About this file
This is a comprehensive technical specifications document prepared by the Oregon Department of Transportation (ODOT) for the Pendleton Maintenance Station Building B Concrete Wash Pad Improvements project located at 1327 SE 3rd Street, Pendleton, Oregon 97801. The project encompasses significant facility improvements including demolition of existing slabs and pavements, excavation, installation of bollards, oil-water separator, utilities, foundations, reinforced concrete work, asphalt paving, catch basins, under-slab insulation, wash trenches, wash slabs, steel catwalks and stairs, metal siding and trim, stainless steel and fiberglass doors, a boiler-fired hydronic heating and snow/ice melt system, under-vehicle body spray bar systems, booster pumps, system controls, wall fixtures, plumbing, electrical, and mechanical systems. The specifications establish detailed requirements across 33 divisions covering general requirements, existing conditions, concrete work, metals fabrication, wood and composites, thermal insulation, roofing panels, joint sealants, doors and frames, plumbing, mechanical systems, electrical systems, earthwork, and asphalt paving. The contract document provides comprehensive technical standards, material specifications, workmanship requirements, and execution procedures. The Construction Project Managers are identified as Travis Duby and Shelby Stout, with Jon Doughton as the Professional of Record. Notice to Proceed will be provided in writing by the CPM, with construction operating hours limited to 0600-1700 Monday through Friday unless otherwise approved.
The specifications establish stringent quality assurance and coordination requirements, including mandatory preconstruction meetings within five business days of Notice to Proceed, bi-weekly progress meetings, and detailed submittal procedures with 10-day review periods for initial submittals and resubmittals. The contractor is responsible for all permits and fees, utility coordination, waste management and recycling, and compliance with Oregon plumbing, electrical, and building codes. Concrete work requires specific mix designs including high-strength concrete (5000 PSI) for wash trenches, slabs, and catch basins with capillary fillers and crack-reducing admixtures, and all exterior concrete must include entrained air meeting ASTM C-260 standards. Metal fabrications include hot-dip galvanized finishes per ASTM A123, with stainless steel components for corrosive environments. The project incorporates specialized systems such as epoxy-coated reinforcement bars in moisture-prone areas, non-shrink grout installations, and expandable metal grating stairs with cast-iron abrasive nosing. All work must comply with manufacturer installation instructions, undergo comprehensive testing and commissioning, and be documented through as-built drawings and operation and maintenance manuals. The specifications anticipate approximately 15 days for startup and testing, 15 days for commissioning, and 30 days for punch list completion and final closeout.
