About this file

This is a Notice of Intent to Award issued by the Oregon Department of Transportation (ODOT) Procurement Office on May 7, 2023, regarding RFP REQ 73000-0003398 (PCMS Number 35594) for a House Bill 2017, Section 75 Study. ECONORTHWEST has been selected as the top-ranked firm for contract negotiations to provide personal services as specified in the RFP. Daniel Porter will serve as the ODOT Project Manager and primary contact for negotiating the statement of work (SOW), schedule of performance, and costs. The negotiation timeline is structured with defined milestones: ODOT PM will initiate work sessions within 5-10 business days; the consultant must respond with comments within 5 days; ODOT will respond within 3 days of receiving consultant feedback; the consultant must submit a Breakdown of Costs (BOC) and billing rates within 5-10 business days of final scope approval; ODOT will respond to the BOC within 5-10 business days; and signature routing and execution is anticipated within 6-8 business days. Negotiations are expected to be completed within this timeframe, with a Notice to Proceed (NTP) issued one day after contract execution. A protest period for competing proposers runs through 5:00 p.m. on May 13, 2023, with protests to be submitted to Contract Coordinator Austene Schneider.

The award submittal requirements include Conflicts of Interest (COI) disclosure, a Responsibility Inquiry form, Business Registry Number, Quality Plan, Committed DBE Breakdown and Certification Form(s), and a W-9 Form. ODOT prefers Automated Clearing House (ACH) direct deposit for ongoing monthly payments and encourages the consultant to offer ACH payments to subcontractors. A Disadvantaged Business Enterprise (DBE) goal has been established for the project, with the BOC required to demonstrate subcontractor utilization to meet this goal. No work is authorized until the contract is executed and the consultant receives a written NTP from the ODOT PM. If agreement on costs, tasks, or other requirements cannot be reached within the specified timeframe, ODOT reserves the right to terminate negotiations and proceed with the next highest-ranked firm.

Direct Deposit via Automated Clearing House (ACH). For Consultants that receive ongoing monthly payments from Agency on one or more contracts or work orders, Agency prefers making Consultant payments via ACH direct deposit. While not required, if Consultant has not previously authorized ACH direct deposit and would prefer ACH to expedite transfer of payments after invoices are approved, Consultant must complete a Vendor ACH Authorization form and submit to Agency per the instructions on the form. To expedite Consultant’s payments to its subcontractors, if applicable, Consultant should make reasonable efforts to offer ACH direct deposit payments.
