Price Evaluation Price Evaluation Sheet

Volume II - Price

(1) The Offeror shall complete the Price.xlsx Workbook in its entirety, by inputting data into all applicable cells, on all applicable tabs.
(2) The Offeror shall complete the Price.xlsx Workbook by entering the following in the appropriate columns: its proposed, maximum unit price for each LEC service-type, for each geographic area for Year 1
(3) The Offeror shall complete the Price.xlsx Workbook by entering its proposed Escalation Factor percentage, for Years 2-15, on the “Escalation Tab.” If no escalation is proposed from the prior year, “0” must be entered.
(4) The Offeror shall complete the Price.xlsx Workbook by entering the Number of geographic areas where the Offeror has proposed to provide telecommunication services. This whole number value shall be between zero (0) and forty-nine (49) and shall match the whole number identified in the Offeror’s technical workbook submission. Please be reminded that to be considered able to “provide telecommunication services” to an SDP, Offerors shall provide at least POTS lines (i.e., Measured Rate (includes extended call area), Flat Rate, or Ground Start Flat Rate) at each SDP.
(5) All unit prices shall contain no more than two (2) decimal places.
Price Evaluation Approach -
(1) The Total Weighted Evaluated Price will be the price on which each Offeror will be evaluated. The Total Weighted Evaluated Price will be calculated as follows.
(2) As outlined in Proposal Submission, Price Factor Instructions, the Offeror shall complete the Price.xlsx Workbook by entering the following in the applicable columns: its proposed, maximum unit price for each LEC service-type proposed for Year 1 for each and every one of the 49 listed geographic areas (48 states plus the District of Columbia) for which the Offeror has proposed to provide telecommunication services in the technical workbook. The maximum unit prices shall be captured in applicable Columns C-AY of the Price.xlsx Workbook, “Year 1 Unit Prices” Tab and will serve as the Offeror’s Not to Exceed (NTE) ceiling price for each service type, in each geographic area, under any future task orders.
(3) For evaluation purposes, the Year 1 Total Prices, as shown in the “Year 1 Total Prices” Tab, for each proposed geographical area’s service type line items will be calculated by multiplying the Offeror’s maximum unit price for each service type in Columns C-AY of the Price.xlsx Workbook, “Year 1 Unit Prices” Tab, by the quantity specified in Columns C-AY, of the Price.xlsx Workbook, “Annual Qty” Tab, by the occurrences specified in Columns C-AY, of the Price.xlsx Workbook, “Occurrences per Year” Tab.
(4) All Offeror-proposed unit prices, as described above, are for Year 1, only. The Offeror’s proposed pricing for Years 2-15 will be automatically calculated based on the Offeror’s proposed pricing for Year 1 and the Offeror’s proposed Escalation Factor for Years 2-15 as entered on the Price.xlsx Workbook “Escalation” Tab. Similar to “Year 1 Unit Prices,” the maximum unit price shall be shown in Columns C-AY in the Price.xlsx Workbook, for Years 2-15 on the “Year 2 Unit Prices” through “Year 15 Unit Prices” Tabs and will serve as the Offeror’s NTE ceiling price for each service type, in each geographic area, under any future task orders.
(5) The Price.xlsx Workbook will automatically calculate the Offeror’s Total Unweighted Evaluated Price based on the information entered by the Offeror. The Total Unweighted Evaluated Price derived from the Total Price associated with each service type for Years 1-15 will automatically calculate on the “Total Unweighted Evaluated Price” Tab. However, the Government will verify the calculation of the Total Unweighted Evaluated Price. The Government may make adjustments to the Total Unweighted Evaluated Price if any rounding errors and/or mathematical errors are identified in the Offeror’s Price proposal.
(6) As discussed above, the Offeror’s Total Unweighted Evaluated Price will be calculated using the above methodology for each year 1 through 15, for the geographical areas and all telecommunication service types proposed.
(7) Finally, this Total Unweighted Evaluated Price will be multiplied by the following fraction: the number 49 (which is the number of identified geographic areas - comprised of the 48 states identified in the Price Workbook plus the District of Columbia) divided by the number of geographical areas for which the Offeror has proposed to provide telecommunication services. At a minimum, to be considered able to “provide telecommunication services” to an SDP, Offerors shall provide at least POTS lines (i.e., Measured Rate (includes extended call area), Flat Rate, or Ground Start Flat Rate) at each SDP.
(8) Total Unweighted Evaluated Price * 49 / Number of geographical areas which Offeror has proposed to provide = Total Weighted Evaluated Price. This final calculation will result in the Total Weighted Evaluated Price which will be the price on which each Offeror will be evaluated.
(9) For solely informational purposes, the following examples are provided.

Example #1 Total Unweighted Evaluated Price * 49 / Number of geographical areas which Offeror has proposed to provide = Total Weighted Evaluated Price.

$300,000.00 * 49 / 30 = $490,000.00 Example #2 Total Unweighted Evaluated Price * 49 / Number of geographical areas which Offeror has proposed to provide = Total Weighted Evaluated Price.

$400,000.00 * 49 / 40 = $490,000.00

Instructions Instructions Sheet

Total Weighted Evaluated Price Sheet Instructions -

(1) In Cell B6, Offeror shall enter number of geographic areas which Offeror has proposed to provide services from Cell B7 of "Percent Covered" sheet from "Attachment C - Tech" workbook.

(2) Total Weighted Evaluated Price Sheet automatically calculates the Total Weighted Evaluated Price. (3) Cell B13 will calculate automatically when "Year 1 Unit Prices" sheet has been filled out. (4) Cell B10 will show "Yes" if Cells B6 and B13 match. If they do not match, it'll show "No" and Cell color will turn red.
