Orlando/Daytona Beach Initial Outfitting Activation and Transitioning IDIQ/Task Order #1 Questions/Answers to Solicitation RFQ 36A77618Q9073 The purpose of this amendment is to:
1. Replace original solicitation - Task Order 1 PWS Pre-Planning Services with a revised version –dated 30 Aug 2018. Task 7.5 Activation Support Services was added to provide for the Gap Analysis meeting and report.
2. Answer the questions Submitted for Solicitation: 36A77618Q9073 – Initial Outfitting, Transition, and Activation IDIQ RFQ Orlando Medical Center, Daytona Beach Multispecialty Out-Patient Clinic:
All other terms and conditions of the solicitation remain the same and in full force and effect.
*** The Government received several questions concerning deliverable due dates. The Government will not be changing any due dates for its requirements during the solicitation process. If applicable, these suggestions can be addressed after award. ***
1. Question: In initial review of scope I noticed the PM must be PMP certified. One of my PM’s has a Masters Certificate in Project Management and I myself have a MBA in Project Management. Both of which far exceed the PMP certification. Can either of these two be used in lieu of the PMP cert?
Answer: Key Personnel requirements for Project Manager are amended as follows:
Project Manager
1. A minimum of five (5) years of experience in Project Management
1. A minimum of three (3) years of experience in healthcare initial outfitting, transition, and activation services
1. Certified Project Management Professional (PMP). Other certifications the offeror believes to be equivalent may be provided and the Contracting Officer will determine its equivalency.
1. Experience in activating Federal healthcare facilities
1. Well versed in healthcare infrastructure, operations, and/or practice and have direct experience in transition activities
2. Question: The contractor shall assure that all appropriate personnel are invited to attend each meeting either telephonically or in person. The contractor’s PM should be available to attend all requested meetings in person, unless other arrangements have been approved by the COR prior to the meeting. Since this is a FFP contract how do we price this effort if PM is not onsite fulltime unless attend could be understood is via conf call and not in person. Otherwise can you identify how many times we should price for this request? Since we have to price without arrangements with the COR can you provide some guidance?
Answer: At first the team should be in person for the kick off meeting , then present for user group meetings. We plan to use Skype and telephone calls for regular ongoing follow up calls weekly . Refer to 7.1 of the Task 1 document. The PM must be on-site to facilitate, schedule, and lead regular meetings with the OVAMC/Daytona staff, to ensure the timely and effective completion of tasks and deliverables.
3. Question: The contractor shall conduct briefings and prepare comprehensive reports to keep managers and executives advised of project plans and progress and to communicate findings and recommendations. Contractor shall provide monthly status reports to the Activation Steering Committee and as needed or upon request. Concern forms around the language as needed. Can we stipulate monthly for all reports?
How do we price serious reports like activation steering committee reports which require input from multiple team members if more than monthly? The term as needed or upon request seems to be open to interpretation. Can you provide some guidance?
Answer: Reports are due monthly. There may be an instance where a report is requested more than once in a month. The Government is not paying “Per deliverable” but as a whole task.
4. Question: Provide and coordinate comprehensive interior design (CID) services or coordination of CID services, ensuring incorporation of evidence-based health care concepts Are we creating the CID or just coordinating others work? If creating can you identify what you want included in the CID specifically? If just coordinating can you describe who we would be coordinating?
Answer: On site VA Interior Design will coordinate with the IOT&A contractor to select furniture, fixtures, and finishes and artwork.
5. Question: The contractor shall develop the initial design based upon the FF&E list (Attachment C). The contractor will lay into the drawings provided by the VA all the FF&E based upon the equipment list and program for design information. The drawings provided by VA may be limited to walls and mechanical, electrical, and plumbing (MEP) locations. When will we be given the drawings in order to complete the task? The process needs to be the IO contractor provide room typical drawings to the AE in time for them to lay into their drawings which will be sent to the VA. The IO contractor and the AE must work on the same version of the drawings or the risk to the project will be significantly increased. The mandate to the AE must be that they need to take the typicals provided by the IO Contractor and include them in their drawings.
