient lung mechanics, physiologic trends (where available), and ventilator settings (when indicated) based on data from monitoring COVID-19 and other critically ill patients in the ICU.
F. Individual provider reports with the ability to easily re-define specific elements without requiring a new report “model” - must readily range from procedure times, on-time starts, case completeness, numbers and types of cases, ASA scores, specific procedures and with both specific as well as aggregate date grouped by these and other factors including by time.
1.2 SYSTEM ADMINISTRATION
The Contractor shall provide the following:
a. Maintenance and support services to ensure the software system has system availability at least 99.0% of the time 24 hours per day, 365 days per year. "System availability" shall not include any minutes of downtime resulting from:
1. Scheduled maintenance pre-approved by the VA
2. Events of force
3. Malicious attacks on the system
4. Issues associated with VA’s computing devices, local area networks, or internet service provider connections
5. Contractor’s inability to deliver services because of VA’s acts or omissions
b. All new software versions shall be covered in the maintenance services, including all subsequent versions designed to replace the version installed under this contract.
c. The Contractor shall distribute maintenance notification updates or releases by using an appropriate electronic or printed media to the Point of Contact (POC).
d. In addition to labor and hours provided to deliver the Analytics Solution, vendor shall provide up to an additional 200 hours of support services for non-patient related efforts (i.e. troubleshooting user technical issues, product technical support, VA interface issues)
1.2.1 SUPPORT AND MAINTENANCE
Following initial installation and configuration the Contractor shall provide maintenance and technical support on the solution at each location to include 24x7x365 technical support, bug fixes, application monitoring, data acquisition monitoring and troubleshooting, status of data within the platform, maintain data quality and data availability, provide intuitive identification of problems with data acquisition, aggregation and processing, data fixes and enhancements, assistance with configuration setup, troubleshooting, communication of product changes and availability, and reporting of maintenance tickets and potential solution issues. The Analytic Solution will have approximately 100 users and a maximum of 10 open requests per year of the contract, The Contractor shall also facilitate monthly conference calls with each site to ensure optimal performance of the solution.
The Contractor shall provide off-site qualified analytics support specialist with responsibilities for supporting MEDVAMC to facilitate peri-operative outcomes analysis using the vendor’s solution in conjunction with additional MEDVAMC specific data. Services that shall be provided under this Task shall reasonably include but not be limited to the creation of custom reports (approximately 20 per year, as detailed in section 1.1.4), modification of existing reports and custom enhancements to the user interface of the Analytics database software (typically 1 per year). Services may also include the creation, enhancement, and maintenance of curated data stores. Analysis may be specific to Anesthesia and peri-operative patient safety topics. Contractor’s specialist must be intimately knowledgeable about the tools being proposed and data analytic methodologies including those required to both to curate the data and ensure data quality.
1.3 LICENSES
The Contractor shall include unlimited, non-exclusive software and interface site licenses for all products/services to include license and training for the individual facilities defined by the Government.
1.4 TRANSITION AND DATA MIGRATION SERVICES
The Contractor shall provide a commercial off the shelf solution that is fully available 30 days after award to allow for a transition. If the newly implemented system is not the incumbent, then the Contractor shall be required to import existing data into the new software solution. The solution shall allow for interaction and sharing of data and/or solution-based interventions between sites.
1.5 SOLUTION TRAINING
The Contractor shall provide virtual, instructor led, training to the 100 super users and end users. Super users must be able to reset user passwords, add new users, access specific reports and remove access privileges for users, at a minimum.
VA users may choose to setup no more than one virtual live training session every quarter for the contract period to train users on the analytics solution.
The Contractor shall provide technical support to answer questions from Government administrators and end-users and update Training Materials as needed for each execution of the training option.
