About this file

This is a Procurement and Fabrication Specification document for SSR Cryomodules thermal straps, issued by Fermi National Accelerator Laboratory for the PIP-II Project. The document details technical requirements for manufacturing 1,096 thermal straps across 16 different part numbers, with specific procurement and fabrication specifications. Key requirements include:

Manufacturing must use a swage (cold press) process, with thermal strap materials made entirely from C10100 Oxygen Free High Conductivity copper. Each thermal strap must be permanently serialized, ultrasonically cleaned, and packaged without chemical anti-oxidant treatments. The procurement process involves a technical and cost evaluation, with bidders required to submit detailed documentation including quality assurance certifications (ISO 9001:2015, ASME BPVC), facility descriptions, delivery schedules, and past project experience. Delivery is expected in batch quantities over 12 months, with at least 20% of each thermal strap part number delivered after 4 months, following Delivered Duty Paid (DDP) Incoterm 2020 rules.

1. Introduction

1.1 PIP-II Project

The Proton Improvement Plan II, or PIP-II, is an essential enhancement to the Fermilab accelerator complex, powering the world’s most intense high-energy neutrino beam on its journey from Illinois to the Deep Underground Neutrino Experiment in South Dakota – a distance of 1,300 kilometers (800 miles). DUNE scientists will use neutrinos to answer some of the most profound questions about our universe. In addition, over the next 50 years, PIP-II will drive a broad physics research program, delivering scientific breakthroughs and likely to reveal surprising answers to questions that are not yet contemplated.

1.2 Subject of this Technical Specification

The present specification is intended to inform the procurement and fabrication of the thermal straps for the SSR Cryomodules, in quantity indicated in Table 1.

The Manufacturer shall provide all materials necessary to fabricate complete deliverables. The Manufacturer shall provide manufacturing engineering services required to generate internal shop drawings and all documentation needed to manage and support their suppliers. The Manufacturer shall provide all labor to assemble, test, and supervise the manufacture of all components regardless of where these are made: within the manufacturer’s plant or in a second facility or sub-contractor. Any information of a proprietary nature must be identified in the bid response.

Delivered Duty Paid (DDP) Incoterm 2020 rules shall be applied as method of delivery.

2. Scope

The invitation to offer concerns the manufacture and delivery to Fermilab of thermal straps.

The bidder is invited to submit an offer for the supply of materials as well as the manufacture of the thermal straps as described in this specification.

The supply shall include:

• Detailed design of the thermal straps (will be reviewed and approved by Fermilab before manufacturer proceed with procurement and fabrication)

• The procurement of all necessary raw materials and components

• The manufacture of thermal straps

3. Procurement Specifications

3.1 Bidding Phase

The bidder shall provide a Quotation including all costs to deliver the items indicated in Table 1. The quotation shall be itemized so that the cost associated with each subassembly listed in Table 1 is clearly identified. In addition to quotation, the following documentation shall be provided:

a) Technical Proposal to demonstrate the ability of the bidder to deliver the assembly with performance that meets or exceeds the specification requirements reported in this document.

b) Examples of past projects (preferably within the last 10 years) that closely match the scope of this procurement in complexity and value, and that best illustrate the bidder’s capability, experience, and performance will be considered for the technical evaluation.

c) Quality Assurance Plan to demonstrate the ability to ensure the required quality standard throughout the entire performance of the project. Examples of documentation developed for past projects (preferably within the last five years) will be considered for the technical evaluation.

d) Batch deliveries over 12 months starting from the date that the Purchase with at least 20% of each thermal straps part number delivered after 4 months is acceptable. Supporting documentation, to demonstrate that the bidder will deliver within the specified timeframe, will be considered for the technical evaluation.

3.2 Technical and Cost Evaluation Phase

The Purchase Order will be awarded to one bidder after proposals will be evaluated by technical and cost evaluation teams.

3.3 Execution Phase

The manufacturer shall assign a person to be responsible for the order and all contacts with Fermilab throughout the duration of the order. They shall be able to communicate in English.

After purchase order award, Fermilab shall provide the latest drawing revision. Then, the Manufacturer may decide to produce its own drawings. After Fermilab approval, the manufacturing can start.

As part of the delivery, the material certifications shall be provided to Fermilab.

4. Fabrication Specifications

This section provides a technical introduction of the scope, assembly to be manufactured, quality controls, and shipping plan.

4.1 Manufacturing process

The thermal straps shall be manufactured using a swage (cold press) process. No other manufacturing process is acceptable. The flexible part of each thermal strap shall be made from copper rope also called copper braid or copper cabling as specified on the Fermilab drawings.

4.2 Dimensional conformance

The drawings supplied as part of this request for proposal are to be considered near-final release. The final set of drawings (latest revisions), including minor modifications that might occur during the bidding phase, will be given to the Manufacturer at the time of the kick-off meeting.

The Manufacturer may decide to use the provided drawings for fabrication, or to produce its own drawings.

4.3 Serial Number Stamping

Manufacturer shall permanently engraved the serial number on each thermal strap. The following alphanumeric format shall be used as serial number:

Part# Sequence#

Part number and revision number could be the ones indicated in Fermilab drawings dropping the “F10” portion of the part number (if necessary, more digits can be dropped). The sequence number could increase from 001 to the number of repeated components. Eventual changes in the serialization scheme shall be approved.

4.4 Material

Thermal strap material (ropes and end fitting blocks) will be made entirely from C10100 Copper materials.

The material certificates for raw copper materials will be emailed to Fermilab.

4.5 Cleanliness

The thermal straps will be used in a moderate to high vacuum service. Parts shall be protected at all stages of fabrication for the cleanliness. Copper ropes and end fitting blocks shall not contain any chemical or metal anti-oxidant treatment. Parts shall be ultrasonically cleaned, dried, wrapped in protective bubble wrap and labeled.

4.6 Quality assurance plan

The Manufacturer shall develop quality control procedures and tests to guarantee that the project will be in full conformance with the specifications. If during inspections a discrepancy occurs, the supplier should generate a non-conformance report and obtain approval before proceeding to the subsequent step.

Copper ropes or end fitting blocks surface imperfections or any other defects shall be rejected.

We reserve the right to visit the vendor and inspect the material prior to shipment or make final assessment of the shipped straps and reject material that is found non-conforming to this specification.

4.7 Shipping Plan

Documentation must accompany the products such that Fermilab receiving personnel clearly understand the contents and can match delivery to a purchase order.

The Manufacturer shall ship the assemblies properly packed to ensure that damage is not incurred during shipment, in accordance with transportation industry standards.