Answer: Drawings to be provided around the second half of 2019.
6. Question: The general contractor will be required to identify all MEP information necessary and timelines needed. The IOT&A contractor is to develop the make and model of all equipment with the DD2 submittal.
Does this mean the GC will ask the pre-planner to do all the investigative work and provide the engineering information necessary to design the MEP of the facility? No Please modify the scope to clearly show the pre-planner only provides the JSN, room location, cut sheet of the basis of design equipment and or a spreadsheet that lists the salient characteristics? The IO contractor does not mandate for provide engineering design services.
Answer: The IO contractor does not need to provide engineering design services however they need to obtain shop drawings for specific items to be determined by VA and maintain a log of shop drawings.
7. Question: contractor shall review for code and work flow efficiency. In addition, the contractor shall call out in each room all utility conflicts and recommended resolutions. What is the expectation regarding call out? Does this mean we have notes that suggest locations of the utilities, adding additional locations for capacity or location of equipment? As for code review this is part of the design review report typically. Are they two requirements different?
Answer: No
8. Question -Please explain how the pricing template will account for companies that may have higher hourly rate personnel but can complete the tasks in less man hours? It appears all we can do is insert our hourly rate but all companies are based upon a mandated number of hours.
1. Answer: In the pricing sheet for TO1 the offerors will propose the hours they will actually need to complete the tasks and this will factor into the Total Evaluated Price. In the Task Order 1 Technical submission the offerors will include both a narrative detailing the offerors technical approach as well as a Basis of Estimate detailing how the proposed hours and labor mix was determined. Both of these submissions should identify offerors who have a more efficient or cost reductive approach to their allocation of labor hours across labor categories.
In the IDIQ Management Plan offerors will detail their overall approach to managing the IDIQ as a whole. This should include their approach to hiring and execution (for example higher paid employees who require less hours to complete their tasks).
9. Question -Can PMP be attained within first 9 mos for PM?
Answer: See response to question #1
10. Question - Since this is a FFP contract how do we price this effort if PM is not onsite fulltime unless attend could be understood is via conf call and not in person. Otherwise can you identify how many times we should price for this request? Since we have to price without arrangements with the COR can you provide some guidance?
Answer: Refer to 7.1 of the Task 1 document. The PM must be on-site to facilitate, schedule, and lead regular meetings with the OVAMC/Daytona staff, to ensure the timely and effective completion of tasks and deliverables.
11. Question - How do we price serious reports like activation steering committee reports which require input from multiple team members if more than monthly? The term as needed or upon request seems to be open to interpretation. Can you provide some guidance?
Answer: Deliverables and Deliverable Due dates will be finalized upon kick-off and Gap Analysis meeting. The total task should be firm fixed price, not per deliverable (i.e., monthly report, rather than the totality of reports needed to the activation steering committee)
12. Question -Are we creating the CID or just coordinating others work? If creating can you identify what you want included in the CID specifically? If just coordinating can you describe who we would be coordinating?
Answer: : Daytona Beach, VA Interior Design will coordinate with the IOT&A contractor to select furniture, fixtures, and finishes and artwork.
13. Question/Statement - When will we be given the drawings in order to complete the task? The IO contractor and the AE must work on the same version of the drawings or the risk to the project will be significantly increased. The mandate to the AE must be that they need to take the typicals provided by the IO Contractor and include them in their drawings.
Answer: See response to question #5. Drawings to be provided around July/August 2019.
14. Question - Does this mean the GC will ask the pre planner to do all the investigative work and provide the engineering information necessary to design the MEP of the facility? Please modify the scope to clearly show the pre-planner only provides the JSN, room location, cut sheet of the basis of design equipment and or a spreadsheet that lists the salient characteristics? The IO contractor does not mandate for provide engineering design services.
Answer: Correct. The IO contractor does do all investigative work and provide engineering information such as obtaining shop drawings from vendors for specific items to be determined by VA. IOT&A contractor will maintain a log of shop drawings. Also note, this is a combination IDIQ which includes Pre-Planning and activation. This IDIQ is not for pre-planning services only.
