Q&A

TeamService Responsible for providing answersRequisition NumberQUESTIONSANSWERS
ANAC-HTME Team A600B00003Was not included in the actual consolidation listing – was this cancelled?Requirement was cancelled.
ANAC-HTME Team A600B00003Benchmark was not included in the releaseRequirement was cancelled.
ANAC-HTME Team AResponse Submission3.2 Multi-unit discounts shall be nationwide, and based on the total number of line items purchased from this RFQ.

3.3 Multi-unit discounts shall be applied by equipment modality for the entire consolidation.

The above two phrases seem to conflict with each other. Could you provide clarification on wheter multi-unnit discounts shall be applied by (a) the total number of awards by specific modality in the entire consolidation, or (b) by the total number of awards for all modalities combined in the entire consolidation? This is the same language as in the past Consolidations and it is referencing that the multi-unit discounts are applied by equipment modality (total line items for that modality); for all of the VISNs that are purchased and not confined to certain locations.
ANAC-HTME Team AResponse Submission1.Please clarify file naming structure. Examples throughout the instructions lack the special character punctuation (i.e. “-“ and “,”) that is specified in section 7.3.3.Please do not use "-" or "," when listing out the PO/Requsition number in the file name
ANAC-HTME Team AResponse Submission2.Section 2.8.g states, “No travel expenses for any VA employees will be included in any HTME equipment or training order.” Redacted benchmark quotes however do show travel and training included in the offering (i.e. 644-B08014 XR US). Knowing that education will be purchased at the time of need, will NAC be requiring a change to all training quotations to assure that travel, per diem, etc. is no longer grouped into the training quote? If not, that inclusion of travel related benefit does become a selection criterion. How will the NAC ensure such offerings do not factor into the station’s evaluation for selection?Although the NAC will not award this training along with the equipment, it is imperative that the customer is informed that this training is available. Vendors must demonstrate that they can provide any required off-site training, therefore off-site training should be quoted as an optional item. Off-site training will be purchased at the time of need via a modification (if the original order remains open) or via a separate order. No travel expenses for any VA employees will be included in any HTME equipment or training order.

Technical training information to include detailed information about the curriculum and length of the biomedical technical training required for each equipment type.

ANAC-HTME Team AResponse SubmissionHow do we know when TURNKEY Construction is required as a part of the response? Will that be clearly indicated in the GENERIC SPECIFICATION?The solicitation is for equipment only. If extended installation is required it will be communicated after delivery order award and be incoporated via Modification.
ANAC-HTME Team AResponse SubmissionIn some of the line items, the word “REDACTED” appears, what does that mean, relative to a specific line item?Redacted means it is a redacted benchmark quote and not a generic technical specifications
ANAC-HTME Team AConsolidation Schedule of Milestone datesWill the Milestone dates for Team A be adjusted/extended since the Solicitation was delayed in being posted from 3/25/20 to 3/30/20?No, milestones remain as posted.
ANAC-HTME Team AInstructions to OfferorsPer the Instructions to Offerors: 1)There are 2 Main folders, Information and Quotes-Workups-Matrix. 2) Information folder contains subfolders for each equipment type.

What was provided: 1) There are 3 Main folders, 6550, Information, Quotes-Workups-Matrix. 2) Information folder does NOT contain any subfolders

Should we create equipment subfolders in the Information folder? Should the 6550 form be saved in both the 6550 and Information folders? The folders zip file will be corrected via Amendment 00001
ANAC-HTME Team AInstructions to OfferorsPlease note that in the Instructions to Offerors, the address for overnight deliveries is referencing the Sept 2019 ConsolidationA corrected Instructions of Offerors will be provided via Amendment 0001
ANAC-HTME Team AResponse SubmissionDue to service impact of COVID-19, mail and Fedex seem to be experiencing delays. Would the NAC consider other options to submit responses, such as email? If our submission is late due to unforeseen delays with mail/Fedex, will there be a grace period for submission receipt?Sending in a CD with the quotes is still going to be the same process as always. Someone will pick up the quotes from the facility in the event that the stay-at-home is still in place. If there is an issue with delays, we will deal with that when the time comes, however, trying to overnight something on the 12th to get there on the 13th would be advised against.
ANAC-HTME Team AResponse SubmissionCan you please confirm the VA/National Acquisition Center at address listed for overnight deliveries is open for receipt of Fedex deliveries.Yes, it is open.
ANAC-HTME Team AResponse SubmissionFedex states they have suspended Signature Required for most shipments. If we are unable to get a signature, who should we contact to confirm receipt of our submission?Consolidation Manager, Iliana Jorge

