About this file

This is a Justification and Approval (J&A) document for other than full and open competition issued by the Naval Surface Warfare Center, Corona Division. The document authorizes a firm-fixed-price purchase order for seven Okuma precision machining machines to be awarded solely to Robert E Morris Co LLC, the exclusive distributor of Okuma equipment in West Virginia.

The specific equipment requirements include one Okuma Genos M460V-5AX machine, one Okuma Genos M460-VE 15K/CAT 40 machine, four Okuma LT3000-EX-2T1MY machines (numbered #1 through #4), and one Okuma LB3000FX-III/450-MY machine. These machines will be used at Allegany Ballistics Laboratory (ABL) in Rocket Center, West Virginia to support accelerated munitions production under the Department of War's Munitions Acceleration Council (MAC) effort. The justification cites statutory authority under 41 U.S.C. § 1901 and FAR 12.201-1 and 12.102(b), determining that Robert E Morris Co LLC is the only responsible source capable of meeting requirements. The rationale emphasizes that alternative equipment would create six to eight months of unacceptable delays due to software incompatibility with existing Okuma machine programming libraries, operator training requirements, and incompatible tooling and workholding systems. A Sources Sought Notice was posted on SAM.gov from July 6-14, 2026, with one interested vendor identified but deemed not technically capable. The Contracting Officer determined the anticipated cost to be fair and reasonable, with the document signed and approved on August 28, 2026.

4. Statutory Authority Permitting Other Than Full and Open Competition

This acquisition is conducted under the statutory authority, 41 U.S.C. § 1901, as implemented by the Federal Acquisition Regulation (FAR) 12.201-1, Simplified Procedures, as revised under the FAR Overhaul. The Agency is restricting competition under FAR 12.102(b), as revised, because there is only one responsible source and no other supplies or services will satisfy Agency requirements.

5. Rationale Justifying Use of Cited Statutory Authority

In July 2025, the White House and DoW engaged the Defense Industrial Base (DIB), to include , to accelerate key munitions production. The

DoW established the Munitions Acceleration Council (MAC) effort and designated for acceleration. ’s plant at ABL, which is under lease from the Government, is responsible for the manufacture of Solid Rocket Motors (SRM) for one of the

The DoW expects NGSC to increase

For to ramp up production and produce at the of the Naval Industrial Reserve Ordnance Plant (NIROP) ABL must be utilized. However, is insufficiently equipped and currently does not have adequate capacity to support the higher rates expected by DoW. In order to increase the capacity, and thus meet the accelerated schedule, the Government must procure the above seven (7) additional Okuma machines to perform precision cutting and milling of metal necessary in the production of crucial components of rocket motors and warhead cases. The Okuma machines listed above make up a single “machining cell,” a group of machines involved in the fabrication process.

ABL currently operates a fleet of multiple machining cells of these Okuma machines. Procuring a different machine would result in unacceptable mission delays due to the following factors:

a. Software and Programming Interoperability: The facility maintains an extensive, vetted library of programs and digital models specifically engineered for the Okuma machines. The programming is machine-specific and introducing a non-compatible machine would require the time-consuming process of rewriting and re-verifying proven code, introducing risk of scrap, and delaying critical deliverables. The Government estimates that this process would take six to eight months.

b. Operator Proficiency & Zero Learning Curve: Current machinists and operators are highly proficient on operating Okuma machines. Procuring the Okuma machines allows operators to transition seamlessly to the new equipment on day one. Introducing a new platform would necessitate three to four weeks of specialized training, reducing personnel availability and immediate production throughput.

J&A Number: 50,832 Ser Code 02/0902

c. Tooling & Workholding Sharing: Standardizing on the Okuma machines allows for the rapid exchange of heavy tooling, fixture plates, and workholding devices between machines on the shop floor, preventing bottlenecks when balancing production loads across multiple spindles. The Government estimates that procurement of another machine would delay production by six to eight months

Due to the factors listed above, the procurement of any equipment other than the specified Okuma machines would result in a significant and unacceptable delay of at least six to eight months and fail to meet the urgent Government need to accelerate key munitions production per the MAC effort.

6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable

Robert E Morris Co LLC is the only viable vendor for this acquisition, as they are the exclusive distributor of Okuma equipment in West Virginia.

A Sources Sought Notice was posted on SAM.gov on July 06, 2026 and closed July 14, 2026. One

(1) interested vendor was identified: . The response from this vendor did not meet the requirements of the SOW and was deemed not technically capable.

7. Determination of Fair and Reasonable Costs

The Contracting Officer has determined that the anticipated cost to the Government for the supplies covered by the J&A will be fair and reasonable.

8. Actions to Remove Barriers to Competition

For the reasons set forth in Paragraph 5, Corona Division has no plans at this time to compete future contracts for the type of supplies covered by this document. If another potential source emerges, Corona Division will assess whether competition for future requirements is feasible.
