This amendment also extends the response date FROM May 30, 2020 at 11:59 a.m. est. TO April 3, 2020 at 11:59 a.m. est.
Please see continuation page and attached SOW.

Question 1:
Are the Genesis containers the only ones that will work with VA’s sterilization process?
Answer 1:
No, the containers are Genesis Brand Name or Equal. See below for required salient characteristics for the containers. The Section 3.1.32 for JSN U0072 of the SOW is also updated and attached to this amendment.
Genesis Containers, Brand name or Equal, Salient Characteristics:
· Hard coat anodized aluminum containers (protects from corrosion, scratches and container wear and tear)
· Lid Lifting handles
· Compatible with both Steam and VPro sterilization
· Offset perforations
· Filter retention plates that create a barrier to prevent objects from puncturing the filter
· Compression gasket seal
· Single-use disposable filters
· Raised bottoms
· Double sided data blocks
· Tamper evident arrows
· Colored lids and tags for specialty specific trays
Question 2:
Are some of the instruments in the package only compatible with the Genesis containers?
Answer 2:
No
Question 3:
I would like to request, if at all possible, to split the Genesis Containers and Trim Line Curettes from the solicitation. There are at least 80 lines containing these brands for which are registered trademarked by specific companies.
Answer 3:
This is a brand name or equal requirement. The size for the curettes can be found in Table 1 – Package Items Summary in the attached Statement of Work. Salient Characteristics for equal items to the Genesis containers are added to Section 3.1.32, JSN U0072, on the SOW attached to this amendment.
Question 4:
Can the VA provide a template for etching of the surgical instruments?
Answer 4:
The etching is a reference to key-doting on the instruments, which can then be read by a Hand-held scanner through the Censitrac System. The VA does not have a template.
Question 5:
If a small business proposes items manufactured by a large business, will the Buy American clause or the Trade Agreements clause apply?
Answer 5:
The appropriate clause depends on the tier from which the award is made. If the award is made from one of the small business tiers, FAR clause 52.225-1, Buy American – Supplies will apply. If award is made at the large business tier, that means all set-asides from higher tiers have been withdrawn. In that case, 52.225-5, Trade Agreements clause will apply.
Quotes submitted by nonmanufacturers must comply with the nonmanufacturing rule to provide items manufactured by domestic small business manufacturers to be considered at a socioeconomic small business tier such as SDVOSB (13 CFR 121.406(b)). Small business nonmanufacturers (including socioeconomic small businesses such as SDVOSBs) proposing items manufactured by domestic large business manufacturers will be evaluated at the small business tier if the quote is under the simplified acquisition threshold (SAT) of $250k under the limitations on subcontracting exception (12 CFR 406(c)). Small business nonmanufacturers proposing items manufactured by a large business and whose quotes are over the SAT will be evaluated at the large business tier.
Question 6:
Some of the items are proprietary to only one vendor, therefore, only that one vendor is eligible to respond. Because our manufacturer is not the proprietary vendor, may we offer all other items in order to compete for this award?
Answer 6:
All items must be quoted in this solicitation. This is a brand name or equal requirement. Please refer to the SOW.
