3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
The Eppendorf Centrifuge offers the smallest footprint on the market. Due to the limited space in the new research vivarium, having the most compact refrigerated 3-liter centrifuge allows the researchers to best utilize their research space. Despite its size, it is the most diverse of compact centrifuges. It offers a huge selection of buckets and adapters. This allows each lab to purchase the buckets and adapters that will work best for their tube selections (from 0.2 mL to 750 mL) and saves considerable cost as it eliminates the need to purchase additional centrifuges for different areas of the lab. The Eppendorf 5810R centrifuge also offers an extensive range of speeds that covers all the speeds being used in the facility’s research. It has continuous cooling capability to maintain constant temperature for temperature-controlled experiments after the run has been completed.
The noise level of the Eppendorf 5810R is less than 70 dB, offering an extremely quiet operation that improves the lab work environment. The highly reliable Eppendorf 5810R has been used by other VA labs with excellent user interface and no operational issues. Users have reported multiple problems with other brands. Having the most reliable of the compact 3-liter centrifuges gives researchers the critical resources needed to provide the VA with advanced medical research that ultimately translates to top notch medical care to our Nation’s Veterans.
4. Description of market research conducted and results or statement why it was not conducted:
In accordance with FAR Part 10, market research has been conducted for this acquisition. Market research was conducted by the facility by reviewing other similar equipment and by contacting vendors. Review of these products is based on actual VA experience using competing centrifuges.
Based on these market research efforts, the Government’s technical experts have determined that only the Eppendorf Centrifuge can meet the VA’s needs.
The Contracting Officer (CO) conducted extensive market research that is documented in the contract file to include the posting of a Notice of Intent (to brand name). The CO determined there are no other centrifuges on the market that offer the functions the Eppendorf Centrifuge offers.
Additionally, no vendors or manufacturers responded to the Notice of Intent (to brand name) offering a different brand centrifuge with similar capabilities. Further, the technology offered by the Eppendorf Centrifuge provides the VA the capability of providing excellence in advanced medical research that ultimately provides technologically advanced medical care to our Nation’s Veterans.
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