3.a. specification changed to 19 - updated specifiations and compliance matrix provided A VISN 05 613B91030 Need more Trade-in information Serial nuber, Make and Model. As listed in the specifications:

Manufacturer: Canon/Toshiba Model: Aquilion 64 EE/Asset Number: 43504 Serial Number: JDA10Z2215

AVISN 08673B40006Any MR monitoring needs at this site such as the Invivo MR 400 or other?
Please confirm - No Breast imaging/breast coil needs? No Breast Imaging needed.
AVISN 08673B40006This is a construction related specification: b. Fire suppression system meeting NFPA standards and all applicable codes (the system must connect to the facility fire alarm system). Please confirm this is not applicable. This is applicable to an MRI.
AVISN 08673B400061d.Is this cm? Or mm? Maximum FOV? OR minimum?

1e. Is this really 75 T/m/s? NO vendor today offers this slow slew rate. Minimum should be at least 155 T/m/s. There is also no specification for minimum Aplitude. This should be a minimu of at lease 34 mT/m.

1f. 8 channel minimum is very low. Typical would be at leaset 32 channel.

1h. Is this for the entire system or just the workstation? 1200 seconds is 20 minutes and would require a massive UPS if for the entire system. Typical UPS is 7 min or 420 seconds. Would require more space for all the batteries if 1200 seconds.

1j. Is this requiremetn for the magnet? 1d.-cm adjusted to maximum FOV 50cm.

1.g. Minimum patient table load capacity 550lbs.

Question: To allow for full competition, please change this specification to 500lbs.

1.h. Minimum UPS time at full functionality – 1200 Question: Does the facility want a UPS that will allow the scan to continue with a power loss (full UPS) and if yes, please change the requirement to 10 min. The 1200 seems to be an error. Does the facility have the facility room and power requirements for a full UPS, or should this be changed to a partial UPS, (110v only) will cover computers only for a controlled shutdown – lasting about 10 min.?

Table Requirements 4.a. Motorized Question: Please remove this requirement. All systems have tables that are motorized to move the patient into the gantry. Some vendors require a motorized detachable table because the table is heavy and difficult to handle. This is an option that is very specific and should be removed from the minimum requirements.

4.b. Adjustable height when table is attached and detached.

Question: Please remove the word, “detached”, from this requirement. 1.d-adjusted to maximum FOV 50cm.

1.g- adjusted to minimum patient table load capacity 500lbs.

Question: Maximum system weight appears to be an error, please change this requirement to Magnet Weight: 7500 lbs.

Table Requirements 5.b. Motorized Question: Please remove this requirement. All systems have tables that are motorized to move the patient into the gantry. Some vendors require a motorized detachable table because the table is heavy and difficult to handle. This is an option that is very specific and should be removed from the minimum requirements. 1c. Agreed. Min FOV changed to 50 cm.

1f. Agreed. Min patient table capacity changed to 500 lbs.

1g. Agreed with changes. Maximum System weight changed to Maximum Magnet Weight: 7500 lbs.

1.i. Minimum UPS time at full functionality – 6 Hours Question: Does the facility want a UPS that will allow the scan to continue with a power loss (full UPS) and if yes, please change the requirement to 10 min. A UPS just keeps the system functional until a generator starts, or power is restored. Does the facility have the facility room and power requirements for a full UPS, or should this be changed to a partial UPS, (110v only) will cover computers only for a controlled shutdown – lasting about 10 min.?

UPS time has been changed to 600 seconds. This is full functionality, not just workstations Table requirements remain as is. The requirement is for a table that is motorized to move the patient into the gantry, as described in the question, and also detachable and dockable. The detached table does not need to be motorized to move it around with the patient on it.

AVISN 22644B08015The benchmark for this is the Siemens Luminos Agile Max, which is a conventional R/F room with the tube under the table. Please advise if the site will consider a remote R/F room with the tube above the table.
A remote R/F room would be great—it’s easier to use and allows for more functionality.
AVISN 22644B08017The benchmark quote contains a 65 kW generator and a 80 kW generator. Please clarify if the site wants/needs two generators or if this is specific to the benchmark vendor's configuration.
Please confirm no trade-insThe system only requires one generator. The benchmark quote included an upgrade from the minimum spec 65kW generator to an 80kW generator and put it as a separate line item. Note that per the benchmark, we prefer an 80kW generator. No trade-in. This is for a new outpatient clinic.
